MORNING SESSION: Meeting was called to order at 9:05 a.m.

PRESENT: Members Greg Cox, Chairman; Dianne Jacob, Vice Chairwoman; Pam Slater-Price; Bill Horn; also Thomas J. Pastuszka, Clerk.

ABSENT: Member Ron Roberts

Approval of Statement of Proceedings/Minutes for the meeting of March 26, 2008.

ACTION:

ON MOTION of Member Jacob, seconded by Member Slater-Price, the Air Pollution Control Board of the San Diego County Air Pollution Control District approved the Statement of Proceedings/Minutes for the meeting of March 26, 2008.

| |OVERVIEW: |

| |The Goods Movement Emission Reduction Program was created when voters approved Proposition 1B - Highway Safety, Traffic |

| |Reduction, Air Quality, and Port Security Bond Act of 2006. It authorized the sale of bonds to fund extensive improvement to |

| |the goods movement infrastructure and emission reduction projects from specific goods movement vehicles and equipment. |

| | |

| |On March 12, 2008 (APCB #1), the Air Pollution Control District requested a similar authority for the Air Pollution Control |

| |Officer, which your Board approved. However, the State Air Resources Board determined the wording of the resulting minute order|

| |was not sufficiently specific and has required a resolution identifying specific authorities in order to continue the |

| |application process. |

| | |

| |Previously, the Air Pollution Control District applied for and was awarded $1.3 million as part of an Early Grant provision of |

| |the Proposition 1B implementing legislation. Subsequently, the Air Pollution Control District applied for an additional |

| |$7,785,750 for emission reduction projects pursuant to the first year of the Goods Movement Emission Reduction Program funding. |

| |The Air Resources Board is requiring the resolution be in place prior to signing the Early Grant agreement or further |

| |considering the subsequent $7.8 million application. The Air Pollution Control Officer will return to the Board for approval of|

| |the projects recommended for the Early Grant award and any other actions necessary for the Early Grant or subsequent awards that|

| |may be made. |

| | |

| |This is a request to adopt a resolution delegating authority to the Air Pollution Control Officer or his designee for the |

| |following actions pursuant to the State Goods Movement Emission Reduction Program: sign and submit the County of San Diego |

| |project applications; sign and execute project grant agreements between the State Air Resources Board and the County of San |

| |Diego; prepare competitively ranked lists of equipment projects selected for funding and a backup list of eligible equipment |

| |projects; and sign and execute equipment project contracts between the County of San Diego and equipment owners. |

| |FISCAL IMPACT: |

| |Approval of this request will result in unanticipated revenue of $1.3 million in the Air Quality Goods Movement Emission |

| |Reduction Early Grant Fund in Fiscal Year 2007-08. If approved, this request will result in no net General Fund cost and no |

| |additional staff years. The program allows for up to 5% of the funds to be used for administration. |

| |Business Impact Statement: |

| |Businesses that are eligible, apply, and are funded by this program will benefit by receiving new, cleaner equipment or engines |

| |at a greatly reduced cost. |

| |RECOMMENDATION: |

| |AIR POLLUTION CONTROL OFFICER |

| |Approve the resolution delegating authority to the Air Pollution Control Officer to apply for and accept Proposition 1B Funds |

| |pursuant to the State Goods Movement Emission Reduction Program. |

| |ACTION: |

| |ON MOTION of Member Jacob, seconded by Member Slater-Price, the Air Pollution Control Board of the San Diego County Air |

| |Pollution Control District took action as recommended, on Consent, adopting Resolution No. 08-074 entitled: A RESOLUTION |

| |AUTHORIZING THE AIR POLLUTION CONTROL OFFICER TO APPLY FOR, ACCEPT, AND IMPLEMENT A GRANT AGREEMENT WITH THE CALIFORNIA AIR |

| |RESOURCES BOARD. |
