1. INTRODUCTION

1.1. Purpose On behalf of the Town of Yarmouth, the Chief Procurement Officer (CPO) is soliciting responses from a qualified consulting engineering and design firm to perform analyses of the Cape Cod Gateway Airport (formerly Barnstable Municipal Airport) Master Plan and related materials to assess neighborhood concerns of potential impacts for the Town of Yarmouth and to provide recommendations to the Town regarding potential impacts and ways that the plan may be improved to mitigate or limit any potential negative impacts to the general community as a result of proposed airport activity. Neighborhood concerns may include, but not be limited to, safety, noise, economics of the airport and the need for expansion, environmental pollution and inconvenience of area residents. This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws Chapter 30B. 1.2. Decision to Use RFP Process Since the Town's primary goal is to obtain Airport Master Plan Review from an experienced firm committed to reliable, accurate and easy-to-use services, the Town has elected to use a Request for Proposal (RFP) process. Under the RFP process, a proposer's response to the RFP consists of two parts: everything responsive to the RFP other than price, called the Technical Proposal, and a separate Price Proposal. In this process, under the direction of the CPO, Technical Proposals are opened, evaluated, and ranked prior to opening Price Proposals. Price Proposals are then subsequently opened and considered prior to the CPO, making a recommendation as to the most advantageous proposal, taking into consideration both the Technical and Price Proposals. The Town will not be bound by the CPO's recommendation. The Town Administrator reserves the right to award a contract, if at all, to the proposer determined to best fulfill the goals and objectives of the Town. 1.3. Background Information

a) The Cape Cod Gateway Airport, formerly known as the Barnstable Municipal Airport (HYA), located in Hyannis Massachusetts is preparing a Master Plan Update with a current schedule of a Final Airport Master Plan and Drawing Set to be completed in the summer of 2021. The Airport Master Plan will serve as the guide for future airport operations and potential expansion.

b) The Town of Yarmouth border is very close to the airport and members of the community have expressed concerns regarding the impact on the community and neighborhoods near the airport as a result of expanded operations. Neighborhood concerns may include, but not be limited to, safety, noise, economics of the airport and the need for expansion, environmental pollution and inconvenience of area residents

Proposals must be received by the due date and time at: Office of the Town Administrator at Yarmouth Town Hall, 1146 Route 28, South Yarmouth, MA. Late submissions will not be considered. No faxed or emailed submissions will be accepted. Technical proposals will not be opened publicly; a list of respondents will be made available after the submission deadline. The CPO or designee(s) will review, evaluate and rank Technical Proposals. After completing the Technical Proposal review, Price Proposals will be opened and considered. The Town reserves the right to extend this period as needed. Proposals are required to be valid for at least 90 days from the due date.

advantageous Respondent considering both the technical

and price proposals. Work is not authorized to begin

until a final contract is negotiated and executed between

the Respondent and the Town.

Within 90 days of The Town will negotiate a contract with the Respondent

are not successful, the Town may move to the next

highest ranked Respondent.

3. SCOPE OF SERVICES AND SPECIFICATIONS

3.1. Purchase Description/Scope of Services

The Town is seeking proposals from highly qualified firms with previous experience in providing analysis of the Airport Master Plan. This includes but is not limited to:

3.1.1. The Consultant will review the proposed Draft Airport Master Plan and supporting materials and prepare and present written analysis and recommendations to the Board of Selectmen assessing the potential impact of the master plan proposals on the Town of Yarmouth and will recommend ways that the plan may be improved to mitigate or limit any potential negative impacts to the general community as a result of proposed airport activity. The technical portions of the analysis will be written in terms that are easily understandable to a layperson. The Consultant should attend at least three public meetings.

Tasks associated with item 3.1.1 shall be included in the Lump Sum total cost for this project (See Attachment A).

3.1.2. Beyond the initial review, recommendations presentation of findings based on the Master Plan documents, the Consultant will be available to represent the Town in meetings, including the Board of Selectmen's Meetings, Airport Master Plan Committee, Airport Commission, Cape Cod Commission meetings with State and federal agencies and other meetings as may be deemed advisable by the Town to represent the interests of the Town relative to the airport in these proceedings.

Tasks associated with item 3.1.2 shall be billed at the Consultant's Hourly Rate specified in the price proposal (See Attachment A).

3.2. Contract Term Length and Renewal Options

After selection of the most advantageous proposal, a written contract containing the terms of this RFP, the proposer's response, together with any changes to the service plan negotiated by the parties, shall be executed by the successful proposer and the Town.

A three (3) year contract shall be awarded, pursuant to M.G.L. c.30B, to the responsible and responsive proposer offering the most advantageous proposal. The Town anticipates a September 1, 2021 start date; however, the actual period will be determined as mutually agreed upon between the Town and successful Respondent.

In no event will the term of the Contract exceed three (3) years.

The form of Contract and minimum terms and conditions are included in Exhibit 2. Any terms or conditions imposed by a respondent must be contained within their response and must not conflict with the requirements and/or specifications contained within this RFP.

The representative of the firm given the Contract may be required to meet privately or publicly with various representatives, committees, boards, or commissions of the Town of Yarmouth, or other public forums, to discuss this project, gather information, and address any concerns or to provide timely updates.
