Approval of ITU-T Recommendations
A. By TSB Circular 15 of 11 December 2000, it was announced that the following new or revised ITU-T Recommendations and corrigendum to existing ITU-T Recommendations were approved, in accordance with the procedures outlined in Resolution 1, Section 8, of the WTSC (Geneva, 1996):

The conditions governing the approval of ITU-T Recommendations were met and 12 Member States participating in the last meeting of Study Group 13 approved the text of these Recommendations during the Plenary session held on 24 November 2000.
Coast Station Identification Numbers
In accordance with Nos. S19.92 and S19.94 of the Radio Regulations, the coast station identification numbers 1160-1169 have been allocated to the United States of America.

Legal time in Austria will be advanced by 60 minutes from 25 March 2001 at 0100 hours UTC to 28 October 2001 at 0100 hours UTC and thereby will correspond to UTC +2.
Falkland Islands (Malvinas)
Communication of 18.I.2001:
Legal time in Falkland Islands (Malvinas) will be retarded by 60 minutes from 15 April 2001 at 0500 hours UTC (0200 hours, local time) to 2 September 2001 at 0600 hours UTC (0200 hours, local time) and thereby will correspond to UTC –4.

Access codes/numbers for mobile networks

Note from the TSB
Several requests have been received in ITU, asking that a distinction should be made between the fixed telephone numbers and mobile numbers. A List of access codes/numbers for mobile networks has been prepared from the information received on the telephone service for publication in the ITU Operational Bulletin. Administrations/ROAs are requested to verify the information in this List and to inform ITU of any modifications that they wish to make.

Cessation of telegram service
Sonera reminds that the international telegram service from and to Finland (telegram destination indicator FI) has been discontinued as from 1 January 2001. Sonera will not replace the telegram service by any other manual service.
Sonera will meet the communication needs of its customers abroad and of foreign countries by using other up-to-date media which will be more economical for customers. Finnish customers currently have access to the following services: automatic telephone, facsimile, and telex services as well as GSM text messages, e-mail, Internet, etc., and also the postal services which are of a high quality.

Delivery of telegrams
(ESKÝ TELECOM, a.s., Praha, announces that international telegrams to the Czech Republic (telegram destination indicator: CS) with the special service indication URGENT (Urgent transmission and delivery) and LT (Letter telegrams) are no longer accepted as from 1 January 2001.
Telegrams addressed to recipients in the Czech Republic, without bearing the service indications TFx (Telephone delivery), TLXx (Telex delivery) and FAXx (Facsimile delivery), will be delivered by ordinary mail on the next working day if they are received by (ESKÝ TELECOM, a.s. not later than 2100 hours UTC, from Sunday to Friday.

– As from 1 January 2001, the additional national destination code 1511 will be introduced for the GSM service in Germany, with an international number length of thirteen digits.

– The new national destination code 15 has been introduced for GSM and UMTS/IMT-2000 services in Germany. The international format of numbers from this numbering range is, in principle, thirteen digits, i.e. +49 15 X XX XX XX XX. However, there might be numbers with an international number length of up to fifteen digits.

Guyana
Communication of 6.I.2001*:
Guyana Telephone & Telegraph Co. Ltd, Georgetown, announces that as part of its expansion and service improvement programme, a new seven-digit telephone numbering plan will be implemented in Guyana (country code +592), scheduled to be effective 1 February 2001. The new numbering plans are given below.
In order to facilitate the smooth implementation of this numbering plan change, it is expected to implement the seven-digit numbering plan in a number of rural exchanges, namely: Port Kaituma/Mabaruma, Lethem, Ituni and Kwakwani, as from 15 January 2001.
Dual trunking will be provided for a period of three months from the effective date of the numbering plan change. During this period, both the old and new numbers can be reached. At the end of the period of the “dual trunking”, a call placed to the old number would be routed to an announcement which would inform the caller of the new number.
A contact list for number plan inquiries is provided below.
Administrations and Recognized Operating Agencies are requested to ensure that the new numbering plan is programmed in their switching network and operations database.
