The Treasurer’s report will be filed for audit.COUNCIL MEMBER LYTLE MOVED, COUNCIL MEMBER MILLER SECOND, to approve the minutes of the Regular Council Meeting held December 6, 2016 and the Special Meeting held December 22, 2016. MOTION CARRIED.Peggy Hayes Executive Director from Solutions for Life and Board Member Alice Kirn presented the Council with their 2016 annual report. Ms. Hayes gave information on their services and the number of increases over the years.Department Heads gave updates on their respective departments. Royce Thompson stated that the Advisory Board for the Airport Master Plan met. The electric department replaced a large street light that broke on South Main Street and the lot for the helicopter to land at the hospital has been cleared.Chief Anderson reported that officers will be attending active shooters training and Officer Jim Frye will be the first to attend. New Officer Austin Elliot introduced himself to the Council. Linda Frye informed the Council that she and Council Member Blackburn will be attending the WAM Winter Workshop January 11th in Cheyenne.Todd Skrukrud reported that the river project is ongoing. The delivery of the Transfer Station trailer will be within the next couple of weeks. The Town had a water main break which had to be repaired. The Town has two sections of waterline that are a problem.Old Business:COUNCIL MEMBER LYTLE MOVED, COUNCIL MEMBER MILLER SECOND, to approve Amendment to Ordinance 11-25-120, An Ordinance Amending Existing Ordinance No. 11-25-120, Which Establishes Amended Electric Rate to Consumers of Electricity from the Town of Lusk, on third reading. MOTION CARRIED. New Business: COUNCIL MEMBER MILLER MOVED, COUNCIL MEMBER LYTLE SECOND, to approve the renewal of the livestock permit for chickens, for Dale & Robyn Jefcoat. MOTION CARRIED.COUNCIL MEMBER LYTLE MOVED, COUNCIL MEMBER MILLER SECOND, to approve Resolution No. 17-1, A Resolution Designating a Depository of the Funds of the Town of Lusk, Wyoming, A Municipal Corporation Existing Under and By Virtue of the Laws of the State of Wyoming. MOTION CARRIED.COUNCIL MEMBER MILLER MOVED, COUNCIL MEMBER LYTLE SECOND, to approve Resolution No. 17-2, A Resolution of the Governing Body of the Town of Lusk, Wyoming, Authorizing and Directing the Mayor, Town Clerk, and Director of Public Works of the Town of Lusk, Wyoming to Comply in all respects with the Requirements of Wyoming Statute Section 24-2-111 Pertaining to Maintenance of Highways within Municipalities. MOTION CARRIED. Attorney Anne Wasserburger for the Niobrara County Hospital District presented to the Council a Petition to Vacate a Portion of a Street. The petition requests that the Town of Lusk vacate that certain portion of the street known as “Bel Air Avenue”, also known as “Ballangee Avenue” and “Ballancee Avenue”. The petition further states, “reserving to the Town of Lusk a right-of-way and easement over the said portion of street for sewer, water and public utility lines and maintenance,” “the reasons for the request are as follows: a. The portion of the street to be vacated will allow a safe landing zone for medical evacuation helicopters serving the Hospital; b. The granting of this Petition will allow Hospital to better serve its patients in both a safe and timely matter; c. Vacating the said portion will ensure public safety and proper patient care; and d. The granting of this Petition is in the best interests of the community and its citizens”, “Petitioner further states that the vacation of said portion of street and transferring the same unto the Hospital pursuant to W.S. 15-6-104 will not deny access to any property owned by others, will not close the alley north of said proposed vacated portion and will allow a safe landing zone for the medical evacuation helicopters serving the Hospital”, and “Niobrara County Hospital District d/b/a as Niobrara Community Hospital, respectfully petitions the Mayor and Town Council of the Town of Lusk for its adoption of a resolution vacating and abandoning the portion of the street above described which resolution effectively allows petitioner to incorporate the vacated and abandoned area into the abutting lands owned by petitioner.” After a discussion on the “pros” and “cons” of vacation of the street, COUNCIL MEMBER LYTLE MOVED, COUNCIL MEMBER MILLER SECOND, to table this item.
