Strong partnerships between homes and schools are needed if quality education is to be provided to all children. Parents and teachers, by fostering a sense of cooperative responsibility, can reinforce each other’s efforts. Parents, as their children’s first and most enduring teachers, can complement their children’s school learning and behavior by serving as collaborators in the educational process. The resulting home-school partnerships can have positive effects on parent, teacher and student attitudes, classroom instruction, and on student achievement.?The County Board shall adopt a policy that provides for parent involvement in the schools. The County policy shall include but not be limited to, the following components:develop a mission statement which philosophically defines the County Board’s beliefs regarding parent involvement in the schools?determine goals of a parent involvement program that may include:?increased awareness and understanding of school/County goals?increased support for schools?increased ownership in the importance of educating children?improved student achievement?improved staff morale?improved school-home-community relations and?improved sense of cooperative responsibility for the success of the educational program?In establishing goals, the County should recognize its responsibility to form partnerships with all families including parents who work outside the home, divorced parents with or without custody, and families of minority race and language. Also, the County should utilize the information from a needs assessment to establish appropriate goals.?provide training for teachers, parents and administrators - - in cooperation with State and local agencies - - that would help realize the goals set forth in the County policy?provide an ongoing, two-way communication system that includes feedback mechanisms for parents and school staff?develop a plan to implement home-school partnerships in each school?Parents can be communicators, learners, teachers, advocates/advisors/decision-makers, and supporters. Therefore, the plan could include:?training for parents and school personnel to develop skills in becoming partners in education?school activities to involve parents?activities for parents to assist their children at home and?ideas for parents to become active decision-makers in the educational processLSIC school and district meetingsTrainings for volunteers?Conduct yearly an evaluation process to identify/assess the County’s strengths, weaknesses and areas of improvement, revising the County policy, if necessaryEach County policy regarding parent involvement shall be drafted by a committee consisting of, but not limited to, classroom teachers, parents of school-age children, principals and other school personnel. The committee shall be a representative of a variety of schools and shall include representation from early, middle and adolescent levels.?The Parental Involvement Policy drafted by the committee and approved by the Board follows:?Educating the children of Lincoln County is the collective responsibility of parents, teachers, and community leaders. Together, we must share a common vision and purpose if our children are to achieve academic success. Parents must become actively involved in the planning and decision making process of the school system, in order to accomplish this mission. Research has shown that when parents are involved and support students’ academic endeavors, the opportunities for achievement and success are greater. "When schools, families, and community groups work together to support learning, children tend to do better in school, stay in school longer and like school more" (Henderson and Mapp, 2002).?GENERAL EXPECTATIONS?To support parental involvement in the schools, Lincoln County Schools agrees to implement the following statutory requirements:The School District will put into operation programs, activities and procedures for the involvement of parents in all of its schools with Title I, Part A programs, consistent with section 1118 of the Elementary and Secondary Education Act (ESEA). Those programs, activities and procedures will be planned and operated with meaningful consultation with parents of participating children.?Consistent with section 1118, the School District will work with its schools to ensure that the required school level parental involvement policies meet the requirements of section 1118(b) of the ESEA, and each include, as a component, a school-parent compact consistent with section 1118(d) of the ESEA.?The School District will incorporate this District-wide parental involvement policy into its LEA plan developed under section 1112 of ESEA.?In carrying out the Federal programs, Part A parental involvement requirements, to the extent practicable, the School District and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and, including alternative formats upon request, and, to the extent practicable, in a language parents understand.?If the LEA plan for Federal programs, Part A, developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, the School District will submit any parent comments with the plan when the School District submits the plan to the State Department of Education.?The School District will involve the parents of children served in Title I, Part A schools in decisions about how the one percent (1%) of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than ninety-five percent (95%) of the one percent reserved goes directly to the schools.?The School District will be governed by the following statutory definition of parental involvement, and expects that its Title I schools will carry out programs, activities and procedures in accordance with this definition:?Parental involvement means the participation of parents in regular, two- way, and meaningful communication involving student academic learning and other school activities, including ensuring:?that parents play an integral role in assisting their child’s learning;?that parents are encouraged to be actively involved in their child’s education at school;?that parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child;?the carrying out of other activities, such as those described in section 1118 of the ESEA.DESCRIPTION OF HOW THE DISTRICT WILL IMPLEMENT REQUIRED DISTRICT WIDE PARENTAL INVOLVEMENT POLICY COMPONENTSLincoln County Schools will take the following actions to involve parents in the joint development of its District-wide parental involvement plan under section 1112 of the ESEA:?The Lincoln County Federal Programs Parent Advisory Council will receive a draft copy of this policy and have the opportunity to?review it and make comments.?The Parent Advisory Council will meet to formally vote on accepting the parental involvement plan and, if necessary, to amend it.?Lincoln County Schools will take the following actions to involve parents in the process of school review and improvement under section 1116 of the ESEA:?Parents will be informed of the review of results for each school and the status of the school regarding Adequate Yearly Progress (AYP) by September 1st of each school year.?If a school is identified as in need of improvement, corrective action, or restructuring, parents will receive information as to what such identification means, reasons for such identification, how they can become involved in addressing the school’s academic problems, and their rights if school choice or supplemental services are to be offered.?Parents will also receive notice of what steps an identified school is taking to address the problem of low achievement, what technical assistance is being offered, and a description of specific corrective actions or restructuring plans, if applicable.?Parents will have the right to meet with school officials and to offer input into the process of school review and improvement.?Lincoln County Schools will provide the following necessary coordination, technical assistance, and other support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance:?School personnel will receive technical assistance and support from the County Title I office in the planning and implementation of effective parental involvement activities to improve student academic achievement and school performance. Such assistance will be provided by the Parent Resource Educator, through publications for parents, and through specific activities scheduled at each local school.?Specific parental involvement activities planned by schools will be reviewed by County Title I officials and recommendations for change or modification provided as needed.?County Federal Programs officials will help schools in securing necessary resources to provide effective parental involvement activities.?Lincoln County Schools will coordinate and integrate parental involvement?strategies in Part A with parental involvement strategies under other programs.?Lincoln County Schools will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its Title I, Part A schools as well as all schools. The evaluation will include identifying barriers to greater participation by parents in parental involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The School District will use the finding of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement policies:?An annual survey of parents in all Title I schools will be conducted in May of each year to evaluate the content and effectiveness of the parent involvement policy and to identify barriers to greater participation by parents in parental involvement activities.?This survey will be developed by the Title I Office and will be administered by each local school. The results will be analyzed by the Title I Office to identify barriers to parental involvement with special focus given to such barriers as economic disadvantage, disabilities, limited literacy, limited English proficiency, and any factors related to racial or ethnic background.?The results will be shared with local schools and will be utilized in planning for improvement of parental involvement.?Lincoln County Schools will build the schools’ and parent’s capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improved student academic achievement, through the following activities specifically described below:?The School District, with the assistance of its Title I, Part A schools, will provide assistance to parents of children served by the School District or school, as appropriate, in understanding topics such as the following, by undertaking the actions described in this paragraph:?the State’s academic content standards;?the State’s student academic achievement standards;?the State and local academic assessments including alternate assessments;?the requirements of Part A;?how to monitor their child’s progress; and?how to work with educators.These topics will be addressed in local school Title I orientation meetings conducted annually in September of each school year; through written publications explaining the academic content standards, the student academic achievement standards, local academic assessments (including alternate assessments) and other relevant topics. Parents will also receive training in local school workshops scheduled throughout the year on the requirements of Title I, Part A. Schools will provide opportunities for parents to discuss their child’s progress in scheduled conferences on Instructional Support and Enhancement days. The County will provide information and links to other sites on its County web site. Specific trainings will be provided at each school to parents on ways to work with educators.The School District will, with the assistance of its schools, provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training, and using technology, as appropriate, to foster parental involvement, by:? The County Title I Office will assist schools in providing training to parents to help them work with their children to improve academic achievement. The County Office will identify materials and activities that may be utilized in such trainings.?The County Math Coach will collaborate with schools in plans to provide mathematics assistance to parents.?Title I teachers at each school will schedule and coordinate training sessions in which reading, language arts, literacy, mathematics, and writing skills will be addressed and parents will be given specific suggestions on assisting their children in their academic achievement.?The Parent Resource Educator will assist Title I teachers in setting up parent training workshops as needed.??The School District will, with the assistance of its schools and parents, educate its teachers, student services personnel, principal and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the value of utility of contributions of parents, as in how to implement and coordinate parent programs and build ties between parents and schools by:?Each Title I school will schedule a session for faculty and staff to provide information on working with parents and building strong school/parent relationships.?The County Title I Office will provide technical assistance and resources as appropriate to assist schools in educating faculty and staff members on working with parents.?Parent survey results will be shared with school faculty and staff to allow them to see the perceptions held by parents about parent involvement and to identify areas of needed improvement.?The School District will, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with Head Start, Even Start, Home Instruction Program for Preschool Youngsters, and public preschool and other programs, and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children by:?The County Federal Programs Office in collaboration with the Special Education Office will employ a Parent Resource Educator to provide information and training to parents in order to involve them more fully in their children’s education.?The Title I Office will coordinate with Head Start in providing information and training to parents in the County preschool programs.?The school system will take the following actions to ensure that information related to the school and parent programs, meeting, and other activities, is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand:?The Title I Office will provide a format to schools for providing parents with information related to school and parent programs with a recommended timeline for the provision of such information.?Based on LEP survey information the Title I Office will assist schools in providing an alternative format to parents who do not understand English, if necessary.DISCRETIONARY DISTRICT WIDE PARENT INVOLVEMENT POLICY COMPONENTS?Lincoln County Schools may, in consultation with its parents, undertake the following activities listed under section 1118(e) of the ESEA that build parent’s capacity for involvement in the school and school system to support their children’s academic achievement:Provide necessary literacy training for parents from Title I, Part A funds, if the School District has exhausted all other reasonably available sources of funding for that training.?In order to maximize parental involvement and participation in their children’s education, arrange school meetings at a variety of times, or conduct in-home conferences between teachers or other educators, who work directly with participating children, with parents who are unable to attend those conferences at school.?Adopt and implement model approaches to improving parental involvement.?Provide other reasonable support for parental involvement activities under section 1118 as parents may request.ADOPTION?This District-wide parental involvement policy has been developed jointly with, and agreed on with, parents of children participating in Title I, Part A programs, as evidenced by parent participation at a meeting held on April 13th, 2006.?This policy was adopted by the Lincoln County Board of Education on August 7th, 2006 and will be in effect for the 2006-2007 school year.
