MacArthur Beach & Racquet Club Purpose/Background

As of September 16,2020

A) Today the MacBeach Board is seeking Resident input on whether the MacBeach Association should continue paying Basic Cable TV fees using the MacBeach dues by signing a five year contract with Xfinity/Comcast.

B) Current Cable provider that is paid by MacBeach dues is Xfinity/Comcast. Comcast and Xfinity are the same Company.

C) MacBeach Association Bylaws require the Association to pay for basic cable by using dues collected from the Residents. This requirement was created in the 1970's when technology was very different than technology today.

D) Current MacBeach Association Contract with Xfinity/Comcast ends December 2021.

E) New MacBeach Association contract with Xfinity/Comcast if renewed would begin January 2022 and end December 2026 (a five year contract). Before the new five year contract with Xfinity/Comcast is signed and a commitment to pay Xfinity/Comcast fees through December 2026; MacBeach Board is seeking Resident input.

F) Today MacBeach Residents receive a bill directly for internet and other selections that are not included in the current Xfinity/Comcast Cable Contract. MacBeach residents pay Comcast/Xfinity for services purchased from the cable provider; e.g. (MacBeach resident may individually purchase the internet, premium channels, extra boxes, events, etc). MacBeach residents also may be using alternative technology; e.g. (streaming, fire stick, apple box, etc.).

G) Money being spent by the MacBeach resident is the monthly bill from Xfinity/Comcast or some other alternative technology company. This bill is direct to the Resident. Plus the Resident is using MacBeach dues in the form of five year contracts to pay Xfinity/Comcast for cable.

H) Resident total cost is different by household as residents use technology differently And lifestyle needs are different for each Resident. Nevertheless each Resident is paying a monthly invoice that is sent directly to them and a current monthly charge being paid by the MacBeach dues of $35.83.

I) So, MacBeach Association pays for basic cable tv at $35.83 per month per resident. Total paid by Association for 2020 is 100 residents at $35.83 per resident per month equalling $42,996.

CC) Estimated Owner Use is as follows: (excludes rentals, friends and family use) 10 Residents full time/12 months use 20 Residents average 2 months use 70 Residents average 6 months use However, MacArthur Beach is obligated to pay for 12 months using MacBeach Dues as per a five year Xfinity/Comcast Contract

DD) Based on above Owner Resident cable use is 48% while paying for 100% through dues. Limited Owner Benefit

FF) Xfinity/Comcaast is the fifth largest expense for MacArthur Beach Budget.

GG) MacArthur Beach Dues History: 2014 $6,444 Annual Dues Per Resident 2015 $7,240 Annual Dues Per Resident or ($1,810 per quarter per Resident)

2016 through 2020 Annual Dues Remained at $7,240 Per Resident 2021 Goal is to try and keep Dues at $7,240.

Comcast New Contract

Current Xfinity/Comcast Cable Package paid by Macarthur Beach Association using Resident Dues per current five year contract.

Per Resident Digital Starter Channels approx. 120 channels 1 Cable Box/2 adapters

MacBeach Association pays for basic cable tv at $35.83 per month per resident. Total paid by Association for 2020 is 100 residents at $35.83 per resident per month equaling $42,996 annually.

Future Xfinity/Comcast New Contract ending December 2026

Future Option 1

Per Resident High Definition Digital Starter channels (Upgrading the package of channels to include the high definition tier)

1 HD Cable Box /2 adapters (Upgrading the equipment to all high definition. A resident can even choose to exchange their HD cable box for an X1 cable box which comes with a voice remote, an advanced interactive program guide and one stop access to all of their favorite apps like Netflix, You Tube, Hulu, Prime, Peacock, weather, sports and more.

The proposed rate is $36.00 plus 13% Tax equal to $40.68 to start in 2021 Annual 4% Increase The term of the new agreement would be for 5 years. This rate includes the HD Tech Fee that Residents have on their individual

bills for $9.95. The $9.95 fee would be removed from individual bills that have on their indiividual bills for $9.95. The $9.95 fee would be removed from individual bills that have the HD Tech Fee and the MacBeach dues used to pay cable would increase $3.44. The new rate would be put into place within 90 days of signing a new agreement.

High Definition Digital Starter Channels Blast High Speed Internet (Currently at 200 Mbps download speeds) 1 cable box and voice remote which provides access to an advanced interactive program guide and one stop access to all of their favorite apps like Netflix, YouTube, Hulu, Prime, Peacock, weather, sports, and more. 2 HD adapters Gateway modem with free in-home WIFI

The proposed rate is $80 per month per Resident. Residents would see the internet charges, modem rental charges and HD Tech Fee charges removed from their indiviual bills.

Term is five years plus any remaining months from the current agreement term.

A 4% annual increase over the course of the Contract.

Pros and Cons

As of September 16,2020

The Dues used to pay for Cable could be used for other Operating and Reserve Projects. The average length of time spent by a majority of MacArthur Beach Residents is 50%. Yet we are paying for 100% of of Cable Use.

Residents can setup their own Cable/Internet according to their Lifestyle. One Size Does not Fit All. Bundling of Services will help control cost. Also the Seasonal Rate of $8.

Residents are locked in to old technology until 2026. Technology is changing fast with streaming and Smart TV recently coming available.

The five year cumulative cable cost would approach $280,000. The funds could be used for some very important projects.

Residents could use other technology sources that do not involve Xfinity/Comcast.

Residents could better control their own household total cost of internet, cable and entertainment. One bill.

Some Residents are comfortable with the way cable is handled and are not interested in change.

Some Residents view it as a convenience to have cable paid for even though they manage the Xfinity/Comcast internet bill.
