Our mission is 'great art and culture for everyone' and we work to achieve this by championing, developing and investing in arts and cultural experiences that enrich people's lives.If you could describe three things about what the university does and why they’re important, what would they be?Universities play important roles in communities across England. Three things that universities do that are important include:Bringing together local institutions to lead on cultural development. There are a number of good examples including the leadership provided by the Universities of Sunderland, Cumbria and Plymouth. The University of Sunderland has recently been using arts and culture to define a sense of place and to galvanise support and momentum for regeneration in Sunderland. This demonstrates how a university anchored in its city can work with partners to enable a city’s rebirth through creative, cultural and civic renewal. This in turn can lead to a sense of civic pride for the wider city and communities.Working towards developing the workforce of the future. There is a high percentage of graduates interested in the cultural sector, and universities can provide the link between graduates and the arts and culture sector (e.g. theatres, museums, galleries). This is important as it may help university cities retain their graduates locally for the benefit of the city. It should also be noted that graduates in creative and cultural subjects, whose learning experiences are often augmented by the civic/cultural offer of their universities, bring their knowledge, skills and creativity to employers locally (and also nationally/internationally) that span far beyond the footprint of the cultural, creative and heritage sectors. Undertake research, including developing artform and collections practice. However, the impact of this can be limited and could be amplified by grounding research in collaboration with existing institutions and organisations within the arts and culture sector. What are the biggest positive, concrete impacts your university has locally OTHER than their core business of teaching undergraduate and postgraduate students and conducting research? As above, this is bringing together local institutions to lead on cultural development. Additionally, it is building the cultural offer in cities through university collections being made public, as well as university management of cultural?buildings, and their engagement in civic cultural events. We see university management of cultural buildings working in Derby, through a partnership between Derby Theatre, the University of Derby and Arts Council England funding Derby Theatre as a national Portfolio Organisation. This partnership has transformed the organisation from a traditional producing house, to an organisation of training, mentorship and artistic excellence. Consequently, there are more Derby Theatre productions at the theatre, more community work, more work with children and young people and deeper, more meaningful engagement with audiences. Derby Theatre combines its professional programme with an exciting suite of undergraduate and postgraduate courses, as well as an emerging talent programme aimed at developing the next generation of artists.?Through partnerships such as this, we can see how university management of cultural buildings can have positive impacts locally for university cities. What are the biggest negative concrete impacts your university has had locally? One negative impact universities can have locally, is making culture seem elitist. Since university events are often focused on campus, this can limit audiences and reach, as certain public demographics may be reluctant to enter university sites, due to not feeling welcome or at ease. Below, we describe some instances of universities contributing to events that inhabit the public realm of towns and cities, engaging the fullest range of the local community. There is more scope for smaller scale off-site events, projects and partnerships. The work that universities do to broaden access to study can also play a role in more fully connecting the wider local community to the life of the university, including the cultural offer. Cumulatively, this can contribute to replacing a sense of distance between a given university and some part of its local community, with a collective sense of engagement with, ownership of and pride in the asset that the university represents. Additionally, the effect of student accommodation on the public realm, is not always positive or conducive to students getting to know the culture of the cities they live in. There may be scope for universities to utilise the cultural infrastructure and programmes that they either host or partner to, to help their students to engage with and feel part of the city and the wider community.How often do you engage with the University and how? Are these interactions positive or negative and why?Arts Council England engages with universities across England through a range of mechanisms. These mechanisms include, funding agreements; research partnerships; speaking to students on courses with career paths into the arts and culture sector; and bringing networks together. In terms of bringing networks together, one such success is the Culture Forum North, supported with Arts Council England funding. Culture?Forum North is an open network of partnerships between Higher Education and the cultural sector across the North. Through this dynamic platform innovative programmes are developed and shared, achieving impact beyond individual partnerships, making a meaningful difference to our society regionally and nationally. This forum has supported projects such as Staging Addiction Recovery, a partnership between Fallen Angels Dance Theatre and Liverpool Hope University. Staging Addiction Recovery seeks to investigate the role of socially engaged theatre in supporting problem drug users towards their journey to recovery. Because of this partnership between Higher Education and the cultural sector, the partners have been able to co-design a comprehensive and bespoke method of monitoring and evaluating the project, which aims to track the impact and effectiveness of participation in dance theatre. This partnership approach between Fallen Angels Dance Theatre and Liverpool Hope University has enabled this specialised and important piece of work to take place and be evaluated through the relationship between Higher Education and the cultural sector whilst also creating a stronger sense of place and community in Liverpool whilst also contributing to community wellbeing. Working with universities also allows Arts Council England to contribute to the development of artform and cross artform working and new practice. This is seen, for instance, through the University of Leeds Knowledge Transfer Partnerships (KTPs), which provide a way for businesses to collaborate with the University of Leeds, in order to bring new knowledge and skills into an organisation. These organisations include cultural sector bodies. Through KTPs, specialist academic knowledge is made available to organisations, and recent graduates are given the opportunity to work with businesses to achieve project goals. This also gives graduates the opportunity to develop working project management skills and helps them to see the range of career paths available to them, often within the arts and culture sector. What things should universities do more of or do better at to support their local community?Universities could more actively engage with cultural organisations in their cities for research, teaching and placemaking purposes. Additionally, universities could also put mechanisms in place to support students from more diverse socio-economic backgrounds to attend university and attain tertiary qualifications, in order to help support a diverse and vibrant arts and culture sector in the future. Universities could have a wider public focus in their local communities for their own collections and cultural events. This would help local communities and arts and culture sector organisations by supporting development of good practice through greater research and networking.Some universities are excellent at supporting graduates to move into employment and self-employment. More universities supporting students to enter the arts and culture workforce could make a large difference to the diversity of the sector and its economic impact. This is especially relevant as the arts and culture sector (and the linked creative industries sector) continue to grow at a fast rate. Additionally, greater involvement of university staff and students in community volunteering, such as on the boards of cultural institutions, as well as at local cultural institution run events, would help better support their local communities, and help students identify with their local communities. Universities are strategically engaged - locally, regionally, nationally and internationally. They can help leverage these strategic engagements for the places and communities they serve and work with. How does your institution engage with local democratic bodies and what difference does it make? (councils, LEPS etc). Arts Council England engages with local democratic bodies in a variety of ways. These include, memorandums of understanding with universities based on specific projects (such as the current Durham Commission with Durham University); funding specific projects at universities through our National Portfolio Organisations programme (Appendix.1); Developing Your Creative Practice grants and Project grants; engaging with local authorities and combined authorities across England; engaging with Business Improvement Districts; and with Local Enterprise Partnerships. We engage with these bodies and organisations to champion, develop and invest in arts and culture experiences that enrich people’s lives. One example of this work, is the collaboration between Durham County Council and Arts Council England, along with a range of other partners to deliver the first Lumiere light festival in Durham in 2009. This festival was originally planned as a one off, but proved so popular that producers Artichoke have brought the event back to the North East every year since. In 2015 a record 200,000 visitors enjoyed installations in Durham during the festival. In 2017, Durham University joined the partners that worked to bring this festival to Durham. By engaging with the bodies listed above, for festivals such as Lumiere, we can have positive working relationships that enable Arts Council England to take part in collaborations that advocate for arts and culture to be central to organisations’ work and place making efforts. These collaborations can also increase the sense of civic pride in a city, and engage members of the public who may have never previously engaged with the university. The Arts Council engages with other organisations which also engage with universities, including central government departments, the devolved administrations, local government bodies (including the Local Government Association, Core Cities and Key Cities). HEIs have been key to successful applications to Arts Council programmes that look to embed culture in place partnerships?and to help culture realise its economic potential. The Creative Local Growth Fund offered Arts Council funding as match for European Structural and Investment Funds where culture could contribute to local economic growth.? Activity supported included R&D and product development for creatives looking to develop and commercialise product, start up and SME support, skills development and cross sector partnership development with the creative industry and tourism sectors.? Universities were able to provide expertise and capacity to deliver programme activity.? They were also able to offer critical mass and scale to help the activity deliver, match funding, partnership brokering, and also expertise necessary for cultural organisations to contribute to and benefit from the funded activity, e.g. procurement and legal advice.? Universities involved include Bournemouth, Birmingham City, Durham, Newcastle, Teesside, Northumbria, and University of the West of England.? The Arts Council and the higher education sector could further examine their joint engagement with Further Education. Additionally, the West Midlands Combined Authority has created a Local Industrial Strategy Action Plan for the Creative Industries. There is a task and finish group for this work that includes representatives from Birmingham City University, Wolverhampton University, the three West Midlands Combined Authority Local Enterprise Partnerships, Arts Council England National Portfolio Organisations, STEAMhouse, the BBC and cultural industry clusters like Culture Central and Creative Black Country. Some of these actions include:-Launch a Creative Innovation & Talent Hub-Launch Creative led Cross-Sectoral Innovation Hubs across the region-Launch a Cultural Action Zone and develop an ambitious 10-year Cultural Investment programme-Invest in Creative Industry Infrastructure-Invest in Digital Infrastructure-Develop Industry led initiatives with schools to develop the creative workforce of the future and advocate for curriculum change-Address skills and talent gaps across creative sectors-Develop an effective region-wide creative cluster-Stimulate the growth of creative scale-up businesses -Stimulate the internationalisation and export readiness of WMCA creative businesses-Invest in the promotion of WMCA creative industries regionally, nationally and globallyAppendix 1.
