REGULAR SESSION

November 6, 2014

The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, November 6, 2014, at 8:30 a.m. with the following members present: Chairman Kim Halverson, Ryan Huffman, Steve Perry, Adam Ehlers and Auditor Pam Michalek. Absent: Leroy Choal.

CALL TO ORDER:

Chairman Halverson called the meeting to order with the pledge to the flag.

APPROVE MINUTES:

Motion by Perry, seconded by Ehlers to approve the minutes of October 21, 2014. All voting aye.

SHERIFF MANGER:

Sheriff Manger recommended relocating the 35 MPH speed limit sign on CO RD 2 three quarters of a mile south of the present location. The Commission will discuss this with Hwy. Supt. Long. Motion by Huffman, seconded by Perry to approve hiring Dustin Drew as Deputy Sheriff, beginning October 27, 2014 with a monthly salary of $2,622.82. All voting aye. Motion by Perry, seconded by Ehlers to authorize Chairman Halverson to sign a letter of application to Law Enforcement Officers Training for Deputy Sheriff Dustin Drew. All voting aye.

DAVE COLE:

Dakota Mill & Grain Manager Dave Cole met with the Commission to discuss the possibility of purchasing the Highway Shop property in Presho. The County would need to surplus the property and offer it at a public auction.

APPROVE BUILDING PERMITS:

Motion by Huffman, seconded by Perry to approve the following building permits. All voting aye. 1) Millard Bros., 30219 252nd St. Presho - grain & equipment storage building. 2) Bower Ranch, 23180 294th Ave, Vivian - grain bin. 3) Dennis & Joan Kenzy, 33423 267th St, Iona - kitchen addition. 4) Kent Juhnke, 24810 SD Hwy 53, Vivian - pole barn.

ADMINISTRATIVE LEAVE:

Motion by Ehlers, seconded by Huffman to grant administrative leave for county employees Friday, November 28 (the day after Thanksgiving), and Friday, December 26 (the day after Christmas). All voting aye.

NO TEXTING POLICY:

Motion by Ehlers, seconded by Perry to add “NO TEXTING” to the current cell phone use policy in the Employee Handbook. All voting aye.

BURN BAN:

The Commission received an inquiry about implementing a burn ban. After discussion, a burn ban will not be implemented, but the Commission would like to remind everyone to be responsible and use common sense with open fires.

SURPLUS PROPERTY:

Motion by Ehlers, seconded by Perry to surplus and destroy a view sonic monitor in the Sheriff’s office. All voting aye.

DEPUTY REGISTER OF DEEDS:

Motion by Ehlers, seconded by Perry to approve hiring Misti Ramser as part time Deputy Register of Deeds at $12.00 per hour with no benefits. All voting aye.

COURTHOUSE SEASONAL HELP SALARY:

Motion by Ehlers, seconded by Perry to approve paying $12.00 an hour for courthouse seasonal help. All voting aye.

DEPT. OF LEGISLATIVE AUDIT:

State Auditor Toby Qualm met with the Commission to review the 2012-2013 audit report. The audit comments will be published, and if the Commission chooses to respond we will need to notify Toby before publication.

2015 SALARIES & LONGEVITY:

Motion by Perry, seconded by Huffman to approve 2015 wage increases to adjust for years of service and the following longevity policy. Effective January 1, 2016 employees will receive longevity pay at the rate of $100.00 per year ($500.00) in a lump sum every 5 years on the employees anniversary (month of hire). All voting aye. No employee will receive a longevity payment in 2015. The 2015 salaries will be published in January 2015, as required by SD law.

At 10:30 a.m. the Commission canvassed the votes of the November 4, 2014 General Election. Motion by Ehlers, seconded by Perry to approve the following results. All voting aye.

AMERICAN CREEK CONSERVATION DISTRICT:

Steve Kubik and Cliff Halverson, members of the American Creek Conservation District Board, met with the Commission to discuss funding of the Conservation District. After discussion, motion by Ehlers, seconded by Perry to give the District $15,000.00 for 2014. All voting aye. Kubik and Halverson thanked the Commission.

HIGHWAY/WEED DEPT:

Supt. Long provided the Commission with information about graveling, equipment repairs and mowing. Motion by Perry, seconded by Ehlers to surplus a 9’ culvert taken out of Morningside Twp. (Unorg). All voting aye. Discussion was held about moving the speed limit sign on CO RD 2. The highway department will move the sign ¾ of a mile south and install a caution sign. Supt. Long discussed the need to replace two motor graders before they require major repairs and the small loader may have transmission problems. Discussion was held about renting a loader for five months with no decision made.
