Whether you are a new resident just moving in or a long time resident of Century Village East (CVE), the Board is here to help you, as are your neighbors. Check the community bulletin board outside the first floor laundry/storage room for contact and other useful information not necessarily found in our Durham- website.

Moving In

a. Parking: Every unit has 2 assigned parking spots marked with their unit number, as well as loads of guest parking. Currently, residents have the option of using their numbered spots but as we are a small building with many parking spots, residents are free to park wherever they please as long as they respect other residents' rights to their numbered spot if they so choose. If you are using a moving service or friends are helping you move in your possessions, locate the vehicles within the "no parking" areas in front of each walkway for easier drop-off of items but be careful not to block road access, which runs down the middle of each parking lot. The same goes for delivery trucks. CVE buses use the front roadway as they follow their daily routes.

b. Deliveries: Whether you are moving in furniture, receiving a new appliance, renovation supplies etc., as an owner, you must ensure that our common walkways are NOT damaged. Currently, we do not demand a security deposit, but if damages occur, residents are financially liable for the cost to repair any damage to exterior walls and walkways and other common elements. Under no circumstance is a vehicle to be driven onto the grass areas unless permission is given to do so. Ruts in the grass and damage to sprinkler heads can result and are costly to repair. Delivery vehicles must be called in through the security gates (see page 7, Visitors and Others, first paragraph, for further info).

c. Keys: The previous owner should have left you a complete set of keys ? entry key(s), laundry/storage room key (the keys for the first-floor and second-floor laundry room are different), mail key and possibly a key if your storage cubby came with a lock. You can make a duplicate laundry room key at your expense by borrowing one from a member of the Board. A missing mail key is a lot more expensive (approx. $25) as the post office will have to replace the lock if a key is lost. ? If you decide to replace your deadbolt and doorknob, keep in mind that a duplicate key must be provided to the Board for their key box. This spare key will only be used in emergency situations such as accidental lockout by owner, authorized entry for exterminators etc. Your privacy and security are always assured. Tip: Both door locks should be keyed the same to reduce the number of duplicate keys.

? If you do lock yourself out and the president (or designate) is onsite, he has the key box and will open the door for you. If the president is gone for the season, you will have to call East Coast as they will have the keys. Unfortunately, if it happens after hours, response to their emergency number may be very slow or not at all. Tip: When exiting your unit, lock the door using the deadbolt only. The deadbolt requires a key while the handset can be locked from inside. This habit will prevent you from walking out of your unit, pulling the door knob which you locked from behind and then discovering that you left the keys inside.

d. Cleaning Up Where to put the garbage? We have two dumpsters on the west side of our south parking lot. They are currently both designated for garbage, Unfortunately, due to abuse by some owners and contractors in the community, recycling is no longer available. These dumpsters are officially shared with Durham V but often used by owners from other associations in Durham.

BULK PICKUP ? FRIDAYS: items like furniture, chairs, mattresses etc. These items should ONLY be put out behind the dumpsters on Thursday for next day pickup. Doing so earlier in the week is a City of Deerfield Beach (CDB) code violation and will result in our building being fined. A warning sign and surveillance cameras have been installed to dissuade potential abuse.

GLASS or MIRROR should be broken and boxed for everyone's safety before throwing into the dumpster.

HOUSEHOLD HAZARDOUS WASTE like oils, paints, cleaning fluids, cosmetics, medications etc., and ELECTRONICS like old TVs, printers, computers etc. should be brought to the:

Deerfield Beach Drop Off Centre located at 401 SW 4th Street, Deerfield Beach, (954) 480-4391 (Call ahead to find out their hours of operation.)

REUSABLE FURNITURE, CLOTHING, UTENSILS, APPLIANCES ? Call local charities who will often come out to do a free pickup. Another option is Good Will located on US 1 just south of Hillsboro Blvd on the west side has a drop off beside the thrift store.

e. Renovations ? If you're considering more extensive alterations to your unit either before you move in or afterwards, there are a number of important considerations before you commence: ? CDB has stringent regulations for renovations involving electrical, plumbing, structural, air conditioners, storm windows etc. ? There are cost and time factors associated with the above. Licensed and insured contractors are a must as well as CBD permits with associated inspections. ? The use of unlicensed, uninsured contractors or fly-by-night contractors is a danger to both you and your neighbours. There are frequent inspections at our entrance gates and unlicensed contractors are turned away. ? If you are an experienced DIYer you can certainly tackle a lot of the work yourself within the limits mentioned above. ? Construction waste generated by a contractor must be removed by the contractor. CDB forbids the use of the black dumpsters. For DIYers, arrangements can be made with CDB to haul bulk waste out on Fridays for a fee. ? Hours of work are limited to 9 am? 5pm, Monday ? Saturday where activity by a contractor or self may generate noise or other safety hazards for your neighbors. A DIYer may work additional hours provided these respect their neighbor's rights. ? The owner is responsible for any damage to common areas as a result of negligence by the contractor or self.

Tip: Discuss your intentions and plans with the president or another member of the Board prior to commencing work. This may save you a lot of headaches, time and money. In particular, changes to the common elements (anything outside the interior walls of your unit) and including windows and doors that may change the look of the building must be approved before proceeding.

f. Storage: Each unit owner has a designated storage cubby on their floor located beyond the laundry machines. Storage space is minimal and residents are asked not to encroach on other residents' spaces. The space in front of each cubby is to be kept free with the exception of Association items leaning against the back and side walls of each storage area. Keep the door locked. For seasonal owners, bicycles can be left locked under each set of stairs or in your Florida room at the end of the `season'. Please, NO propane tanks or highly flammable materials anywhere!

g. Laundry: Of course, everyone has dirty laundry and there are a set of coin operated washer and dryers on each floor. When using the laundry facility, residents are asked to always lock the door to ensure security. Save your quarters. 50? is needed for the dryer, 75? for the washer. Keep the machines clean and lint free. Don't forget your clothes as others may be waiting to use the machines. Laundry times are limited to 8 am ? 8 pm out of courtesy to neighbors on either side of the laundry room. Laundry Rules are posted for your convenience.

Report problems: Unfortunately, the laundry equipment may fail and require service. If one of the Board members is available during the season, they will make the call for service. In the off season, you will have to reach the president at his summer address (see bulletin board or website for phone numbers). In the event that the president is unreachable, either call another Board member or East Coast and have them arrange for the service call. Let them know if you need to have your money refunded.

Tip: Help avoid unnecessary service calls by checking your quarters carefully before placing them in the coin slide. Damaged quarters (bent, flattened, nicked), foreign coins of similar size (e.g. Canadian quarters) or slugs will cause the coin slide to jam.

h. Comcast/Xfinity: If you happen to find a cable box and remote in your unit, please note that they must be returned to the Xfinity store at 3445 N Federal Hwy "U.S. 1", Pompano Beach and new ones picked up and registered to your account. Each unit is entitled to 2 cable boxes when you identify yourself as being from Century Village East. CVE provides excellent basic cable service through Xfinity as part of their monthly maintenance fee. Internet services, premium services (e.g. movie and sports channels), and a home phone line are extra and can be provided through Xfinity for a monthly fee. NO satellite dishes are allowed with the exception of the grandfathered dish found on the ground floor which only provides a connection to a Canadian TV service used by 1 second floor unit.

Tip: Always check that you are receiving all the channels that you are entitled to. CVE also has channels (98, 99) that dedicated to serving the needs of residents. Check them out.

i. Resident ID: In order to enter and exit the village or clubhouse facilities, each resident must apply for a resident card from the ID Office on the first floor of the Clubhouse.

DURHAM X CONDOMINIUM OWNERS ASSOCIATION CenClub, the association that issues these ID cards, is in the process of revising application procedures for new and current residents. They will be more involved in the application process if you are a new buyer and will inform current owners of any additional requirements when issuing new ID cards. Bring the necessary documents and money to their ID Office during office hours M ? F. A bar code must be obtained for your vehicle(s) to expedite entrance into the village through the main, east and west gate's bar code lanes. Bar codes are installed on your vehicle on scheduled days at their Le Club location close to the west gate. Our entry gates are in the process of being fully renovated (currently, both the East and West gates have been completed) to move cars through faster.

Tip: If you are a new resident, a map of the village has been provided for you in your welcome package. Additional maps can be obtained in the CenClub management offices found on the first floor of the Clubhouse or the monthly newspaper called The CVE Reporter.

j. Utilities: If you haven't already been informed by your realtor, you need to set up an account with Florida Power & Light (FPL) to cover your electrical usage. Water is included in your maintenance fees but even so, wastefulness is discouraged.

k. Contents & Liability Insurance: Each unit should be covered by personal insurance obtained through a reputable broker. See the attached info letter. Plastridge provides our association with coverage from the walls out. Coverage from the "paint in", is your responsibility. Mold coverage may or may not be necessary depending on the location of your unit. Durham X is not in a flood plain so flood insurance is not likely required but it doesn't hurt to ask is you are in a first floor unit. The attached letter does not constitute an endorsement by the Board for your personal needs.

l. Maintenance Fees: Every COA (condo owners association) collects fees (sometimes referred to as the `coupon') to cover expenses for the common (shared) elements of the building. However, in CVE, we have three maintenance fees that need to be paid each month ? one payment to Durham X, another to CenClub (to cover all of the sports and entertainment facilities throughout the village) and the last to Master Management to cover infrastructure such as roads (and adjacent landscaping), cable TV, street lighting, security, bus transportation, etc. If your realtor has not explained all of this, visit the management offices of the respective organizations and set up automatic monthly payments for all three. Bill Pay via your bank checking account is another option but confirm payment dates with each organization first. It will save the hassle and expense of writing out three cheques and mailing them each month. Any current owner who is not on one of these options is encouraged to take one in order to avoid late or missed payments.

m. Broward County Taxes: If you are from out-of-state or from a different county, taxes for the current year are collected starting the month of November. Depending on the closing date of your purchase, you may or may not be informed of what you owe by that date. You can check with the Broward County Tax Collector's office by either calling (954) 765-4697 or visiting their website and entering your address. Failure to pay your property taxes by the end of March of the following year will result in Broward issuing a tax certificate on your property that gives the holder the option of taking steps to foreclose on the property at the end of two years if the account isn't settled.

Living Here

1. Socializing: Say hi to your neighbors. Being friendly will go a long way to a happier time at Durham X. The garden patio and BBQ are for everyone to use for communal get-togethers or for friends and family. Extra chairs and tables can be found in either the first- or second-floor storage areas. A BBQ signup sheet is available on the bulletin board. A metal waste bin is available under the middle stairwell for safely collecting spent charcoal. Excessively loud partying and music is not tolerated.

Music should be turned off and loud conversation hushed by 10 pm and the area cleaned up by 11 pm at the latest.

2. Common Areas: Remember, everything outside the entry door of your unit can be considered common areas that are shared with your neighbors. Items like chairs, tables, flower pots and other decorative items are NOT allowed on the catwalk with the following exceptions: a chair or chairs with small table for enjoying happy hour with a neighbor with the provision that the chairs must be put away immediately when done and not restrict other residents access to their units. Due the closer proximity to your neighbors, you must be even more considerate of your neighbors by avoiding loud conversation and smoking. Activity should cease by 10 pm. Units at the very ends of the upstairs catwalk can leave two chairs and a table out at all times except during hurricane season or any day with high winds.

3. In-Wall AC Units: A number of single bedroom units on each floor have in-wall air conditioning units. In order to prevent slip accidents, all unit owners must keep a weighted plastic basin under each unit to catch the condensate unless the unit is designed to evaporate the condensate. Obviously, don't forget to empty them! Please avoid using these units as serving tables for glasses or bottles that could be accidentally knocked off by passersby or strong winds.

4. In the Know: ? Every month during the peak season a free newspaper known as the CVE Reporter is published and distributed the first week of each month to each building. Pick up the latest issue in the first-floor mail area. It is a wealth of information on activities and shows of all sorts at the Clubhouse, informative news from our two main management services ? Master Management and CenClub, community events, creative writing, bus schedules, helpful tips, local events and, of course, advertising of all types of services available from outside our community. You can also pick up a colorful brochure of Clubhouse shows and events each month at the entrance doors to the Clubhouse, in the CenClub offices on the lower level or by the theatre ticket windows. Don't forget you ID card for access to the Clubhouse. ? The Clubhouse has a well-stocked lending library of books, magazines and videos as well as craft items and overstock books for purchase. Broward County also has public libraries with additional offerings such as computers and enrichment classes for your enjoyment. The nearest branch is just west of the main gate. ? Free internet hotspots are currently provided at local pools as well as throughout the Clubhouse and Le Club. Service quality can be spotty and don't forget, public Wi-Fi is not secure so online payments and online banking can be risky.

DURHAM X CONDOMINIUM OWNERS ASSOCIATION 5. Getting Around: If you don't have a car and/or don't want to drive, your monthly maintenance fees

support a private bus service here in CVE. The pickup location for Durham X by CVE buses 1, 2, and 5 is conveniently located at the west end of our parking lot by the park bench. Internal service to all parts of the Village is provided as are external runs to various malls outside our community. The #48 Broward County bus picks up at the main entrance to the Clubhouse, is inexpensive and will take you east along Hillsboro Blvd as far as the beach and as far west as the Walmart Supercenter at SR 7 (U.S. 441). Updated bus schedules can be picked up at the Clubhouse or found in the CVE Reporter. Of course, all these services are handicap accessible. Additional travel options: A local train station is only 1.4 miles away. Amtrak provides connections to cities in North America. Tri-Rail provides good connections to West Palm Beach in the North and Miami in the South and the cities in between, including direct connections to the Palm Beach, Fort Lauderdale and Miami airports. Many village residents also advertise their cars for hire on our bulletin board. Uber, Lyft and local taxis are also available.

6. Our Beach: Our beautiful beach is there for everyone to enjoy ? eateries, beach volleyball, fishing pier, swimming, boardwalk, tiki huts etc. So much so that it can be very busy at times with traffic going or coming and parking. Hourly parking rates are $2 during weekdays and $3 on weekends (payable by coin or credit card) although these fees can change. Broward bus #48 will also take you to the beach and back on week days at reduced senior rates. CVE buses do multiple runs on Sundays. A beach pass for your car can be purchased for $75 annually (subject to change) from the civic center located at:

7. Security, Safety & You: Our village is a safe and secure community. Your maintenance fees assure you of that. Over the past few years, a considerable sum of money has been spent or will be spent to upgrade our roadways so that Broward County sheriffs can patrol our streets and ticket violators of traffic laws; so that residents can walk safely day or night through brightly lit areas and feel secure from surveillance provided by our security service.

HOWEVER, there is always room for improvement ? our old chain link perimeter fencing will be replaced with 8' high concrete walls, additional enhanced parking lot lighting to be added etc.

HOWEVER, nothing will ever be perfect ? some of our residents still drive too fast and recklessly. Be vigilant when crossing our roads at designated crosswalks ? don't assume anyone will stop, applaud those that do and swear at those that don't. Wear light-colored clothes at night. Intruders with malicious intent will always find a way in and be lurking about our parking lots looking to steal stuff from our cars. Lock your cars, and store stuff in the trunk, never in view in the passenger area.

8. Visitors and Others: ? Friends, tradesmen, delivery vehicles etc. cannot enter our village unless you call them in through either an automated system (954-421-2556) that is accessible only after you provide Security with a landline phone number, or a direct line to the gatehouse guards (954-421-3552) that will accept your visitor info. Visitors must bring photo ID when entering the gate and when touring the Clubhouse with you. You are limited to two guests per owner when entering the Clubhouse. The management office at the Clubhouse can provide a list of important phone numbers, which are also available in the CVE Reporter.
