Monthly Board Meeting - Minutes

September 24, 2019

The meeting was called to order at 7:01 pm, by Chairperson Theresa Scavo. The Pledge of Allegiance was recited. Chair Scavo welcomed new Board Member, Robin Fidler.

PUBLIC HEARING:

Chairperson Scavo introduced Mr. Ronnie Tawil, Co-Chair of the Zoning Committee who would run this part of the meeting:

Mr. Tawil explained the procedure for the Public Hearing and proceeded to call the representative for the first item on the Agenda:

BSA Cal. No. 2019-202-BZ / 2218 East 3rd Street,

Between Avenue U and Avenue V

Special permit pursuant to ZR 73-622 to enlarge an existing single- family home contrary to open space (ZR 23-142); lot coverage (ZR 23-142); and (side yards (23-4619(a)) requirements of the underlying R4 zoning district in the Special Ocean Parkway District.

Questions from the floor were raised regarding: clarification on both side yard widths, would the expansion hinder the use of the driveway, why is the backyard being shortened from 22 feet to 20 feet and would there be any changes to the FAR.

The Board received 0 letters of either support or objection.

A motion was made to approve by Robert Gevertzman and seconded by Ed Chalom.

A Committee Vote was taken. 12 yes, 1 no. The motion passed.

Topics Discussed:

Diana Glass addressed the Board about her concerns, as a person with a disability, for all the bike lanes being created on narrow streets in the community. Bike lanes she feels further hinder her ability to navigate across the street safely. She said now she will have to keep a sharper eye out for not only cars but bicyclists. She also expressed a concern for the lack of communication while making Avenue V into a two way street. She felt because there was a lack of notification and signage regarding this change that accidents will occur.

Board Member, Robin Fidler asked to speak about the changes to Avenue V and stated she’s lived on Avenue V for approximately 34 years and fully supports it being a two way street. She said prior to the change people were constantly maneuvering illegally on the street and now they will be forced to abide by the proper road rules. Overall, she finds that traffic flows much better.

Martin Gangursky complained about the MTA and poor service on the B1 bus route this summer. He stated Manhattan Beach Park is a large park and would better be served by the creation of a second bathroom near the Mackenzie Street entrance.

Board Member Ed Jaworski spoke as the President of the Madison Marine Homecrest Civic Association regarding the difficulty he had in organizing a neighborhood cleanup. He held a pamphlet up from the New York City Sanitation Department explaining to homeowners their responsibilities, an example he gave was keeping 18 inches from your curb liter free. Also pointing out how corner properties are responsible for keeping corner catch basins clear from debris, especially during rain events. He suggested that the Community Board hand out a sanitation rules pamphlet, a broom and shovel to every homeowner that comes before it, seeking a special permit.

Glenda Silva, Development Director, from Borough President Eric Adam’s office introduced herself as the Board’s New Representative from Borough Hall. She provided a newsletter from the Borough President on the back table with legislative initiatives he is working on and upcoming events. She offered her phone number 718 802-3810 should anyone have any issues they needed addressed.

Ari Kagan from Comptroller Scott Stringer’s office spoke about the Comptroller’s concern that the Department of Transportation has shown no interest in taking over the NYC Ferry Commuter Service. The service is costing New York tax payers 600 million in subsidiaries because it currently runs at a deficit with only Hornblower the company that runs it making a profit. The commuter fare is $2.75 a ride but it’s costing the city approximately $10.00 a person. Hornblower was recently allocated funding for installing televisions to advertise on its ferries, again with all advertisement proceeds going directly to them. This San Francisco based company is reaping all the profits and NYC is losing out.

Lastly, Comptroller Stringer is hosting an Italian Heritage Event on Wednesday, October 16, 2019 at 6:30pm in Staten Island, fliers were provided with more details on the back table.

Miriam Rivera Shapiro representing the Gravesend Public Library spoke about the many programs the library is offering; Computer training for adults, First 5 years programs for toddlers, arts and crafts and home work assistance. She left a calendar of events for October on the back table.

Tasmiah Ahmad representing Senator Andrew Gounardes’ office spoke about an upcoming community forum for homeowners the Senator is sponsoring regarding home evaluations, tax exemptions for military and veterans and discussions on inequities in assessments on Thursday October 10th, 702 Bay Parkway, please RSVP 718 238-6044.

Stephannia Cleatin representing Kingsborough Community College, introduced herself as the new Government Liaison for the college and stated she was there to assist with any issues or assistance the community may require from the college. She gave out her contact phone number 718 368-6768.

Mariya Markh representing Mayor DeBlasio’s Office spoke about the importance of participating in next year’s census. They will have forms available online starting next year in 2020 that will take about 5 minutes of your time to fill out, so be counted because you count! She announced that Department of Transportation will no longer be issuing sidewalk violations to homeowners for broken sidewalks caused by trees. She wished all who celebrate a Happy New Year and an easy fast.

Lenny Markh from Assemblyman Cymbrowitz’ office stated that the community spoke, and the Assemblyman listened and because of everyone’s advocacy the Sheepshead Bay Train Station is now slated by the MTA to be made fully handicap accessible.

Chair Scavo acknowledged Police Office Tran in the audience who stood and greeted the crowd.

Jack Plushnick from Councilman Chaim Deutsch’s Office sent greetings from the Councilman for a Happy and Healthy New Year.

EXECUTIVE SESSION:

A Roll Call Attendance was taken by Allen Popper, Secretary; with a Quorum present, Chair Scavo asked for a motion to adopt the Minutes of the General Board Meeting from June 25, 2019.

A motion to adopt the minutes was made by Howard Katz and seconded by Pearl Siegelman.

DISTRICT MANAGER’S REPORT:

District Manager, Laura Singer welcomed everyone back. She hoped they had a wonderful summer. She stated the office had a busy summer, from getting street lamps installed, concrete work completed, sewers repaired, street signs installed, roads re-paved and illegal parked cars removed, just to name a few of the issues we worked on resolving. She added we look forward to another productive year of service and as always, the office is available to field and resolve any community issues you and your neighbors are experiencing. She wished the Board a Sweet, Happy and Healthy New Year and an easy and meaningful fast.

CHAIRPERSON’S REPORT:

Chair Scavo stated that at an upcoming Borough Board, she will have to vote on a proposal to endorse staffing laws, which means at any hospital, nursing home or any health care facility there would be a cap placed on the number of patients any nurse would have to see to. She went on to say that California is the only state so far to pass this staffing law and it will have to go to Albany for votes on this proposal.

She asked for a motion that she be able to represent the Board in voting in support of this initiative.

A motion to approve by a show of hands was made by Ronald Tawil and seconded by Pearl Siegelman.

The vote was unanimously in favor, with no opposed or abstentions.

The motion was approved.

COMMITTEE REPORTS:

Consumer Affairs Committee:

Mr. Edmond Dweck, Chairperson of the Consumer Affairs Committee stated the Committee reviewed the unenclosed Sidewalk Café License for 1123 Quentin Grill Corp. He stated he had visited the location, they are new business owners, who appear to run a nice and clean business. The previous establishment the Sunflower Cafe moved to a location down the block and has had no history of problems recorded when they were at this location and had an outdoor café. To encourage the success of this new restaurant, he felt it was in the community’s best interest to allow them to proceed with their request. Edmond stated that the committee vote was unanimously in favor.

A motion to approve by a show of hands was made by Ronald Tawil and seconded by Robert Gevertzman.

The vote was unanimously in favor, with no opposed or abstentions.

The motion was approved.

Zoning Committee:

NEW BUSINESS:

Ed Jaworski asked a question regarding requests for our District Needs Statement, if Marine Park Junior High School was in our catchment area. Chair Scavo explained the school’s footprint is technically not but we would be happy to make a request on their behalf. She asked Mr. Jaworski to submit his request in writing to the office as soon as he could so it may be included.
