Program Summary

The City of Middletown, Ohio along with the City of Hamilton, Ohio and Butler County, Ohio, Neighborhood Housing Services oh Hamilton, Inc. (NHS), and Butler Metropolitan Housing Authority (BMHA) (hereby collectively known as the “consortium”) are pooling resources to ensure smooth, efficient execution of the activities listed in this application. The consortium has extensive experience and knowledge in executing NSP2 activities. Each threshold factor has a narrative describing the consortium member’s defined area of the activity as well as defining how each activity will be executed, whether through one member or through some combination of the consortium partnerships mentioned above.

Each consortium member demonstrates quantifiable and substantial need for this funding as the consortium target geography has been devastated by downturn of the economy and the resulting foreclosure crisis. The City of Middletown, Ohio, for example, is now ranked the 10th Fastest-Dying Town in the United States according to Forbes magazine.[1] In the wake of the housing market collapse and the decrease in available credit, the target geography now has a substantial oversupply of vacant undesirable housing leading to almost complete disinvestment in some target geography neighborhoods. Many of these vacant homes approach 100 years old and are functionally obsolete, whether it be by outdated building code standards or by the unusually high density of housing built during the period, or by size of house in number of bedrooms, square footage or lot size.

Income tax and other revenues throughout the consortium area is down substantially from even a year ago, and all local governments within the consortium are cutting operating budgets at a time when increased spending on housing and economic development are required for recovery. NSP2 funding is needed to battle these issues by creating or maintaining neighborhoods that people desire to move to and live in, thereby creating opportunities for businesses to set up shop and thrive. If the target geography is forced to depend solely on area wide economic recovery and for tax revenues to return to sustainable levels, this area could easily lose a decade stuck in instability, disinvestment and blight.

Improved housing is one key. If we can reduce neighborhood density, improve the quality and age of the housing stock, demolish unsafe/blighted structures, and protect desirable neighborhoods from slipping into decline while keeping housing affordable, everybody wins. As stated in the City of Middletown 2005-2009 Consolidated plan, it is estimated that to address all of the priority needs in Middletown alone, the City would need over 10 times the current CDBG formula amount. If this consortium is selected to receive NSP2 funding, the difference made will be immediate, measurable and sustainable.

Threshold Requirements

1. Eligible Applicant:

(1) The City of Middletown is the lead agency for the NSP2 consortium as defined in Section II A. 4. of the NOFA. The consortium consists of: The City of Middletown, Ohio, the City of Hamilton, Ohio, Butler County, Ohio, Neighborhood Housing Services of Hamilton, Inc., and Butler Metropolitan Housing Authority. As the lead agency, the City of Middletown will assume responsibility for the grant on behalf of the consortium. Capacity and experience to carry out the proposed NSP2 activities in the target geography can be seen by the organizational capacity numbers below (threshold #7).

(2) The consortium includes the non-profits, Neighborhood Housing Services of Hamilton, Inc. (NHS) and Butler Metropolitan Housing Authority (BMHA). The mission statement for NHS is as follows:

Neighborhood Housing Services of Hamilton, Inc. is a nonprofit community development organization that revitalizes and builds communities.

We are a partnership of residents, the business community, government, and community leaders.

We seek to build healthier and stronger communities that we can all be proud of. In order to accomplish this we will:

• Empower low and moderate income families to share the American Dream of Homeownership;

• Provide affordable loans and financial resources to first-time homebuyers;

• Build communities through neighborhood revitalization and development;

• Inspire and support resident action leaders; and

• Provide training and education.

The mission statement for Butler Metropolitan Housing Authority is as follows:

To address the housing needs of society, discrimination free; increase access to affordable housing; support community development and offer economic opportunities within our communities.

A public and private nonprofit entity is eligible per the NOFA providing the entity can provide IRS ruling that the organization is exempt from taxation under section 501(c) of the Internal Revenue Code of 1986 or a signed and dated letter from the state attorney general or other appropriate state official that your organization is duly organized under state law as a nonprofit. That ruling for NHS and BMHA is attached on the following pages:

(3) The consortium agreement is attached as part of the application.

(4) The consortium will adhere to all the civil rights threshold requirements

and ensure compliance with Fair Housing and Civil Rights laws. To ensure those requirements, BMHA will serve in a monitoring capacity for all members of the consortium to confirm compliance. In addition, BMHA will also monitor all consortium members to ensure compliance with Davis-Bacon Requirements.

2. Amount:

The amount of NSP2 funds requested is $25,683,888. At least twenty-five percent (25%) of funding requested ($6,420,972) will be used for housing to households ................
