Under the general direction of the Facility Finance and Sustainability Manager (CEA), the Staff

Services Manager I (SSM I) serves as the Department of Forestry and Fire Protection's (CAL

FIRE) expert responsible for the administration and control of complex funding from multiple

sources (General Fund, lease revenue bonds, general obligation bonds, grant funds, etc.) for

approximately 400 active state fire and life safety, resource conservation, and emergency

services infrastructure projects. The SSM I is responsible for promoting organizational

excellence in budgeting and sustainability for the department's statewide operations and

infrastructure. Duties and responsibilities include, but are not limited to the following:

*The SSM I will serve as the department's infrastructure budgeting expert in the tracking, reporting, and development of a unified statewide system of accounting among CAL FIRE regions and Sacramento Headquarters. *Provides technical expertise and coordination in the development, preparation and presentation of major program budget processes and documents for the review and approval of executive management. *The SSM I exercises a high level of independence, plans and assigns detailed workload, reviews work, and provides training to subordinate staff and CAL FIRE region staff in the preparation and management of: the annual Governor's Budget; Department of Finance (DOF) budget drills; Spring Finance Letters; and the May Revision. Responsible for the department's monthly budget reconciliation for special repairs, Deferred Maintenance, and any special funding for grants for the entire state. *Directs and coordinates staff in the development and preparation of prior fiscal year reporting that reconciles budget and accounting information. Will work with the CEA to develop and streamline procedures which are utilized and reviewed by unit finance, region finance, and the department's Budget Office. Develops a fiscal reporting procedure for statewide tracking to unify statewide tracking and reporting.

*Directs and serves as the department's expert in providing for the documentation of budget information; the reading and interpretation of accounting records; Technical Services budget authority; tracking of fund availability; transfer of budget allotments to Revolving Fund Accounts; State Public Works Board (SPWB) bond sale guidance; bond document tracking; Budget Change Proposal and Capital Outlay Budget Change Proposal development; and Five-Year Infrastructure Plan Development. *Serves as an expert for subordinate staff to interpret and apply departmental budget policies related to capital outlay, deferred maintenance, special repairs, and special funds.

*The SSM I is responsible for complex operations with multiple department influence, including but not limited to, the Department of General Services (DGS), the Department of Parks and Recreation, the California Tahoe Conservancy, the California Department of Transportation, the California Department of Corrections and Rehabilitation and the California Conservation Corps, various statewide conservancies, and local governments. *Responsible for compilation of budget and expenditure information related to CAL FIRE projects for DOF, Legislative Analyst's Office, DGS and CAL FIRE Project Directors, SPWB, State Controller's Office, State Treasurer's Office, Pooled Money Investment Board (PMIB), and State Legislature.*At the general direction by and approval of the CEA, will serve as the department's expert in reviewing, formulating, executing, and tracking cost benefit analyses for new and existing CAL FIRE facilities in regards to infrastructure development.

*As needed represents the department at finance and sustainability related committees, including state legislative committees, SPWB meetings, PMIB meetings, and as an accounting representative

for the department. Provides financial expertise to program and administrative staff completing

projects. Provides budget expertise to budget and accounting staff related to CAL FIRE's proposed

and existing projects.

*The SSM I provides technical guidance and supervision of staff performing special assignments as

requested by Department of Finance, California Natural Resources Agency, CAL FIRE, and directed

by the CEA.

*In conjunction with the CEA, will lead CAL FIRE's efforts to build a unified Sustainability Program

for all CAL FIRE facilities. Provides expertise in developing compliance and tracking metrics for

CAL FIRE facilities to meet the guidance laid out in Executive Order B-18-12. Oversees

subordinate staff who are responsible for researching sustainable solutions to departmental goals

established by the DGS Office of Sustainability and will be responsible for providing input and

development of the annual sustainability roadmap. Works with subordinate staff and region staff to

research and vet the use of special funds and other external fund sources to be used for

sustainable infrastructure at CAL FIRE facilities.
