COUNTY OF MINGO, to-wit:

The County Commission of Mingo County met in Special Session on Monday, March 24, 2014, at 9:00 a.m. in the Commission Courtroom, Room 136, First Floor, Courthouse, Williamson, West Virginia. Present for the meeting were Commissioners Greg Smith and John Mark Hubbard. Commissioner Mike Carter was absent.

A quorum being present and the public being duly notified, the meeting was called to order at 9:00 a.m. by Commissioner Smith.

Consideration of poll workers for May 13, 2014 Primary Election

A list of poll workers was presented for approval by the County Commission.

Commissioner Smith made a Motion to approve the presented listing of poll workers for the May 13, 2014 Primary Election. Commissioner Hubbard seconded. The vote was 2 yes. Motion carried.

FY 2015 Audit Engagement Letter

Tina Lockard stated she received the FY 2015 Audit Engagement Letter and the amount will be $38,060. Lockard stated a senior auditor will be performing the audit and it has increased by approximately $1,200 from last year and is supposed to be completed by May 30th.

Commissioner Smith made a Motion to approve the FY 2015 Audit Engagement Letter as presented and further authorize signature of the same. Commissioner Hubbard seconded. The vote was 2 yes. Motion carried.

Homeland Security/Emergency Services Grants

Leigh Ann Ray, Grants Coordinator, stated that Homeland Security was awarded two separate grants one for $44,000 and one for $57,000 to purchase portable radios but the costs was more than the allotted amount. Ray stated Emergency Services Director, Doug Goolsby, has requested to put this out to bid because the State contract pricing expired March 18th.

Commissioner Smith made a Motion to allow this matter to be placed out to bid according to the procurement process for the radios needed. Commissioner Hubbard seconded. The vote was 2 yes. Motion carried.

FY 2015 Budget: Discussion

Commissioner Smith stated that the elected officials have been invited to this meeting to have a work session to discuss budget issues concerning salaries, including the new legislation that has just passed that will potentially affect the budget.

Commissioner Smith made a Motion to go into Executive Session to discuss budget issues with the elected officials and counsel. Commissioner Hubbard seconded. The vote was 2 yes. Motion carried.

Upon return from Executive Session, Commissioner Smith stated no action was taken while in Executive Session. Commissioner Smith asked that this matter (FY 2015 Budget) be placed on the March 26th special session agenda.

No matters were discussed.

Commissioner Smith made a Motion to adjourn from the March 24, 2014 Special Session. Commissioner Hubbard seconded. The vote was 2 yes. Motion carried.
