I will post my responses to all questions I receive on the Board's website and the Comptroller's RFP website.
I realized after initially advising that the deadline for questions would be December 19th that this may be too difficult for me to accomplish. Therefore, I'm changing the
deadline for submitting questions to December 10, 2018.
The close date and time for the RFP is 4 am CST on December 20, 2018.

Question
225.04 System must allow selection and display of PDH Exemption details.
It is our interpretation that the system must allow for a user to select a reason for a person to be exempt from PDH requirements, and that a user may view previously indicated reasons for exemption. Is our interpretation correct?
Can the state please provide the scoring formula to be applied to compare vendors' proposals, including both the technical and cost proposals?
Response
Yes they should be able to select a pdh exemption option (medical, or out of country for work or military service over 120 days) during the renewal process.
No requirement for them to be able to view a previous reported reason for exemption. Currently they are advised when selecting a pdh exemption option that the renewal is pending until they provide documentation to the Board office.

1. Yes. InLumon 9/6/2018, MGO and System Automation 9/20/2018, Thentia 10/10/2018, and Certemy 10/16/2018. Igov also gave us a presentation about 2 years ago. 2. 2. 3. 17,364 licensees, 2,700 companies 4. Any cloud based solution must meet the criteria of the Office of Information Technology (OIT). It would be graded on meeting those requirements. 5. Yes. 6. Merchant payment gateway, NCEES Exam results and applications, 7. Exam results are provided by NCEES. Continuing Education is reported during the renewal process. We also currently have an application "Continuing Education Activity Log" that allows the listing of PDH activities throughout the year, and automatically transfers the information to the renewal process. 8. Not sure of size; but we have issued 38,000 licenses, 1,800 intern certifications, and 7,000 company licenses in the history of the board. On sql server and in access table. 9. Applicants are required to provide proof of legal presence in the US. It can be US citizen, permanent, or temporary. Temporary status requires an expire date. 10. Alabama Interactive has the contract to process online renewals. 11. The amendments contain a cut off portion of the document was originally in landscape layout and the RFP website did not format it correctly. Use the word BELS Requirements Document (MS Word).

We have the following questions as it pertains to the above named RFP:
1. Did the State evaluate solutions that could meet its requirements through vendor demonstrations leading up to the RFP release? If so, what types and names of solutions and vendors were evaluated (vendor-hosted and on- premise)?
2. We have a Named User licensing structure. Our definition of `named user' is that of staff with access to the backoffice software system regardless if the access is concurrent or consecutive. Based on our definition, how many Named Users does the State anticipate having on the proposed solution?
3. What is the number of Licensed professionals (Total number of active licenses)? 4. The State writes in the RFP "LMS must be developed in Microsoft technologies utilizing SQL" and also, "Req.
100.01 System must [be] internet based using current technologies" - would the State consider a comprehensive

100% cloud-based solution designed specifically for the public sector that cannot be hosted in State facilities? How will both "cloud" and "on-premise" solutions be graded and evaluated against the other? 5. Does that State / Agency have a Document Management Storage system in place? 6. Please list all the API connections that are required. 7. How are test scores and continuing education (CE) requirements to be reported? Are licensees expected to self report their scores and CE activities? 8. What is the volume of data that is to be migrated into the new solution? What format is it in? 9. Please provide a use case for "Licensing - Alabama Citizenship/Immigration Status," is this just a user defined field? 10. What is the State's current payment gateway? 11. Regarding Amendments 1, 2 and 3: what were the changes in each Amendment as it's not readily available? Also, the pages containing the requirements for each Amendment appears cut off. Do we use Amendment 3 Requirements as the ones to include in our response instead of BELS Requirements Document (MS Word)?

2. We have not specified this as a requirement. The Code of Alabama states: (e) Board records and papers of the following class are of a confidential nature and are not public records: examination material for examinations not yet given; file records of examination problems and solutions; exam scores; letters of inquiry and reference concerning applicants; transcripts of college courses and grades; e-mail addresses; home addresses; board inquiry forms concerning applicants; pending and closed complaints and investigative files where no formal disciplinary action is taken; and all other materials of like confidential nature.
Scope of Work 1.The vendor is required to interface with a Merchant account for the processing of applications, fine payments, and renewals.
2. We will require allowing individuals to report PhD during the renewal process. We the currently have an web-based application that allows individuals to enter pdh activities during the year that then the information is displayed during the renewal process. We do not approve courses or course providers. 3. The intent is for the Vendor to setup the processing of applications and renewals. This is not what we mean by customization. 4. Licensees should be able to print a copy of their renewal during the renewal process, and be able to log back into the system and reprint it as needed. This should work for the future.
