Our core value of Manaaki Tangata, supporting and caring for people, sits at the heart of Victim Support’s service.Advocacy for the rights of victims will always be an essential part of our work with individuals, organisations, and government.Purpose of RoleThe primary purpose of this role is to oversee, monitor and case manage the delivery of support services in homicide cases, ensuring that people dealing with the aftermath of a homicide receive the support they need and that prevention of harm is core to our work. To develop effective support services for those affected by homicide and review best practice in line with Victim’s Rights and international trends, ensuring that victim needs are central to our approach.This role will ensure the delivery of a high quality and professional service to those who are bereaved through homicide, ensuring consistency of approach and adherence to Victim Support’s mission, vision and values, the Quality Standards Manual and the Best Practice Guidelines. This role will manage and mentor assigned Support Worker(s) – Homicide and Support Workers, facilitate training for Homicide Service Workers and coordinate all Victim Support staff and Workers engaged with a Homicide case. Key Responsibilities and Performance IndicatorsThe key responsibilities for this position are:Service Delivery; this includes:Ensuring Victim Support’s Quality Standards Manual (QSM), Best Practice Guidelines (BPG) and Policies related to service delivery are being implemented.Supporting, guiding and mentoring Support Workers and Service Coordinators while they are working on a homicide case in conjunction with the National Homicide Manager, and relevant Area Manager(s). Ensuring coordination of national responses to incidents with victims in multiple areas and in incidents where several Support Worker(s) - Homicide or Support Workers are providing support.Monitoring homicide support service delivery in the geographical area covered, ensuring implementation of best practice, and comprehensive delivery of all steps on the service pathway in the QSM, following of service delivery and referral protocols and the accurate and timely reporting of results to the National Homicide Manager.Immediately escalate high risk or complex cases to the National Homicide Manager for input and inform the National Homicide Manager of any issues, trends or challenges involved with homicide support service delivery in the area. Take a preventative approach by identifying any underlying issues that may have impacted on a homicide such as Family Violence, Sexual Violence, Suicide, diverse communities and ensure that these are appropriately addressed.Ensuring referral systems and service delivery are culturally sensitive and are provided in a manner that meets the holistic needs of victims and their families – including the use of Te Whare Tapa Wha model of supportEnsuring appropriate involvement of Kaumatua and Kuia in service delivery.Identifying opportunities for service improvement or development and acting on these under the direction of the National Homicide Manager.Finalise Victim Assistance Scheme (VAS) funding requests to ensure they are accurate, complete and that any issues have been resolved before submitting them to the National Homicide Manager for approval.Development of peer support groups for family, friends and others impacted on by homicides.Recommend to the National Homicide Manager when the Homicide Team Leader feels a Support Worker should be stood down from Homicide cases and provide supporting information as required. Develop and maintain a strong cooperative working relationship with Area Managers and other specialised teams to ensure the needs of clients are professionally and effectively addressed. Discuss with the Area Manager any issues, risks, service gaps and/or training and support needs of Service Coordinators and Support Workers where applicable.Maintaining a positive ongoing working relationship with the NZ Police throughout your employment and retain their trust and confidence at all times. Team Leadership and development to build a highly capable and collaborative team; this includes:Manage and support assigned Case Worker(s) – Homicide, including regular feedback, mentoring and supervision, including coaching to build their understanding of the role and key deliverables, capabilities and performance.Keep the National Homicide Manager informed of any staffing, safety, service delivery or performance issues in relation to the Support Worker(s) – Homicide or Support Workers.Identify and address people issues within your team or area in consultation with the National Homicide Manager and Human Resources, such as recruitment and retention, under-performance or unacceptable behaviour to resolve them in line with established policies and processes. Conduct performance appraisal and management processes for assigned Support Worker(s) - Homicide, in consultation with the National Homicide Manager and in accordance with organisational policy.Take a leadership role in promoting, supporting and implementing organisational goals and decisions throughout your area and the wider organisation. Model and promote safe and appropriate workplace behaviours within your teams. Ensure your teams are aware of all their rights and responsibilities relating to workplace behaviour and conduct, the support options available and understand how to report or escalate concerns or issues confidentially for resolution. Recruitment, induction and training of new Support Worker(s) - Homicide and others as required in consultation with the National Homicide Manager, ensuring appropriate levels of diversity and skill are actively recruited for.Providing coaching to those involved in Homicide cases to build capability and performance, liaising closely with Service Coordinators to identify and recommend workforce training and development needs on an area by area basis.Facilitation of specialist training for staff and volunteers in homicide service delivery, in cooperation with the Learning and Development team.Professional development; this includes:Undertaking regular supervision, communication and meetings with the National Homicide Manager.Undertaking regular external pleting annual performance appraisals with the National Homicide Manager. Identifying and attending relevant training as required.Staying up to date with national and international trends in homicide support.Other tasks as required; this includes:Completing any other duties as may be reasonably requested by the National Homicide Manager.Ensuring a safe working environment is maintained through the active identification and reporting of hazards, incidents and risks to the National Homicide Manager.If trained and approved as a Careerforce Assessor, assist in the training and assessment of trainees undertaking the Level 5 Health and Wellbeing Diploma.
