A BILL

for

1 AN ACT relating to administration of government; requiring

2 the posting of specified payments on the state auditor's

3 website and the Wyoming public finance and expenditure of

4 funds website; imposing duties on the state auditor and

5 department of administration and information; and providing

6 for effective dates.

8 Be It Enacted by the Legislature of the State of Wyoming:

Section 1. W.S. 9-1-403(a) by creating a new paragraph

11 (ix) and 9-2-1036(c) by creating a new paragraph (iv) are

12 amended to read:

13

9-1-403. State auditor; duties; prohibited acts;

15 powers; investigative subpoenas.

(a) The state auditor shall:

(ix) Subject to state and federal law, make

5 available for public inspection on the state auditor's

6 official website information on all payments within the

7 purview of the state auditor's office made to vendors for

8 items furnished or services rendered for the current fiscal

9 year and for at least the five (5) previous fiscal years.

10 The information shall include at a minimum the date of each

11 payment, the vendor's name, total amount and description of

12 the payment. Payments shall be posted to the state auditor's

13 official website as soon as practical but not later than

14 thirty (30) days after payment. The state auditor shall also

15 provide a copy of the information to the department of

16 administration and information for inclusion on the Wyoming

17 public finance and expenditure of funds website as required

18 by W.S. 9-2-1036(c)(iv).

(c) The department shall:

(iv) Post a copy of the information required by

3 W.S. 9-1-403(a)(ix) on the website.

Section 2.

(a) The state auditor shall post the information

8 required by W.S. 9-1-403(a)(ix), as amended by this act, to

9 the state auditor's official website no later than July 1,

10 2020. The information shall include all payments made to

11 vendors for items furnished or services rendered for the

12 current fiscal year and for at least the five (5) previous

13 fiscal years. No later than July 1, 2020, the state auditor

14 shall also provide a copy of this information to the

15 department of administration and information for inclusion on

16 the Wyoming public finance and expenditure of funds website

17 as required by W.S. 9-2-1036(c)(iv), as amended by this act.

(b) The department of administration and information

20 shall post the information required by W.S. 9-2-1036(c)(iv),

21 as amended by this act, to the Wyoming public finance and

22 expenditure of funds website created by W.S. 9-2-1036(a) no

23 later than July 1, 2020.

Section 3.

(a) Except as provided in subsection (b) of this

5 section, this act is effective immediately upon completion of

6 all acts necessary for a bill to become law as provided by

7 Article 4, Section 8 of the Wyoming Constitution.

(b) Section 1 of this act is effective July 1, 2019.
