This year I reached out via email and phone call to several inactive and previous members to discuss membership, benefits, etc. In spring, I helped to convert Super CE Saturday to a virtual platform and obtained speaker for HIV/AIDS presentation. In summer, I attended ADHA’s virtual Annual Session. Additionally, I attended the ADHA’s House of Delegate (HOD) virtual meeting.Currently, finalizing plans for the 2020 virtual Scientific Session. Reached out to various dental vendors and exhibitors to participate in session. Speakers are lined up; however this year overall decrease in sponsorship for this year’s session. The hotel has given us possible dates for Sept/Oct 2021, we have however not signed a contract as of this date. I am reluctant to do so considering the pandemic situation. GOALS: To improve the health of the underserved by providing access to preventive and early interceptive oral health services; To integrate oral health with primary health; To maximize the workforce by expanding the dental hygiene scope of practice.ACTIVITIES:Proposed Rules for Dental TherapyAttended all the meeting of the Board of Dental Health Care/ Dental Hygienists' Committee (Oct, Jan, July). The proposed rules for dental therapy were reviewed and discussed at each meeting and public input given. NMDHA gave testimony on the proposed rules. Rules are posted on the BODHC website.The rules committee of the board met by phone conference on Jan. 3 and Aug. 21 supplemented with communication by email. The rules committee members are Marc Pacheco, DDS, Tom Schripsema, DDS, Ermelinda Baca, RDH, Gary Cutrell, DDS, Laura Moss, RDH (resigned-moved out of state), Barbara Posler, RDH and Charles Schumacher, DDS, chair.The primary disagreement centers on the following definition:16.5.1. General Provisions. DD. “Supervising dentist” means a dentist that maintains the records of a patient, is responsible for their care, has reviewed their current medical history and for purposes of authorization, has examined that patient within the previous 11 months or will examine that patient within 60 30 days of giving authorization; or as established by a practice agreement on file with the board. The rules committee rejected NMDHA's amendment to the current definition (in red).Timeline: The proposed rules as amended by the committee will be presented and discussed at the Jan. 2021 meeting of the BODHC. Public hearing is tentatively scheduled for the April meeting when they will then be put to vote and adopted. There were delays due to public health emergency. (April BODHC was cancelled)Cathy Sovereign attended the OPEN (DentaQuest) meeting in Baltimore, representing New Mexico. Its goal is to eradicate dental disease in children, and to make oral health part of total health.Attended the Primary Care Providers/NM Oral Health Coalition meetings in Albuquerque and virtually on Nov 1, April 3, June 5 and Aug. 21. Jacob Kualapai, RDH is serving as chair of the Coalition.Debbie Traynor attended the Legislative Health and Human Services committee meeting on Senate Memorial 96 Increase Medicaid Coverage for Children Task Force report in Santa Fe. NMDHA participated on the task force and made suggestions to the final report. Report on file.December 7, 2019 Participated in Posole Ole Walk at the Balloon Museum, a fundraiser for Special Olympics. NMDHA set up fundraising page for the event and advertised for it on social media. February 10, 2020 spoke to UNM senior students about NMDHA legislative history and Advocacy Day preparation.February 14, 2020 Advocacy Day at the capitol. UNM senior students were in attendance. April 8, 2020 Debbie Traynor assisted in sending a letter to the Governor that offered the support of NMDHA's membership to "aid the efforts and expand the capacity of the current health care workforce" during the public health emergency. Letter on file.May 8, 2020 Attended NMDA webinar regarding Governor's back to work plan for dental practices.June 13-14, 2020 Attended ADHA House of Delegates (virtual).August 14, 2020 Provided written recommendation to the Office of the Superintendent of Insurance to the proposed Vision and Dental Commercial Health Insurance rule to include dental hygienists and dental therapists as recognized providers in the definition of "Dental Service" (13.10.XX.10DENTAL PLANS) Letter on file.September 10, 2020 Sent another letter to the Governor of recommendations for the expired and vacant positions on the Dental Hygienists' Committee of the Board of Dental Health Care. Debbie Traynor also delivered the recommendations to the Governor's office during the 2020 session. Letter on fileComments: The following 2020 legislation signed into law will require dental rule changes:SB137 allows eligibility for professional and occupational licensure regardless of citizenship/immigration status. (16.5.1.20)HB 30 waives initial licensing fees for professional and occupational licenses for military/spouses. This Council works closely NMDHA Lobbyists, Randy and Debbie Maestas-Traynor, and communicates regularly with legislators, NMDA and other stakeholders. This council will continue to monitor and give input on legislation, rules and policies affecting the dental hygiene profession.Delegates ReportObjectives:Delegates Report of 2019-2020 NMDHA and ADHA activities. This is to inform one of the outcomes of the 2020 ADHA Virtual House of Delegates proceedings and outcomes. I also wish to highlight the major proceedings of the NMDHA meetings and sessions.Activities:NMDHA as well as District IX of ADHA have hosted the following meetings that I have attended this year: January 11 and January 20 (where we discussed Scientific Session, Lobby Day and Annual Conference), February 3 (member recap), March 15 (PBYs and PRs and Annual Conference), April 5 (Annual Conference and CE Smart), May 3 (Annual Conference and HOD), May 31 (PRs and PBYs), June 13-14 (HOD Annual Conference), July 25 (Student Track and Scientific Session), and August 6 (conclusion of 2020 reports and open chair positions).Following the June 13th and 14th Virtual HOD Session, comprising of 149 voting members, below are the final results:PR 1: Reject. Kayla Gallegos will move up to Delegate Chair and there will be an open position for Delegate.
