| |OVERVIEW: |

| |This is a request to authorize the Air Pollution Control Officer to accept $1.3 million from the State Goods Movement Emission |

| |Reduction Program for Early Grant projects and for the authority to apply for and accept future awards from the State Goods |

| |Movement Emission Reduction Program for eligible projects pursuant to that program. The Goods Movement Emission Reduction Program|

| |was created when voters approved Proposition 1B - Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of |

| |2006. It authorized the sale of bonds to fund extensive improvement to the goods movement infrastructure, and emission reduction |

| |projects from specific goods movement vehicles and equipment. |

| | |

| |The State Air Resources Board is the identified lead agency for Goods Movement Emission Reduction Program. An Early Grant |

| |proposal for the San Diego/Border Region trade corridor was submitted by the San Diego County Air Pollution Control District on |

| |behalf of the San Diego/Border Region. At the February 28, 2008, meeting, the State Air Resources Board approved funding San |

| |Diego’s proposal for $1.3 million. Those funds require a dollar-to-dollar match from non-state sources. The San Diego County Air|

| |Pollution Control District is in discussions with other local agencies that have indicated an interest in assisting with match |

| |funding. The full match can also be made by the recipient of the funds. If acceptance of these funds is approved, the Air |

| |Pollution Control Officer will return to the Board for any necessary approvals related to the match funds, and with a plan for the|

| |allocation of the Early Grant. |

| |FISCAL IMPACT: |

| |Approval of this request will result in unanticipated revenue of $1.3 million in the Air Quality Goods Movement Emission Reduction|

| |Early Grant Fund in Fiscal Year 2007-08. Once the terms of the grant are finalized, staff will return to the Board to establish |

| |appropriations. If approved, this request will result in no net General Fund cost and no additional staff years. The program |

| |allows for up to 5% of the funds to be used for administration. |

| |Business Impact Statement: |

| |Businesses that are eligible, apply, and are funded by this program will benefit by receiving new, cleaner equipment or engines at|

| |a greatly reduced cost. |

| |RECOMMENDATION: |

| |AIR POLLUTION CONTROL OFFICER |

| |Authorize the Air Pollution Control Officer to accept $1.3 million in Proposition 1B Goods Movement Emission Reduction Program |

| |Early Grant funds for the purpose of replacing, retrofitting, or repowering port related trucks and other heavy-duty trucks active|

| |in the goods movement industry. |

| | |

| |Authorize the Air Pollution Control Officer to apply for and accept future Proposition 1B funds for the purpose of replacing, |

| |retrofitting, or repowering heavy-duty trucks and other equipment active in the goods movement industry pursuant to the Goods |

| |Movement Emission Reduction Program. |

| |ACTION: |

| |ON MOTION of Member Slater-Price, seconded by Member Horn, the Air Pollution Control Board of the San Diego County Air Pollution |

| |Control District took action as recommended, on Consent. |
