2019-2020 Advocacy PlanContinue to make Advocacy an Organizational Priority – Overarching goal: to make advocacy a known organizational priority, creating a culture of advocacy across the board and staff, and institutionalizing advocacy as a part of all elements of primary care association work and operations.Board Strategic Plan: Each year, the NCCHCA Government Affairs Committee will approve a strategic plan around priority state-level policies that will benefit NC Community Health Centers and their patients. This will be complete by January 1, 2020. For this year, they include:Protecting and Expanding Access to Insurance Coverage for North CaroliniansMedicaid ExpansionSupporting federal efforts that improve access to care and insurance coverage.Additional State Funding for Loan Repayment for Primary Care Safety Net ProvidersGraduate Medical EducationStabilizing 330 Grant Funding Beyond 2019PCA Strategic Advocacy Plan: Each year, NCCHCA advocacy staff will complete a long-range advocacy strategy plan to support the state- and federal-level policy interests. This will be complete by May 30th. Incorporate Advocacy into Member and Staff Meetings: NCCHCA will include discussion of current advocacy efforts into each of the following:NCCHCA Staff Meetings – Included in bimonthly staff meetings at the primary care association. Government Affairs Committee – Included in monthly Government Affairs Committee calls with members.All Member Policy & Advocacy calls – Included in weekly (during legislative session) conference calls open to all Community Health Center staff. Incorporate Advocacy into Communications: NCCHCA will include advocacy action opportunities in the following communications:Focal Point – Weekly email to broad listserv of Community Health Center advocates.Weekly Policy Update – Weekly email sent to NCCHCA Board members, Community Health Center advocacy representatives, and NCCHCA staff.Data Analysis: NCCHCA will evaluate date received by NACHC at P&I and via Phone2Action and other social media to determine reach of action alerts and social media messaging. This will be conducted monthly before Advocacy Coordinators’ Workgroup calls/meetings.Staff Responsibilities (CEO & Others): The NCCHCA will lead the primary care organization by overseeing the work of the staff designated to work on advocacy, participating in the Governmental Affairs Committee calls, and providing feedback on advocacy priorities as needed.NCCHCA has designated its Communications Coordinator and Senior Policy Advisor to work collaboratively on advocacy steps and guide health center direction in terms of advocacy action steps. The Communications Coordinator will be responsible for organizing National Health Center Week, send out action alerts, developing press releases and assisting health centers in developing educational materials about their services and the populations they serve. Operationalizing Advocacy – Overarching Goal: to establish clear advocacy procedures, protocols and expectations as a part of all health center operations so that all staff are not only aware of advocacy as an ongoing priority, but how advocacy fits into and bellows with all elements of health center scope, operations and core culture.Leadership Models the Way: Leadership will serve as a key model and provide endorsement of advocacy as an organizational priority in the following ways: Enforcing advocacy as a standing agenda item for all staff meetings Allowing time and encouraging staff to act when asked to do so by NACHC or by internal staff Recognizing staff (and others) that make significant contributions to advocacy programming and successPublicly and repetitively speak to their commitment to and own action on advocacy and the role other board members and their staff can and should play in advocacy Conduct Advocacy Coordinators’ WorkgroupEngage Community Health Center staff in training and technical assistance around advocacy through monthly calls and three annual in-person meetings. Guiding CHC member-specific advocacy actions by sending out action alerts and requesting participation in various NACHC and NCCHCA-led advocacy activities.Ensuring all health centers have been informed about the NACHC Advocacy Centers of Excellence (ACE) programStaff Engagement: The Communications Coordinator has the following rolls to engage board members and their staff: Providing CHC staff with guidance on appropriate, nonpartisan advocacyRaise awareness about advocacy tools and platforms to advocate (advocacy platform, social media etc). Require all NCCHCA staff to attend at least one National Health Center Week event at a NC Community Health Center. Leading Calls to Action: NCCHCA will establish a clear plan for activating CHC staff on calls to action relating to the following topics in 2017, as well as sending action alerts on an as needed basis (for a total of 1-2 action alerts per month): Closing the coverage gap/ Medicaid Expansion opportunities in North Carolina2019 Funding Cliff risks. Utilize Social Media for Advocacy and Education: NCCHCA Communications Coordinator will take the following actions to provide an educational presence via social media:Continuous posting on Facebook and Twitter about current advocacy goalsTag and share information about member health centers in social media posts when they appear in the newsContinue to use #ValueCHCs and use #NHCW19 as we move into promoting health center week activitiesTag and engage with local and national elected officials on social media sites Continue sharing and using video interviews and stories from health center staff and patients.In partnership with other statewide orgs, participate in story collection project to share stories of those in the coverage gap. Engaging with State-Level Organizations on Common Advocacy Efforts – Overarching Goal: to educate and engage the state-level organizations in how their priority policies also impact community health center patients and to coordinate effort to have a greater impact on educating policymakers and elected officials regarding impacts on our collective members. State-level advocacy coalitions with which NCCHCA will have a presence in 2017 include:Safety Net Network: NCCHCA CEO will attend monthly meetings with leadership of all primary care safety net organizations in NC to work collaboratively on furthering the success of primary care safety net providers in meeting the needs of their patients and the communities in which they serve. Department of Insurance Consumer Advisory Group: NCCHCA representative from the Outreach and Enrollment team or Carolina Medical Home Network will attend quarterly meetings of this state-led group focused on addressing insurance-related challenges for consumers. FQHC/Division of Medical Assistance Meetings: NCCHCA staff will continue to meet with members of the state Medicaid office to try and resolve challenges faced by CHCs as Medicaid providers. These include billing, credentialing, enrollment, and payment challenges. NCCHCA will attend quarterly meetings between DMA staff and CHC staff to address these problems in person as well as continuing smaller meetings held periodically to make corrections to FQHC Medicaid PPS rates.Care4Carolina: NCCHCA CEO or Communications Coordinator will sit on the steering committee for this organization, as well as attend monthly meetings, focused on supporting state-level policies that could increase access to insurance coverage for underserved North Carolinians. Health Access for North Carolina (HANC): NCCHCA Communications Coordinator will attend meetings with HANC and coordinate efforts to encourage greater access to healthcare services and insurance coverage for CHC patients and other North Carolinians.Big Tent Coalition: NCCHCA staff will participate in the Big Tent coalition that is focused on increasing enrollment in insurance coverage for North Carolinians statewide. Engaging the Media: Establish the following items to support engagement with the media in health center advocacy efforts; Identify key journalists and media outlets to engage in stories about community health centers. Write press releases for timely events/announcements regarding health centers or policies that impact them and their patients. Work with health center members to assist with developing stories about the services they provide and patients they serve to pitch to local media. Elected Officials: Maintain the following items to support Community Health Center and PCA relationship building/maintenance with elected officials:Maintain “hot sheet” of elected officials based on CHC siteEncourage health centers to developing relationships with elected officials to ensure foundational understanding of the services and mission of CHCs and to cultivate a supportive relationshipNCCHCA staff will provide information to elected officials during the legislative session as background for how legislation would impact CHCs and their patientsNational Health Center Week & Observances – Overarching Goal: leverage National Health Center Week (NHCW) and other observances to maximize opportunity to raise awareness and visibility about the success, effectiveness, role and importance of the health center in the community.Staffing: NCCHCA Communications coordinator will provide guidance to CHC staff planning NHCW events and coordinate activities from the PCA level. Plans & Resources: Create a list of planned NHCW events and identify materials that will be useful in explaining the CHC model, mission and impact across North Carolina for use by all CHC NHCW events. Create a timeline of deadlines by June 10, 2019. ................
