The Board of County Commissioners met in regular session at 9:00 a.m. on May 23, 2017 at the Marshall County Courthouse. Members present were Knebel, Medhaug, Symens, Schuller and Luttrell. Commissioner Medhaug presided.

AGENDA:

Symens moved, Luttrell seconded to approve the agenda for May 23, 2017. All members voted aye.

MINUTES:

Knebel moved, Symens seconded to approve the minutes for May 9, 2017. All members voted aye.

ZONING:

Shannon Lee, Zoning Director met with the board to discuss Zoning department business. Clarence Roehrich requested a 20 foot variance from the 50 foot high water mark setback and a 28 foot variance from the 30 foot private road right of way setback to build/replace a garage on his property described as Gov. Lot 1, Section 24, T126N, R54W, EXCEPT the West 1000’ and platted portion of Tower Acres Addn in Gov. Lots 1 & 2. No objections were received. Knebel moved, Schuller seconded to approve the variances as requested. All members voted aye.

Helen Mairs met with the board to discuss her lot on Four Mile Lake. In 2004, the owners divided a 100 foot lot into 3 sections which do not conform to Marshall County zoning ordinances. Mairs would like to sell her portion but the buyer’s mortgage company would not approve the sale without the property being platted. The plat would need a variance for non-conformance. The board recommended that Mairs plat the property and present the plat and the variance for approval.

Knebel moved, Luttrell seconded to approve building permits for the following applicants: Clarence Roehrich, Riverview Dairy, Rhoda Hinman, Jean Nigg, Terry Dusek, Viola Hull and Charles Hanson. All members voted aye.

HIGHWAY:

Dustin Hofland, Highway Superintendent met with the board to discuss highway department business. Fred Hart and Arlie Bender, concerned citizens met with the board to discuss the bridge 2 miles east and 0.9 miles south of Britton. The engineering estimate to replace this bridge was over $600,000. Hofland informed them that the engineer’s estimate is usually high and the Preliminary Engineering Grant that was recently granted for this bridge will tell us what is allowed to repair or replace this bridge. Hofland also informed the board that the preliminary engineering will not be completed for approximately 2 years.

The highway department has been working on blading and gravelling and is hoping to start the large gravelling projects once planting is completed. The roads are not as broken up this year as they have been in the past.

Hofland will be demoing a John Deere blade next month. He is looking in to purchasing a blade this year.

FUEL QUOTES:

Sandy Dinger received the following quotes for a split load of unleaded gasoline and #2 dyed diesel for the Britton shop on May 16, 2017: Eden Oil-diesel $1.70, gasoline 1.71; DaMar Elevator-diesel 1.84, gasoline 2.20; Full Circle Ag-diesel 1.67, gasoline 1.614. Diesel and gasoline were delivered to the Britton shop by Full Circle Ag.

GLAD:

Lindsey Kimber, GLAD representative met with the board to introduce herself and to discuss with the board any questions or concerns they may have. Kimber stated that she will take Scott Amundson’s place as the County point of Contact for the County Site Analysis.

BUDGET SUPPLEMENT:

Symens moved, Knebel seconded to supplement $2,416.00 received from the City of Britton for the purchase of body cameras to the Sheriff’s budget. All members voted aye.

WIC CONTRACT:

Symens moved, Schuller seconded to authorize the chair to sign the annual contract with the Department of Health for WIC services. All members voted aye. The State will pay $4,382.00 to the County for providing WIC services.

ALCOHOLIC BEVERAGE LICENSES:

Symens moved, Knebel seconded to approve the following Alcoholic beverage license renewals: China Town-Retail (on-off sale) Malt Beverage; Prairie Sky Game Ranch and Guest Lodge, LLC-Retail (on-off sale) Malt Beverage and SD Farm Wine. All members voted aye.

ADDED TAX:

Schuller moved, Symens seconded to approve the following added taxes: parcel 01.02.17.0001-$2,468.96; parcel 01.02.44.0001-$1,933.48. Reason: property was sold and lost tax-exempt status for 4 months of 2016. All members voted aye.

NEW HIRE:

Auditor Biel informed the board that Tara Greseth has been hired as a full-time dispatcher at a rate of $15.00/hour effective May 9.

ADJOURN:

Knebel moved, Schuller seconded to adjourn. All members voted aye.
