PROCEEDINGS OF THE HAMILTON COUNTY BOARD OF SUPERVISORS

REGULAR MEETING

The Hamilton County Board of Supervisors met in regular session on Tuesday, February 24, 2015 at 9:00 A.M. in the Boardroom of the Hamilton County Courthouse, Webster City, Iowa.

CALL TO ORDER: Called to order by Chair Pro-tem Doug Bailey.

PLEDGE OF ALLEGIANCE: The Board led the Pledge of Allegiance.

MEMBERS PRESENT: Doug Bailey, and Wesley Sweedler. Absent – David Young.

OTHERS PRESENT: Pat Powers, Shelby Kroona, Dan Waid, Anne Blankenship, Scott Forbes, and Kim Schaa.

AGENDA: Motion Sweedler, second Bailey to approve the agenda. Motion carried.

MINUTES: Motion Sweedler, second Bailey to approve the minutes of the February 10, 2015 meeting. Motion carried.

CLAIMS: General Basic Fund $127,586.71; General Basic (Public Health) Fund $36,156.80; General Basic (Conservation) Fund $18,200.14; General Supplemental Fund $12,196.16; General Supplemental Public Health Sub Fund $2,117.49; General Supplemental Conservation Sub Fund $1,076.46; MH-DD Services Fund $12,901.39; Rural Basic Fund $14,477.13; Secondary Roads Fund $110,956.30; Van Diest TIF Project Fund $28,133.92. Total $363,802.50. Drainage Fund $11,396.30. Motion Bailey, second Sweedler to approve payment of claims. Motion carried.

PERSONNEL

ACTION: PERSONNEL POLICY: Motion Bailey, second Sweedler to approve the following change in the Hamilton County Personnel Policies:

Continuation of Coverage under Iowa Code Chapter 509A

An employee who retires from employment before age 65, is eligible to continue on the County’s group health insurance plan up to age 65, or when he/she is eligible for Medicare. The employee may continue participation in the group plan or under the County’s group contract at the employee’s own expense (the employee must pay the full cost of the premium plus a 2% administration fee) until the employee attains sixty-five year of age. Coverage must be continuous, which means the employee must elect the same coverage at retirement, and the retired employee must pay the full cost of the premium plus a 2% administrative fee. Participation in the County’s group plan is optional. Employees who elect to participate must indicate in writing whether they will continue with their existing plan and assume the cost of the premium or elect to change coverage from family to individual coverage. For purpose of this section, a retired employee is one who has applied for and is receiving a retirement allowance.

Motion carried.

LICENSE: CLASS B LIQUOR LICENSE: Motion Sweedler, second Bailey to approve said license for the Skoal Cellar Lounge. Motion carried.

CONTRACTS: DELTA DENTAL: Motion Sweedler, second Bailey to approve the renewal of a contract with Delta Dental for dental insurance for Hamilton County Employees. Motion carried.

RESOLUTION

*2015-9: RESOLUTION 2015-9 BANK RESOLUTION – INDEPENDENCE TOWNSHIP: Motion Sweedler, second Bailey to approve Resolution 2015-9. Roll Call vote: Bailey and Sweedler voting aye. Young absent. Motion carried.

ADJOURN: Motion Sweedler, second Bailey to adjourn. Motion carried, meeting adjourned at 9:15 A.M.
