Update: Worst Storm in a Decade Knocks Out Power to Thousands
Thousands remained without electricity following the worst storm in a decade that hit the Plains states. Especially hard hit were the Dakotas, Nebraska, and Minnesota. More than 50,000 were without power on November 29 in South Dakota and there were reports of more outages in North Dakota and Nebraska as well. Although major highways have largely been cleared, with drifts up to 8 feet, blocked roads in the Dakotas could delay restoration to some locations by several days.

20,000 DTE Customers in Detroit Lose Power Today
The power outage was caused by a malfunction at an electrical station that feeds several substations. Power went out just before noon and was fully restored shortly after 1:30 p.m., the utility said.
About 17,000 Customers Lose Power in Oregon
The attempted theft of copper wire from a power line knocked out power for a few minutes to 16,568 Pacific Power customers in eastern Linn County Monday night, a company spokeswoman reported today.
Energy Northwest Won’t Have to Cut Power at Columbia While Water Pump is Replaced
In an interview, a spokesman for Energy Northwest, the operator of the 1,157 MW Columbia nuclear generating station in Washington indicated that the company will not have to reduce the output of the plant while a service water pump is replaced. The pump is to be replaced in December.
Water Pump Glitch Shuts Dominion’s Kewaunee Nuclear Generating Station
The 591 MW Kewaunee nuclear generating station of Dominion Resources located in Wisconsin automatically shut down when a water pump failed. Dominion indicated that the facility would be back on line soon.

All Units Available at Sabine
On November 29, Entergy reported that all units at its 1,890 MW Sabine generating facility in Texas were available by the middle of November. The plant suffered damage from Hurricane Rita and units 1 and 2 remained offline for more than a month after the storm. (The company had not issued reports on the progress of repairs since the end of October.)

OPG’s Nanticoke Unit 6 in Ontario Returns to Service November 29
The unit was shut on November 21 for unplanned maintenance.

SCE’s Mohave Unit 2 Returns to Service
Southern California Edison’s 790 MW unit 2 at its coal-fired Mohave generating facility returned to service on November 28, following unplanned maintenance work that began on November 24.

Petroleum
BP Says Thunderhourse Will Start Up Next Summer
According to BP’s CEO, production from the Thunderhourse oil platform will commence early in the second half the summer of 2006. Weather has prevented connecting the platform to wells on the floor of the Gulf of Mexico. The platform had been scheduled to go into production late this year but damage from hurricanes Katrina and Rita caused delays. The platform is expected to produce some 250,000 b/d at its peak.

Boiler Glitch Shuts Unit at Valero Texas City refinery
A malfunction occurred at the 210,000 b/d Texas City refinery of Valero Energy on the morning of November 28 according to a report filed with the Texas Commission on environmental Quality. Flaring from the unspecified problem was expected to continue through the morning of November 29.

Sulfur recovery Unit Shut at Shell’s Deer park Refinery
According to a report filed with the Texas Commission on environmental Quality, a sulfur recovery unit at the 340,000 b/d Deer Park refinery in Texas was shut as process adjustments were being made on the sulfur recovery units were being made.

Texas Gas Transmission Announces Open Season for Gas Storage Expansion Project
Texas Gas Transmission announced a non-binding open season to test the market for an expansion of up to 6.75 Tbtu at its Midland Kentucky gas storage facility.

TODCO Jackup Rig Damaged in Gulf of Mexico
TODCO announced on November 29, that it’s THE 202 jackup rig was damaged on location about 16 miles east of Galveston, Texas. The rig has been evacuated and is listing approximately 4 degrees with the bow under the water line. The company is assessing the extent of the damage and its options concerning the rig.
Enterprise Products Partners to Expand its Mont Belvieu Storage Facility
On November 29, Enterprise Products Partners LP announced that it will expand its natural gas liquids and petrochemical storage facility in Mont Belvieu, Texas. The company plans to more than double the capacity of its brine storage facility to 19 million barrels. The expansion is expected to be in service by the second half of 2006.
