REGULAR SESSION

March 7, 2017

The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, March 7, 2017, at 9:00 a.m. with the following members present: Chairman Steve Perry, Kim Halverson, Ryan Huffman, Gary Diehm, Bill Lengkeek and Auditor Pam Michalek.

CALL TO ORDER:

Chairman Perry called the meeting to order with the pledge to the flag.

The agenda was amended to delete surplus equipment; add Brule County Jail Contract and Commissioner’s health insurance.

APPROVE MINUTES:

Motion by Halverson, seconded by Diehm to approve the minutes of February 21, 2017. All voting aye.

Motion by Lengkeek, seconded by Diehm to approve the following February 2017 reports. All voting aye.

AUDITOR’S ACCOUNT: Cash on hand: $1,243.30; Checks in Treasurer’s possession less than 3 days old: $12,850.56; BankWest Checking: $25,920.95; BankWest Savings: $2,553,594.92; 1st Dakota Bank CD’s: $108,275.82; Dakota Prairie CD’s: $656,058.37 for a total of $3,357,943.92. BUILDING PERMITS:

Motion by Halverson, seconded by Lengkeek to approve the following building permits. All voting aye. Mike Rounds, a 46’X90’ metal building with living quarters in the NE¼ of 35-104-77 and Albert Steven Fox for a grain bin in the NE¼ of 6-104-76.

BRULE COUNTY JAIL CONTRACT:

Motion by Huffman, seconded by Halverson to approve a jail contract with Brule County for housing prisoners at $55.00 per day. All voting aye.

CHANGE OF MEETING DATES:

Since Equalization begins April 11th, motion by Halverson, seconded by Diehm to meet April 11th & 25th and May 9th & 23rd. All voting aye.

PLEASANT TOWNSHIP DISSOLUTION:

Motion by Huffman, seconded by Halverson to accept the dissolution of Pleasant Township effective February 17, 2017. All voting aye.

HWY/WEED DEPT:

Supt. Walt Nagel presented the following weed spraying quotes. 1) Ground Effects - $28.80 per mile; 2) C&S Spraying Service - $42.00 per mile; 3) Mid Dakota Vegetation Management - $31.00 per mile. Motion by Lengkeek, seconded by Halverson to accept the low quote of Ground Effects. All voting aye. Motion by Lengkeek, seconded by Halverson to surplus the box off of the 2009 Chevy Silverado (converted for a spray pickup) and place on the Peterson Auction site. All voting aye. Discussion was held about graveling, blading, private drives and daylight savings time. Commission consensus is to allow Highway Dept. employees to start the four ten hour work days per week April 1 and continue through September.

EXECUTIVE SESSION:

10:15 a.m. DOE Joya Jelinek was present. Motion by Halverson, seconded by Diehm to enter into executive session per SDCL 1-25-2. (1). 10:30 a.m. Chairman Perry declared the board out of executive session.

Motion by Diehm, seconded by Halverson to authorize DOE Jelinek to advertise for a fulltime employee. Discussion was held about the possibility of hiring an outside appraisal firm, assessed valuations within the towns and reappraisals.

COMMISSION HEALTH INSURANCE:

Motion by Diehm, seconded by Lengkeek that Commissioner’s receive either health insurance or salary. Roll call vote was taken. Halverson no, Huffman no, Diehm yes, Lengkeek yes, Perry no. Motion failed.

ADJOURNMENT:

Motion by Halverson, seconded by Diehm to adjourn until March 21, 2017 at 9:00 a.m. All voting aye.
