Communications OfficerPolice Department Grade: 17Job SummaryUnder supervision of the Support Services Director, the Communications Officer operates a variety of specialized equipment and coordinates all emergency and non-emergency calls and walk in traffic coming into the police department for Police, Fire, EMS, and other city services in a professional and courteous manner, determining nature and urgency of calls. Position requires constant contact with the public in stressful situations that require clear thinking, calmness, stability, tact, good judgment, and clearly understandable speaking skills.Major DutiesReceive emergency and non-emergency telephone calls; dispatch appropriate law enforcement units, emergency services or city department personnelMaintain certified access and enter sensitive data in local, state and national databases while maintaining confidentiality, integrity and discretionAbility to maintain composure and interact effectively in a highly stressful environment involving simultaneous events with multiple interruptions.Ability to communicate clearly and effectively with and elicit information from upset and/or irate citizens; must listen effectively, exercise good judgment and sound decisions in emergency situations.Maintain a working knowledge of the City of Windcrest geography and surrounding areas.Ability to work a variety of shifts as assigned, including days, evenings, nights, weekends, and holidays. Due to the unpredictable and critical nature of the work, must be willing and available to work additional hours beyond assigned shifts, sometimes with little or no notice Experience and Skills RequiredAbility to read and comprehend simple to complex instructions, manuals, correspondence and memos, office communications, policies and procedures.Ability to apply common sense understanding and good judgment in making decisions in emergency and routine situations.Skills in organizing resources and establishing priorities. Ability to interact effectively and professionally with the general public and staff personnel utilizing effective oral and written communication skills.Sufficient computer knowledge to navigate software applications or databases concurrently.Effective listening and problem-solving skills.Data entry and multitasking skillsSupervisory ControlsCommunications Officers report directly to the Director of Support Services. The Director of Support Services assigns and reviews work through reports and observation of activities.Supervisory and Management ResponsibilityThis position has no subordinate supervisory or management responsibility.Minimum QualificationsHigh School diploma or equivalent.Must be able to pass the Telecommunicator state licensing exam within year of employment.Must be able to travel to training sites.U.S. Citizen.At least 18 years of age.Must be able to pass a full background investigation.Possession of or ability to obtain a valid Texas drivers’ license.Preferred QualificationsFully licensed telecommunicator for the State of Texas.One (1) year of experience in a public safety dispatching environment.General knowledge of office procedures such as filing, book-keeping, and records maintenance.Skill in the operation of two-way radios, communications, 911, and computer aided dispatch equipment ................
