4151630-303530Inspire Nurture Excel020000Inspire Nurture Excel4383405-154178000TRUST BUSINESS MANAGERPost: Multi Academy Trust Business Manager.Reporting to: Executive Principal, Principals & Trustees.CONTRACT TYPE:Permanent, 37 hours per week, term time only with an additional flexible 2 weeks per academic year.SALARY:Bucks support staff range 8 (?38,316 - ?42,638) or 9 (?43,737 - ?48,831) depending upon qualifications and experience.STARTING DATE:As soon as all pre-employment checks have been completed.JOB DESCRIPTION PURPOSE OF JOB:To give strategic vision and leadership to all aspects of Budget, Finance and OperationsTo lead, operate, maintain and develop the financial procedures and systems of the Trust/Academies, in co-operation with the Senior Leadership Team and Trustees, ensuring that legal and safety requirements with regard to people and property and function of the Trust/Academies are maintained.KEY AREAS OF RESPONSIBILITY:The Trust Business Manager will have a key strategic role in the leadership and management of the Trust and will be responsible for:Financial Planning, Management and ReportingAccounting and GovernanceInformation Management and ITPayrollPremises Human Resources ManagementIncome GenerationManagement of Central Administration team.DUTIES GENERAL:To lead and advise the Trustees, Executive Principal and Principal on matters relating to premises, finance and operations To advise the Executive Principal, Principal and Trustees on all matters relating to their collective responsibility for prudent financial management of the Trust, and other related activity. This includes maintaining appropriate financial systems & controls, ensuring the Trust as a Trust, company and charity, complies with all regulatory requirements and that financial information is both accurate and readily available to support financial decision making processesTo offer strategic contributions to the overall development of the Trust.FINANCE:Provide sound financial advice to Trustees, Executive Principal, Principal and other senior management colleaguesProvide an effective financial management service to the Trust and act as the leading interface between leaders, management and Trustees on financial mattersReport on a timely basis, to the DfE in line with their specific requirementsWork in conjunction with the Internal Audit Scrutiny Team to ensure that financial obligations of the Trust are fulfilled and appropriate financial, contractual & purchasing procedures are established and maintainedPerform a key role as a member of the Finance and Resources CommitteePreparation of the Annual Budget & maintaining monthly monitoring of the financial accounting of the Trust’s budget including individual academy accounts, SCITT and Wrap Around Club accountsThe preparation of monthly Cash Flow forecast for each academyCompletion of all financial and statistical returns for the ESFA, HMRC and DfEManagement of all cost centres with a view to implementing best valueEnsure in close co-operation with the Executive Principal, Principal & Trustees that an appropriate financial policy framework exists to guide Trust decision makingIdentify and tender for relevant external funding opportunities Undertake business and financial strategy, planning, monitoring, management and reporting including policies, systems, processes, risk assessment & personnelMaintain records to meet legal and tax requirements and to measure both inputs and outcomes of the Trust’s operationsProvide accounting services to budget holders in planning and controlling the work of the TrustPlan and manage Trust tax affairs under existing and proposed legislation and minimise Trust tax burdenAssist Auditors with statutory annual accounts and Annex G returnsMaintain contact with bankers, investment managers and pension advisersLiaise with appropriate bodies with respect to:InsuranceLegal ActivitiesSupplier/Partner relationshipsRegulatory body relationshipsApprovals & AccreditationsPurchasing, Contracts & Agreements.Submitting capital bids to the DfE, monitoring and control of capital expenditure on buildings and grounds, placing of contracts, appointment and monitoring of contractorsPromoting the Trust’s activities and premises with the objective of maximizing letting income, within agreed policiesSupporting staff responsible for delegated budgets with procedures which enable them to monitor these budgetsTo manage the bank accounts and ensure tight financial controls around authorisation and signatoriesWork with the Trust Senior Leadership and Trustees to ensure that:Trustees are fully informed of Trust performance (financial and operational)Trust meets all targets and standardsThe Trust develops effective policies, practices and proceduresThe Trust remains in sound financial healthEffective governance is achieved and RMATION MANAGEMENT AND IT:To manage, implement and develop appropriate administration systems andICT to support the objectives and ambitions of the TrustTo maintain systems in order to enable tracking of staff and pupil performanceand the progress of initiativesTo oversee the management of the Technical Support teams to ensure the IT requirements of all staff and students are supported on a timely basis. PAYROLL:Be accountable for an effective payroll system and ensure compliancewith all relevant legislationPrepare reports and returns as requested on payroll payments made(PAYE, expense payments, National Insurance, pensions)Ensure all government and pension returns are submitted accurately and on time.PREMISES:Take the lead on compiling and implementing a MAT Premises Development Plan including energy conservation alongside site staffEnsuring the appropriate placing and monitoring of all service contractsTo oversee any major building projects in liaison with Executive Principal, Principal and site staffTo oversee the management of the administrative and site teams in each Academy to ensure the Health & Safety requirements are supported on a timely basis.HUMAN RESOURCE MANAGEMENT:To work with Executive Principal and Principal to ensure adequate staffing for Academies within the MATTo ensure that the MAT is compliant with all adopted policies and proceduresTo provide HR support with issues/case work such as disciplinary, capability etcTo be an active participant in the Trust’s performance management processesEnsure compliance with all relevant employment law.INCOME GENERATION:Liaise with funding agencies to identify and secure additional funding for the TrustWork with all Senior Leaders to maximise income generation, financial growthand profile servicesEnsure relevant staff are aware of records that need to be kept ready for inspection by auditors.MANAGEMENT OF STAFF:Ensure staff in the Central Administration Team are efficient, accurate and effectiveProvide leadership, motivation, support and accountability of staff allocated to areasof responsibility, ensuring that appropriate standards of behaviour,performance and customer care are demonstrated at all timesActively contribute to the development of quality improvement programmesacross the TrustProactively implement the Trust’s policies and procedures.NOTESThe above responsibilities are subject to the general duties and responsibilities contained in the statement of Conditions of Employment.This job description allocates duties and responsibilities but does not direct the particular amount of time to be spent on carrying them out and no part of it may be so construed. ................
