National Vital Voices-Bulgaria. However, the NSC's review is limited to the foreign pol~cy merits of this proposal. Our legal office tells us that 'the use of the First Lady's name, ? likenes~ or words ~y priv~te entities, in particular for fundraising efforts, requires the approvp.l of the Office ??of White House Counsel. ?while we do not believe the use of her
