Allan Hancock CollegeSupervisorHuman ResourcesRange 4AUXILIARY ACCOUNTING SUPERVISORDEFINITION:Under supervision of Associate Superintendent/Vice President, Finance, and Administration, the incumbent will plan, organize, coordinate, and perform the accounting functions for the district’s auxiliary program funds, AHC Auxiliary Programs Corporation, AHC Foundation, and AHC Viticulture & Enology Foundation, and plan, organize, and supervise the functions of the Cashiering Services Department; to train, supervise, and evaluate the performance of auxiliary, cashiering, and student worker staff; values and promotes the mission and vision of the college.CLASS CHARACTERISTICS:The incumbent independently performs and reviews a variety of complex, technical accounting work involving judgment in the interpretation and application of policy and procedures including working with auditors and various committees. The incumbent requires an excellent working knowledge of generally accepted accounting principles. The incumbent, with a considerable degree of independence, is responsible for the coordination of the daily auxiliary accounting services workflow involving multiple funds and oversight of the daily operations, activities, and work of the cashiering services department. The incumbent is responsible for supervising the duties of accounting staff, cashiering staff, and student workers, and seeing that the instructions of the Associate Superintendent/Vice President, Finance and Administration are carried out efficiently.ESSENTIAL FUNCTIONS:Plans, develops, organizes, supervises, and participates in the preparation, maintenance, and analysis of financial records and processes, including cash receipts, accounts payable, accounts receivable, general ledger, purchasing, payroll, benefits, and contracts for multiple funds and organizations.Plans, develops and maintains the budgets for the Auxiliary Accounting, Cashiering Services, and ASB, Athletic, Clubs, and District Trust accounts.Coordinates with Information Technology Services and AHC staff as necessary for the planning and development of programs and procedures for integrated accounting systems and acts as the advanced system user for the department.Prepares and/or reviews monthly bank and stock portfolio reconciliations. Reviews and serves as a back-up for the processing of semi-monthly and monthly payroll for auxiliary accounting.Oversees the preparation of the AHC Viticulture & Enology Foundation process cost accounting, inventory, and financial statements.Examines and analyzes auxiliary funds purchase requisitions for completeness and accuracy; prints and provides fully approved purchase orders; disencumbers purchase orders.Monitors cash flow.Facilitates short-term lending agreements with students. Prepares and/or reviews state and federal reporting.Interviews and selects employees and recommends transfers, reassignment, termination, and disciplinary actions; provides training, direction, supervision, guidance, and evaluates the work performance of assigned personnel.Serves as liaison with the associated student body, athletic department, business services, the AHC Foundation, and the AHC Viticulture & Enology Foundation regarding policy, procedural, purchasing and accounting questions and may delegate to staff for resolution.Serves as liaison with outside service providers for auxiliary and cashiering functions.Researches, interprets, and explains general district, associated student body, non-profit, and other regulatory agency policies, practices, and procedures to staff and students.Updates and maintains procedures and prepares user documentation for accounting procedures and financial recordkeeping and oversees the development of and maintenance of auxiliary accounting services and cashiering services procedure manuals and required departmental forms.Recruits, interviews, hires, schedules, and trains classified exempt and student worker employees.Coordinates reconciliation and reviews work-paper files generated by staff.Participates in annual independent audit and periodic internal audits of various funds and records through the preparation and compilation of financial and narrative data and spreadsheets/schedules; serves as the coordinator and provider of data for auditor requests; identifies and resolves deficiencies and irregularities; modifies policies and procedures as needed; Represents the department at auxiliary, college, and non-profit organization ad hoc committees and board meetings.Performs related duties as required. MINIMUM QUALIFICATIONS:Knowledge of:Generally accepted accounting and auditing principles related to governmental and non-profit accounting;General full charge bookkeeping, record keeping, and reporting;Modern office practices, procedures, and equipment;Accounting software systems, spreadsheets, and databases;Application of laws, regulations, and requirements related to area of assignment;Oral and written communication skills;Demonstrated ability to:Perform financial and statistical clerical work;Post and maintain ledgers and journals;Prepare clear and accurate financial statements and reports and analyze accounting data;Understand, carry out, and communicate oral and written directions;Direct and review the work of subordinate staff;Operate a computer and 10-key calculator with speed and accuracy.Education and Experience:A Bachelor’s degree or higher in the field of accounting and five years of increasingly responsible financial record-keeping experience, or any equivalent combination of training and experience. Supervisory experience desirable.Working Conditions:This is an FLSA exempt position. Duties are primarily performed in an office environment, at a desk or at a computer.The incumbent will experience interruptions while performing normal duties during the regular workday.The incumbent will have contact, in person, via e-mail, and on the telephone, with faculty, staff, and the general public.Physical Demands:May sit for extended periods of time.Operates a computer.
