IDA 6295-TZ?Assignment Title: ?Strategic Program Support Consultant for the Sustainable Rural??Water Supply and Sanitation Program??Reference No.: ???????????TZ-MOW-199787-CS-QCBS???The Government of the United Republic of Tanzania has received financing from the World Bank towards the cost of the Sustainable Rural Water Supply and Sanitation (SRWS) Program and intends to apply part of the proceeds for consulting services.?The consulting services (“the Services”) include Strategic Program Support to Ministry of Water (MoW) in the implementation of the Sustainable Rural Water Supply and Sanitation Program (SRWS) and to support the Operationalization of a Rural Water Supply and Sanitation Agency (RUWASA), Ministry of Education Science and Technology (MoEST) and Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC). The SRWS Program will be implemented over a period of six (6) years.??The?Strategic Program Support Consultant (SPSC)?is a?three-year engagement?to support the implementation of the Sustainable Rural Water Supply and Sanitation Program, deploying about?870 professional staff-months?during this period. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:Core business of the firm and years in business.Experience of similar assignment in the field of rural water supply and sanitation including community lead total sanitation approach.Experience of having worked in sub-Saharan Africa or similar environment.The technical and managerial capability of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff. Key experts will not be evaluated at the shortlisting stage.)??The attention of interested Consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
