Letter from the HOA PresidentAugust 6, 2019Hi Everyone!Please review all information enclosed in this mailing. The HOA Board of Directors has met 3 times since our annual June meeting. We have a lot of HOA issues to resolve, but the most imperative is collection of unpaid assessments. Please review the enclosed policies we will follow to be fair, equal and consistent.NEWLY ELECTED OFFICERS—At the organizational meeting of the 2019-2020 Board of Director’s, the following officers were elected: Sandy Martin, President; Arnold Carter, Vice-President; Shannon Goforth, Secretary; Lee Clarke, Treasurer ; Sally Morgan, Director. Regina Pratt resigned.PAST DUE ASSESSMENTS--If you have a past due monthly assessment or annual insurance assessment balance, please clear up your account as soon as possible. Consistent late payments will result in a lien and possible foreclosure to collect the past due assessments, fines, attorney fees, legal fees and late fees. Attorney fees will be added to the account prior to filing of a lien. Please see more details enclosed.REPLACEMENTS & IMPROVEMENTS—We are working on a list of colors and products homeowners should use when making decisions to replace items that affect the consistent exterior look of townhouses. We have several homes with different storm doors, different exterior light fixtures, etc. All exterior modifications from the original version or new improvements must have a written request made to the Architectural Review Committee (ARC) before installation. This includes storm doors, porch posts, fencing, etc. The form will be available to download from our new website. REPAIRS—Please contact us through email or voice mail if you need repairs. Requests must be in writing, either by text, email or a voice message. Repairs should be reported immediately.NOTICE OF CAMERA INSTALLATION—We have purchased several trail cameras to aid us with identifying persons violating trash disposal policies. Fines start at $25 plus the cost to remove it. All trash must be bagged and tied and placed inside the dumpster. No mattresses, furniture, appliances, TVs, monitors, computers, large boxes, etc., may be placed anywhere on site or at the front of the community on Glenwoood Drive. When violations occur, the HOA must pay to have trash removed. Please take unapproved items to the Convenience Center located on Hwy 5 at Adnah Church Road.CABLE TV AND SATELLITE DISHES—Basic cable TV is paid through your HOA assessment and is available in all units. Satellite Dishes have several restrictions on placement. Notices will be sent to both owners and tenants if there is a violation. INTERIOR FENCES---Fences in between units were not installed by the HOA and are the responsibility of the owners. They do not have to be replaced when deteriorated. If they are replaced, the same materials used for the HOA fences must be used to continue consistency.OWNER TREES, SHRUBS, LANDSCAPING—York County now has most plats of our townhomes available for download from their Online GIS website. A copy of our master plat will be available on our new website for residents to download. Trees or other landscaping may not encroach the HOA common area, buildings, fences, etc. Owners will be notified when they need to act.PLATS, BY-LAWS & COVENANTS—All legal documents and forms will be available on our new website as soon as it is up and running. The address is: parkwoodvillashoa.INTERNET, E-MAIL AND FACEBOOK—To improve communication between the HOA Board of Directors and HOA Members, we purchased a phone number with voice mail, added an email address, created a Facebook community page and we are working on a website. The website address is: parkwoodvillashoa.. It should be up and running in a week. We will offer downloads of By-Laws, Covenants, Amendments, plats, insurance policies, other forms and a calendar of events. EXTERIOR DECORATIONS—Article III, Section 5 of our Covenants states that all lots and the exterior “…shall be maintained in a neat and attractive condition.” We researched policies of other communities and approved a Rules and Regulations guide to further explain the HOAs expectations of “neat and attractive.” You can download a copy from our new website. Owners and tenants will be sent notices to remove items, such as bird feeders, wind chimes or plant hangers, attached to the brick, wood, fence or roof that the HOA is responsible for maintaining. After 30 days’ notice, the HOA will remove items and invoice the owner for the cost of removal. The best rule of thumb is: Keep it simple and low key. Holiday décor should be removed within two weeks. All porch furniture must be patio or outdoor type furniture, not household furniture. No clothing, bikes, toys, etc., should be stored on porches.WINDOWS & DOORS—All windows should show 1” mini blinds on the front in alabaster or white. Broken blinds must be replaced. Screens must be replaced when broken. Window film is not permitted. Storm doors added or replaced must be in bronze with full-view glass. Storm windows are not permitted over the insulated windows. Other modifications from the original product must be approved by ARC. PETS AND STRAY ANIMALS—Tenants must follow the owner’s pet policy. Dogs, cats and other household pets are permitted, provided the pet owner cleans up after the pet in all areas maintained by the HOA (including backyards) and the pet does not disturb neighbors or cause a health or safety issue. There is no weight limit, no breed restriction or limit to the number of pets kept. Strays must be taken in and may not be fed outside on a regular basis.FINANCES—The top priority of the Board of Directors this year is to collect all past due assessments and recover legal fees spent to collect it. Liens cost approximately $400 just to file. Foreclosure to collect the amount owed is several thousand dollars. We currently have funds to place a lien on all units owing more than $500 in past due assessments. Please be aware that Henderson Properties must follow strict collection guidelines. So, if you receive a notice, read it entirely and promptly follow instructions to avoid legal action. FENCE REPAIRS & REPLACEMENTS—Due to our large delinquency, we do not have the funds to continue with HOA fence replacements currently. The next phase will be the fence along the RR tracks, then fences on the vacant lot side. You will receive a notice when work will begin. We expect to start in April of 2020. If you have any questions about fence lines between units, please refer to your property plat. Most are available now on the York County GIS website to download. A copy of the master plat will be available on our new website.NEXT DOOR PHONE APP FOR RESIDENTS—We are looking into joining “Next Door.” It is a website for neighbors in specific “neighborhoods” to communicate.
