SUMMARY: Under the direction of the Authority Manager or the Superintendent of Maintenance and Operations, operates designated equipment at the treatment plant, the wastewater collection system, and the pumping and effluent export systems on any shift and / or during Operator-on-call rotations. Position requires responsibility for carrying out stated operational procedures, and performing related duties as required. The position requires working a flexible schedule and/or shifts in order to accommodate efficient operation.

DISTINGUISHING CHARACTERISTICS: Requires a high degree of responsibility including the ability to work independently after receiving instructions.

ESSENTIAL FUNCTIONS: (Performance of these functions is the reason the job exists. Assigned job tasks/duties are not limited to the essential functions.)

• Operates and maintains the wastewater treatment plant, the wastewater collection, pumping and export systems to efficiently meet discharge requirements while ensuring the protection of Authority staff and the general public from associated hazards.

• Performs remote control operation of treatment plant, pump stations and other outlying facilities. Monitors computerized telemetry for wastewater treatment, collection, and export systems.

Performs light maintenance of designated treatment plant and pump station equipment such as pumps, valves, electrical motors, dewatering equipment, metering devices, and generators, as directed by the Authority Manager or the, Superintendent of Maintenance and Operations

• Performs a variety of manual tasks requiring the handling of equipment exposed to wastewater.

• Maintains plant operating records including Daily Logs, inputs data into computers, and submits reports as required.

• Collects and maintains data on wastewater systems and treatment plant; read meters and gauges; records data and generates reports; notifies the Authority Manager or Superintendent of Maintenance and Operations of anomalies.

• Collects wastewater samples and other samples on a prescribed schedule or when needed, and performs routine tests (Total Suspended Solids, Volatile Suspended Solids, pH analysis as examples). Performs other physical, biological and chemical analysis of collected samples, including wastewater samples, air/odor, sludge, centrate, and solids samples as directed.

• Maintains equipment operating records; monitors equipment performance, notifies appropriate Authority staff of equipment problems, suggests and assists with repair, modification and/or improvement.

• Supervises the off-loading of hypochlorite to storage tanks in the plant. Receives delivery of fuels and chemicals as required.

• Performs related duties and assists other department as directed by the Authority Manager or the Superintendent of Maintenance and Operations.

QUALIFICATIONS FOR EMPLOYMENT:

Knowledge, Skills and Abilities: (KSAs are the attributes required to perform a job, generally demonstrated through qualifying experience, education or training.)

Knowledge of:

• Methods, materials, and standards used to maintain wastewater pumps, valves, electrical motors, dewatering equipment, metering devices and generators.

• Tools, equipment and facilities commonly used in the wastewater treatment field and the general requirements, policies and procedures for their operation and maintenance.

• Rules and regulations controlling maintenance of wastewater treatment facilities.

• Record-keeping and reporting requirements for wastewater facilities.

• Safe work practices, occupational hazards, and safety precautions in utility plant environments.

• DCLTSA policies and procedures.

Skill to:

• Operate equipment using programmable logic controllers, and other automated and semi-automated control systems.

• Operate forklift, Utility ATV, Front-end Loader and snow blower after proper training.

• Operate solids handling process equipment including sludge pumps, centrifuges, dewatering polymers, chemicals for odor control, drying furnaces, etc.

• Operate hand tools, including shovels, wrenches, sockets, Allen wrenches, and power tools including saws and drills.

• Operate all related wastewater treatment plant equipment, including man-lifts, hoists, overhead cranes, pumps, gauges, clarifiers, valves, hoses, computers, lab testing equipment, microscope, scales, generators, electrical motors and blowers.

• Operate and read monitoring equipment including PH, chlorine residual, odors, VFD’s and D.O meters.

• Operate mechanical aerators, mixers, air compressors, bar screens, diesel engines, water cannons, level indicators and grit cyclones.

• Perform snow removal to maintain accessibility to designated areas of treatment plant, pump stations, and administration building in a safe manner.

• Monitor wastewater plant operations and identify maintenance and repair issues.

• Perform preventive maintenance to plant equipment.

• Use and maintain tools and equipment to perform maintenance work.

Ability to:

• Report all chemicals, equipment, and materials needed for the operation of the treatment plant to the Authority Manager or Superintendent of Maintenance and Operations.

• Remain familiar with the Confined Space Program and the duties of Confined Space Supervisor, Entrant, and Attendant, as provided during annual training.

• Read, understand and follow written or verbal instructions.

• Promote and utilize safe work practices

• Establish and maintain cooperative working relationships with co-workers and supervisors.

• Communicate effectively verbally and in writing.

• Maintain treatment plant security outside of normal business hours.

• Use a computer and related software programs for reports and preventive maintenance program, and Authority e-mail.

EDUCATION, TRAINING AND EXPERIENCE: (Any combination of training, education, and experience that would provide the required knowledge and abilities) A typical way to gain the required knowledge and ability is:

• Completion of a high school education or equivalent is required. Additional education and/or advanced degree desirable. Proficiency in any or all of the following disciplines is desirable: biology, industrial mechanics, chemistry, mathematics, hydraulics, and computer science.

LICENSE AND CERTIFICATION REQUIREMENTS:

• A valid California or Nevada State Driver’s License is required or the ability to obtain one immediately upon hire. Certification as an Operator I, II, III or IV as set forth by the Nevada Department of Environmental Protection and the Nevada Water Environment Association.

• Certification as a Grade I, II, III or IV Operator is subject to requirements and testing as set forth by the Nevada Department of Environmental Protection and the Nevada Water Environment Association.

PHYSICAL AND MENTAL REQUIREMENTS: (The physical and mental/intellectual requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.

• Physical dexterity necessary to work in confined spaces and use hands to finger, handle, reach, tighten, feel or operate objects, hand, power and precision tools and equipment.

• Strength sufficient to occasionally lift and move objects up to 50 pounds.

• Specific vision abilities include close vision, color vision, and the ability to adjust focus sufficient to perform fine calibrations.

• Hearing acuity to be able to differentiate subtle changes in pump or motor sounds.

• Must be able to communicate over the noise of pumps and motors.

• Frequent walking and climbing stairs.

• Frequent hand coordination activities including opening and closing valves.

• Requires 10 hour and rotating shift work (days and nights), including weekends and holidays, as well as overtime, stand-by and operator-on-call rotational duties.

• Requires frequent exposure to harsh weather conditions.

WORKING CONDITIONS

Work is performed on location at DCLTSA wastewater collection, pumping, treatment and export facilities. Operators of all Grades may perform work in areas with and / or containing the following: extreme weather conditions (snow, rain, cold, hot), odors, H2S, chemicals, (sodium hypochlorite, NaOH, polymers, activated carbon), sludge handling, exposure to raw wastewater. May be exposed to dust, grease, fumes, toxic or caustic gases and chemicals, as well as infectious materials. Operators of all Grades may be exposed to safety hazards, gases, chemicals, infectious materials, and dangerous tools and equipment. Incumbents frequently work near moving mechanical parts, electrical panels and around loud equipment noises

Requires 10 hour and rotating work schedules as necessary, including weekends and holidays, as well as overtime, stand-by, and operator-on-call rotational duties.
