CITY OF BOWDLEREGULAR MEETING MINUTESJanuary 6, 2020Mayor Rick Boschee called the meeting to order at 6:32 PM with those present reciting the Pledge of Allegiance. All present voted yes. Motion carried.Amy Kappenman requested input from the council concerning the museum items located in the back of her business, The Watering Can. She reported that another entity had approached her about renting a space in the back area. The future plans for the museum and options were discussed. Council members reported that no constituents had voiced any support for retaining the museum. There had been opinions from the community that the items should be disposed of. The options available include returning items to donors, sharing items with other area museums, etc. The search for inventory documentation will take place. The city attorney will be consulted concerning options. No action would be taken until the opinion from the lawyer was received. It was agreed that if the museum was to be dissolved and items were removed, the lease agreement for the building would be revisited. Rodney Schlecht reported that 60 loads of snow had been hauled out of town. Rodney shared that he has acquired a used V-plow to mount on the pay loader for improved snow removal on streets.CFO, Brooke Heilman presented the November Financials and Statistics with breakdowns for each department. They were reviewed by the council. She reported that November had been a soft month resulting in both the clinic and nursing home experiencing losses. She did give reassurance that the facility continues to maintain year end profitability. Motion by Gunderson, seconded by Gab to approve the following new hires: Kirstin Hasty, FT Hospital RN, $27.50. All voted yes. Motion Carried. Mayor Boschee extended a welcome to the new hire. Also approved were the following wage increases: Carol Palmer, NH CNA, 15.05 - 20 year increase; Healther Mehlhaff, PH/HH RN, 26.72 - 5 year increase; Ashley Lunders, CNA, 12.55, Surg Tech, 14.08 - 5 year increase; Ashley Anderson, Dietary Aide, 12.24 - 5 year increase; Lisa Geier, NH RN, 30.85, Clinic RN, 26.78 - 20 year increase; Sharon Grau, Homemaker, 12.5 – 5 year increase; Eileen Job, Dining Asst, 12.50; Cook, 15.35 – 10 year increase; Barb Kaiser, Lab Tech, 25.04 – 10 year increase; Lori Kaiser, PH Secretary, 13.87 – 5 yr increase; Lydia Schnaible, CNA, 14.23, PH Homemaker 13.21 – 5 year increase. There were no terminations. Open positions include PRN OT, PRN EMT/ParaMedic, PRN Lab Tech.Motion to approve temporary medical staff privileges to Dr Hafiz Jaward Rehman pending full review by BHC Medical staff was made by Gab, seconded by Kappenman, all voted yes. Motion Carried.Wellness Center Rules, Regulations and Waiver approval was moved by Gunderson, Second by Gab, All voted yes. Motion carried. Effective immediately, all wellness center members will be required to sign the waivers and follow the new rules and regulations.The Weight Assessment and Intervention Policy for Nursing Home Residents was reviewed and approved through motion by Bieber, second by Frankfurth. All voted yes. Motion Carried. The Voalte Secure Communication Policy was presented, reviewed, and approved with the motion by Gab, second by Thomas. All voted yes. Motion Carried.The Statement of Responsibility in Absence of Administrator/CEO Policy was presented and reviewed. This would authorize CFO to act in CEO absence, followed by Directors of Nursing in each facility. Motion to approve was made by Thomas, seconded by Gunderson. All voted yes. Motion carried.The council reviewed the Governing Board Bylaws. Motion to approve was made by Thomas, seconded by Frankfurth. All voted yes. Motion Carried.Schlecht left the meeting at this time.The members of the Board of Directors (the council) reviewed the Conflict of Interest Policy and Confidentiality Policy. Motion to approve was made by Thomas, seconded by Gab. All voted yes. Motion Carried. All council members completed the disclosure forms and signed their confidentiality agreement for the Healthcare Center.Heilman and Rohrbach left the meeting at this time.It was noted that the following positions will be up for election during 2020: Mayor: Rick Boschee (2 yr): Ward One: Tim Thomas (2 yr), Ward Two: Rex Gab (2 yr), Ward Three: Gary Frankfurth (2 yr). The circulating of petitions can begin on Friday, January 31, 2020. All petitions must be turned in by 5:00 pm, Friday, February 28, 2020. The number of signatures required is 5% of the registered voters in each ward as of the 2nd Tuesday of January. If needed, the election will be held April 14, 2020.Gab reported on the status of the Senior Citizen Center. They have been doing fundraisers and must replace a door. The nutrition site rent ($350/month) renegotiation will be taking place this year. Meal rates have increased by .50 but that does not go to the senior center. The site does receive $1500 in county funds each year of which $900 goes directly to the community transit. The F/O was directed to gather additional information by contacting other communities with senior centers and nutrition sites. The F/O reported that Bowdle has been approved for the Community Access Grant. She also reported the Main Street/Sewer/Water projects are currently on hold. The Aberdeen USDA office is currently working with the F/O on the loan applications and budget matters.Beitelspacher left the meeting at this point.F/O presented the council with November Monthly Receipts and Statement of Accounts and Year to Date Budget Worksheet.The city office will be closed on Wednesday, January 22nd as the F/O will attend the Annual Report Workshop in Aberdeen.Motion by Bieber, seconded by Frankfurth to enter into Executive Session at 8:23 pm for legal matters. All present voted yes. Motion carried.Mayor Boschee declared Executive Session ended at 8:45 pm. No motions had resulted.The next regular council meeting will be held Monday, February 3, 2020 at 6:30 pm.Motion by Thomas, seconded by Gunderson, to adjourn at 8:47 pm. All present voted yes.
