Organizations are not required to limit their special observances to just those listed above. Others may be conducted providing the same procedures are used for research, planning, implementation and evaluation as any other special observance. Special observances are conducted to recognize the continuous contributions of all people to American culture and to increase awareness, mutual respect and understanding. These observances are designed to enhance diversity and inclusion and promote dignity and respect in the Department’s workforce.
