F. Reynolds called the Montana delegates together to consider the organization of a new district, comprising the states of Montana and Wyoming, to be known as the Rocky Mountain District. On August 18, 1928, this same delegation passed a resolution requesting the general superintendents to arrange for a convention to be held in Billings, Mont., under the chairmanship of one of their number, for the purpose of organizing said Rocky Mountain District. The convention met in Billings, October 10 to 14, 1928, at which time Presiding General Superintendent H. F. Reynolds appointed Rev. W. D. Shelor (pastor of Billings) to the superintendency of the new district, with the proviso that "he shall not be called from his Sunday pastoral ministrations by district work." The following list of District Assemblies and district superintendents have been carefully checked and corrected by Ross E. Price, who was a member of the district at its beginning and has since been in some way associated with it. The district superintendents are listed here for the years in which they read reports to the assembly, and not starting from the year of their election (with the exception of his year of appointment for W. D. Shelor). PLAN OF EXAMINATIONA. INSTRUCTIONS TO STUDENTSEligibilityThe Ministerial Course of Study is open to anyone who is pursuing ordination as an elder or deacon. This includes students who are attending college, seminary, and Nazarene Bible College, as well as those participating in the on-line Course of Study program.To begin the enrollment process, a student contacts the Secretary of Directed Studies for an enrollment packet. He/she reviews the packet, completes the application and gives to his/her pastor to sign and submit to the district superintendent. The district superintendent approves/disapproves the enrollment. If approved, the application is sent by the D.S. to the secretary of Directed Studies. CoursesEach student must select the track in which he/she wishes to enroll: elder; deacon--Christian education; deacon-compassionate ministries; deacon--music; deacon—youth; deacon-administration; deacon—chaplaincy; lay ministry. Each student must successfully complete a minimum of two courses each year to remain in the course of study. (429.3) If the student fails to maintain this minimum, he/she will be removed from the course of study.The student must actively participate in a local church while completing the course of study. (426.3)A student must have completed 1/4 of the required courses (6 courses in the online course of study program) to receive a district license. A student has ten years after receiving his/her first district license to complete the course of study. (429.4)Modes of StudyThe recommended mode of preparation for full-time Christian service is to attend a Nazarene liberal arts college/university, Nazarene Bible College and, if possible, the Nazarene Theological Seminary. The Course of Study modules are available online through NNU or Nazarene Bible College. The Directed Studies Course of Study is under the immediate supervision of the District Board ofMinistry. Directed Study (non-degree, certificate) RegulationsDirected Studies has moved into the twenty-first century, from courses to modules, from textbooks, exams and reading books to interactive online education/training modules. Who may consider the directed studies route: those who cannot uproot the family to go off to school; the budget won’t stretch to cover the cost of classes and feeding the family; don’t need another degree but have a call to preach; difficult to get away from current responsibilities to take classes.The Directed Studies Course of Study Online program of NNU and NBC has been developed with you in mind. You can complete course work toward ordination in a timely fashion from your home or office. 1. Request an application and enroll with the district Board ofMinistry. Student must be enrolled prior to signing up for online courses.2. The modules/courses will be completed through the NNU or NBC Course of Study online program. For the students participating in the NNU online Course of Study, the supervised ministry requirement is handled by the district. a. Course work is all online. We are not to be discouraged as we see the Springfield, Missouri church as an example. There were only three converts but one became one of the most famous church planters in our church history. This coming February there will be a Wesley Conference. We are partners in ministry. This past year two basketball players came to faith. They came to discover, to build, to establish cities and towns, and they came with a mission: a mission that had been given over a millennium prior to a small band of men and women in a land thousands of miles distant. I’m sure the original recipients had no idea of what “to the ends of the world” would encompass. I’m sure they had no vision of the enormity of “The Big Sky Country” of Montana and “Forever West” of Wyoming. They did have a compelling faith that Jesus was truly the Lord and Savior of all and that real life could only be found in and through Him. They were radically committed to being Jesus’ witnesses, and as such, they possessed a passionate drive to carry His “Good News” to all the world.The early pioneers of the Rocky Mountain West called Nazarenes carried that same DNA of faith and commitment to being witnesses for Christ, and the same missionary passion that would ultimately culminate in the creation of the Rocky Mountain District of the Church of the Nazarene. Their goal was to saturate every town, every rural ranch/farm community and every developing city with the “Good News” of Jesus, including His gift of forgiveness from sin and His sanctifying power, and His inward presence that would enable us to live as victors over sin’s control in our lives.Theirs was not an easy mission. Nor was it easy for the earlier band of 120 who were the initial witness/missionaries of Jesus. They faced persecution, deprivations, setbacks, and times wherein they may have felt like giving up. Their faith in Jesus as the Christ, their personal encounter with His love and forgiveness, and the inner witness of the Holy Spirit kept them committed and compelled them to continue on in the mission as His messengers.Today, in commemorating 90 years of ministry as the Rocky Mountain District of the Church of the Nazarene, we need to pause for the following:Corporate Prayer of thanksgiving and blessings For God’s anointing upon our District, Rev. I believe it fitting that we, of the Rocky Mountain District of the Church of the Nazarene, reaffirm our commitment to our identity, heritage and character as Nazarene’s but even more as followers of Jesus.We are Christian: This is not a statement of a religious affiliation. It is rather to be a declaration of a living, intimate relationship wherein we acknowledge Jesus as our Redeemer and King. Thus, our life endeavor is by His Spirit in us and through us to live like Him in love for God and love to others. The call to follow Jesus and live His life is a call to live where everything is His, to live fully surrendered to God’s will, loving God with our everything, and loving others as Jesus has loved us.I would suggest two key factors that enabled those early 120 to reach and attract their world were these:They truly loved one another with a Jesus style loveThey had unity in and through Christ even in the midst of extreme diversityDivisive attitudes, divisional spirits and derisive behavior only repels. These behaviors will never attract the hurting, the lost and searching or those marginalized by life. The Jesus Way is a way of living and acting as peacemakers and not peace takers.We are Holiness: Jesus’ holiness was extremely compelling and attractional. The biblical story of Jesus shows us time and again of people desiring to be near Him. His purity of heart and life called for more than a social agenda, it demanded a transformed way of living. It also, demanded a self-giving love willing to pour itself out for a needy world. True holiness is characterized by obedience to God. It is an obedience that is a day to day and moment by moment expression of trusting God in all things and through all things. It is a holiness that sets aside our agenda to partner with God’s agenda of transforming all of creation to where His Kingdom rule is overall and in all.We are Missional: The first mission statement of the Church of the Nazarene at Pilot Point, Texas stated: “We would not be a people who have a mission, we are to be a people who are a mission.” Jesus stated, “I have come to seek and save the lost.” We must therefore, “like Jesus,” go where the lost are and be present in and among them, loving them not from a distance but including them in our friendship and fellowship. We must help them experience His grace and mercy and thus come to faith and fellowship with Jesus.Therefore, in light of these three identifying characteristics of the church we look and live from our heritage into the future.Envisioning Our Future Today ours is a new era: we’ve now entered into a new 21st century. It is far more complex in so many ways and it has so many more advantages in terms of communications, travel, and technology. Yet, the basic needs of our 21st century remain very much like those of the early 20th century that gave birth to our church and our Rocky Mountain District. They are in reality the same as those to whom Jesus came to reveal himself as God’s Provider for those needs. In this 21st century, with its wonders of science and technology, there still remains a deep cry in the heart of every child, every young person and every adult to know and experience authentic love that is unconditional; to know and experience the joy and freedom that comes with being fully forgiven; and to know and experience the transformative power that comes when we discover our true identity as being created to have intimate fellowship with and acceptance by God.As we continue to shape the story of the Rocky Mountain District, we must commit ourselves in the same manner as the 120 in Jerusalem, and just as those early pioneers who came west. We must continue in the same mission passion and proclaim the message of Jesus in this “New Day.”Let me introduce Rev. John and Clara Spencer and the Big Sky Ranch Ministry. District NMI PresidentJuly 7, 2017“Coach” Carr, Delegates and friends, I would like to begin with a true story shared by General Superintendent Gustavo Crocker at the Global NMI Convention.In September 1990, he and his wife traveled from Guatemala to Cincinnati, Ohio. He had been granted a scholarship to go to attend graduate school and study architecture at the University of Cincinnati.They had one daughter, lots of dreams but not much money. They also had the knowledge that they were Nazarenes. The first thing they did after arriving in the west side of Cincinnati was look for a Church of the Nazarene nearby. He said, “We had no car, only hope.” They purchased the Saturday edition of the Cincinnati Enquirer, found the religious section, and there it was. Church of the Nazarene on Montana Avenue. Gustavo called the church and left a voice message. “We are Nazarenes from Guatemala and we would like to attend a Nazarene church but we don’t have a car and we don’t know how to get there.” Pastor Ron Dalton had a hard time understanding my English but we connected and every Sunday, every Wednesday, every Saturday for an entire year the church sent someone to our apartment to pick us up. Our youngest daughter was born in Cincinnati and they made us their project of love. They loved us as if we were one of them.Ten years later Dr. Crocker, who was then Regional Director of Eurasia, went back to the Church of the Nazarene in Cincinnati, Ohio on Montana Avenue for a Faith Promise service and told this same story to the church. At end of the service, Gloria Kern came to him with tears running down her cheeks and shared, I’m so glad you told that story. It was Sept. 1990 and the board was meeting with the pastor, trying to develop a plan to reach out to the lost in Cincinnati. Trying to find a mechanism, a strategy. We were looking for every way to get new people into our church. I gave an idea that we put an advertisement in the newspaper. The board said that sounds like an idea but that is from the 50’s. We don’t think that will work. The advertisement would cost $25.00. They checked with the church treasurer but were told they didn’t have $25.00 for such a careless idea. So Gloria told the church board that she was going to pay for the ad out of her own pocket. Gloria shared with Dr. Crocker, “For 10 years I was thinking that that was the worst $25.00 that I ever wasted but now I know they were the best $25.00 that I ever invested”.Last year I challenged each of you to be “Ignited to Serve”! How did that go? If your year went like mine, sometimes I was “Ignited to Serve” and other times I felt like my flame was flickering and just might go out. But at those times, with God’s help, my life burst back into flame, gained momentum and again I was “Ignited to Serve”.Let’s look at the ways the Rocky Mountain District participated in missions this year: PrayingI challenged the churches last year to be 100% in praying for missions. This not only includes praying for the 700 missionaries who are deployed around the world. It also includes interceding for people everywhere to draw close to Christ and accept him into their lives. This past year 100% of the 25 reporting churches reported participation in praying for missions. I am still hoping to hear from the 9 non-reporting churches about their involvement.DisciplingIs there someone in your church who feels the call of the Lord on their life for global service? I received a call a couple of months ago from a pastor telling me that a young man from his congregation felt a call to missions on his life. We worked together to get Trey the information to help him pursue his call. There are others on the District who feel that call as well. Please join me in praying for Trey, Sharla, Hannah, Sheridan, Kyle, and Ada that God would guide them as they pursue their call to missions.GivingThis year our district’s goal for World Evangelism Fund was $146,105. We dug deep and gave $179,807 this year which was 123.2% of our goal. Give yourselves a round of applause. We have succeeded this year in giving. Thank you to the churches who gave over and above their 5.5% goal and helped those struggling churches who were unable to reach their goal.Besides giving for the World Evangelism Fund, you gave $102,035 in 10% Mission Specials supporting Missionary Health Care, Alabaster, LINKS, World Mission Broadcast, Child Sponsorship, and other projects. EducatingSeveral of you have been blessed to have missionaries come to your churches and share about what is happening in their part of the world. I heard positive comments about those services. This is only part of educating. Individuals are not only educated in deputation services. They are also educated by reading or listening to mission books and magazines, watching videos, and participating in mission service projects. If educating in your church has become stagnant, ask God to give you creative ideas to educate the people in your church. Kinnear Sunnyside held a Silent Auction with the proceeds going to help the Wind River church with needed repairs. Laurel reported supplying backpacks for 28 youths at the high school who were homeless or in need. Kalispell shared about donating food to a local pantry and meals to families at Thanksgiving. Lander reported packaging Care Kits for disaster victims. There are many ways to educate! Try something new this year and come back next year ready to “Brag on God” and share the ways he helped you to educate.Remember, you are not in this alone. You are part of a Global Church! A Global Church that has nearly 2.5 million members worldwidethat has 700 missionaries coming from 50 world areas, including 253 long-term volunteers.that reports an average of 300 experiences of salvation each day. that has a World Class Nursing School in Swaziland and a World Class Hospital in Papua New Guineathat has educated 51,555 students in its 52 seminaries, Bible colleges, liberal arts institutions, and training collegesIn closing, I challenge you to commit to do your best to participate with this global church and embrace the mission of praying, discipling, giving, and educating. This is my 22nd REJOICE, and I have now completed four years as your District NYI President. It is a joy and honor to have the privilege of serving with such wonderful people.I have been assisted this last year by our Vice President Andy Maendl from Kalispell, our Montana State Adult Representative Mike Holien from Kalispell, our Wyoming State Adult Representative Sarah Finch from Cheyenne SonRise, our High School Representatives Erin Holien from Kalispell and Stephanie Shepherd from Whitefish, our Middle School Representatives Caleb Arnold from Cheyenne SonRise and Faith Johnston from Whitefish, our Young Adult Representatives Joel Salazar from Riverton and Deign Allred from Bitterroot Valley, our Secretary Trista Roberts from Casper First, and our Treasurer Katie Pilsch from Kalispell.Trista, our Secretary, will be leaving us soon. She has accepted the call to be the lead pastor at a church in Joplin, MO. Not only has Trista served as our Secretary for several years, she has also been our medic at SuperCamp. It will be hard to fill the vacancies that she is leaving, but we support her and will be praying for her as she follows God’s call.Last summer, I received the resignation of our District Quiz Director, Ben Finch. However, almost two years ago, Karl Tabor and his family moved to Casper. Karl was excited about the opportunity to take on the district’s Bible Quiz Ministry, and our Council appointed him to do so. If you haven’t had the chance to connect with Karl yet, when you do, you will quickly learn that he is excited about Bible Quizzing. It is great having him lead this important ministry on our district.We had a great time at SuperCamp in August. In 2015, we only had 89 teens at SuperCamp. However, our numbers bounced back up in 2016, and we had 106 campers, 17 more than the previous year. Joe Arnold, Mike Holien, Andy Maendl, and I took turns presenting the theme from the previous year’s Nazarene Youth Conference: Thy Kingdom Come. It was a powerful week as we explored the Lord’s Prayer and what it means to live life as people who anticipate and long for the coming of God’s Kingdom.Last week I was in Missouri attending the annual USA / Canada NYI Leadership Conference. This year, we had representatives from the Fuller Youth Institute present us with the results of years of extensive research they have done in churches that have been successful at retaining teens and young adults. This research has been published in two books: Sticky Faith and Growing Young. Their findings highlight the value of intergenerational ministry, when adults (not just youth leaders) take a significant interest in the lives of young people. They encourage churches to train and empower young people to take active roles in the leadership of their church. I firmly believe that this approach to ministry is both the most consistent with Scripture and also the most effective in today’s world.As your District President, I also serve on the Northwest Field NYI Council. This Council hosts two events most years. In the Spring, we host The Gathering. This is an opportunity for middle and high school students from across the Northwest Field to gather on the campus of Northwest Nazarene University for fellowship, worship, ministry projects, personal and spiritual development through workshops, and fun activities. The Gathering this year will be held Memorial Day Weekend, and we will be joined by Shawna Songer Gaines, the chaplain of Trevecca Nazarene University, as our special speaker. I strongly encourage your youth groups to consider attending.This Fall, the Northwest Field NYI Council will also be hosting The Call at NNU. This is an opportunity for juniors and seniors in high school who think that God is calling them to a life of ministry to explore that call, participate in spiritual development, and learn from some of NNU’s great professors. Be watching for more information to come out on The Call soon.Speaking of NNU, I want to take a moment to highlight our university. Northwest Nazarene University is located in Nampa, ID. It is much more than just a school for future pastors. NNU offers over 60 areas of study. There is a good chance that they have something to offer you, regardless of what vocation you plan to pursue. We are joined this weekend by Courtney Gilbert, one of NNU’s great Admissions Officers. Those who are entering their freshman year of high school through those who have just graduated high school will be able to attend. That means that if you are currently in sixth grade thru tenth grade, you can participate in NYC2019. The cost will be around $1500, so it’s not too early to begin saving for this life-changing event.It has been several years since our District NYI has participated in a mission trip. Before she knew that she would be leaving, Trista Roberts began doing some research into possibilities. It is my hope that in the Summer of 2018 we will be able to offer some sort of mission trip for you to participate in.Finally, as I have mentioned in previous reports, it is my desire to see our district develop ministries for our young adults: those who have completed high school and are either in college or beginning life post-high school in other ways. The value of Christian education is even more debated. We continue to affirm the mutual benefit of a relationship between the churches on the Rocky Mountain District and Nazarene institutions of higher education, specifically, Northwest Nazarene University (NNU), Nazarene Theological Seminary (NTS) and Nazarene Bible College (NBC). ?Go online to NNU.edu, NTS.edu, and NBC.edu to find out about exciting things happening at these institutions. For example, this year a group is going/went to Greece and Italy. Student groups minister through various means in various countries around the world and in the US. Continue to PRAY for these institutions – that their focus be on the person of Jesus Christ and that they train?and develop Christian leaders in the Wesleyan tradition and provide Christian-based higher education for people in the Northwest. ?Groups whose values are antagonistic to holiness standards are constantly watching for opportunities to attack institutions who value a holiness lifestyle. The Committee on Education solicits the cooperation, support and prayers of all our pastors and laypersons for these institutions.?Here are some specific ways we can each support these institutions. As you follow God’s leadership, you’ll think of many more creative ways…..1. ?Pray for the leadership at each institution: Joel Pearsall J.D., president of NNU,?Dr. Carla Sunberg, president of NTS, and Dr. Harold Graves, president of NBC.2. Publicize these institutions in the services and by other means, encouraging people in our congregations to attend these institutions. Fred Fullerton to be a guest on campus. Personally recruit students to these institutions as well as providing names of local high school graduates to NNU staff for further recruitment contact.3. Make sure students in your congregation are aware the church will take part in the matching program. 4. Make students aware of district scholarships. There are some scholarships available, as fund earnings permit, to Wyoming and Montana students attending Nazarene institutions of higher education. Take advantage of public venues such as high school graduations, awards assemblies, worship services or other appropriate venues to announce recipients of scholarships to these institutions. 6. Involve alumni and friends of the institutions in promoting?he work of NNU by praying for the university, recruiting students, and giving to University Scholarship Funds. These groups can work through university staff. Since Rocky Mountain no longer has a representative on the alumni board, make sure that our alumni get involved directly on their own.7. Encourage every church to participate in raising funds for endowed scholarships, such as the Ministerial Scholarship Program, to provide greater financial support for our students. (The new minimum for an endowed scholarship if $50,000). Alternatively, scholarships such as the Lowe scholarship on our district can be set up to specifically help students from our district attend any Nazarene institution of higher education. ? Encourage our people to invest in the work of the institutions by means of charitable annuities, trusts, wills, testaments or other legal vehicles.8. Each church participate in the annual offerings for Nazarene Theological Seminary and Nazarene Bible College.9. Provide names of students attending non-Nazarene colleges and universities to local pastors in the college community so that the students may receive support wherever they attend.10. Pat Weyrauch.Special Guest Speakers: Bill and Mill Kwon (and children)Dr. Kwon and his family are on deputation from the Asia Pacific Region, and are working in Myanmar. Their theme is “Go.”Beyond the Walls (Joshua 6:20). He stated that he and his family are able to travel around the world because of the Church of the Nazarene. He thanked all for their prayers (through LINKS) and said these prayers helped them make it through a difficult three years. Dr. Kwon shared some information on the area where he lives and ministers, the South East Asia field, which lies between China and India and comprises of Cambodia, Viet Nam, Laos, Myanmar, and Thailand.His ministry is in and to the people of Myanmar, which has been a closed country for many years, but God has called him to reach out to these people, who are 93% Buddhist, 3% Muslim, and 2% Christian. Every church subscribe to Church Law and Tax Report, a bimonthly newsletter, and purchase the annual edition of the Church and Clergy Tax Guide. In view of the complexity of ministry in our day and desiring to invest in both the clergy and the local church, and in light of the historic wisdom of the general assembly of the Church of the Nazarene, it is heartily recommended that every local church follow the provision of paragraph 129.10 of the Manual:???? “In order to encourage a healthy pastoral ministry and the lifelong learning of the pastor, the church board, in consultation with the district superintendent, should provide a sabbatical leave for the pastor following each seven consecutive years of service in one congregation.? The timing and duration of the sabbatical shall be determined in consultation with the pastor, church board and district superintendent. It is strongly urged that the pastor’s salary continue in full and the church board provide for pulpit supply during the sabbatical period.” (Manual 2013-2017).???? 17. As established by the District Advisory Board, the local church financial year is May 1 through April 30. This percentage is voted on yearly at the District Assembly by delegates from each church. The churches are expected to fund its allocation with a goal of fully funding the mission of the District Church of the Nazarene.This summary of significant accounting policies of The Rocky Mountain District Church of the Nazarene is presented to assist in understanding the District’s financial statements. The financial statements and notes are representations of the District’s management, which is responsible for their integrity and objectivity.Basis of Accounting - The District’s policy is to prepare its financial statements on the modified cash basis of accounting; consequently, revenues are recognized when received rather than when promised or earned, and certain expenses and purchases of assets are recognized when cash is disbursed rather than when the obligation is incurred.Cash and Cash Equivalents – The District considers all highly liquid debt instruments purchased with original maturities of three months or less to be cash equivalents.Property and equipment – The District capitalizes property and equipment with a cost or fair value at date of receipt of $250 or more and an estimated useful life greater than one year. Property and equipment have been capitalized at cost if purchased, or at fair market value if donated.
