Major duties include gathering evidence through interviews, document review, and observation of operations; documenting, organizing, and analyzing data for relevance; preparing final reports, including recommendation of licensure or certification. These may include hospitals, ambulatory surgery centers, ambulatory surgery facilities, end stage renal disease facilities, home care, home health and hospice agencies, child birth centers, and rural health clinics, and federal qualified health centers applying professional judgment, skills, and technical knowledge of current standards of nursing practice, and state and federal regulations.Tasks include: Before conducting an investigation, obtain and review information and data specific to the regulated entity. Information comes from state and federal databases, Internet information, prior inspections, completed investigations, and complaint allegations.Review complainant provided documentation and complaint allegations to determine if a possible violation of state or federal rules/regulations is within the jurisdiction of the regulated health care entity. Collect data through observation, interview, medical record and other document review of regulated entity during investigation. Determine areas of compliance/non-compliance based upon state, and federal regulations and laws, clinical care practice and standards of care. Tasks include: Write investigation and statement of deficiency/non-deficiency reports. Such reports are produced/written according to state and federal guidelines for content, structure (e.g. Medicare principles of documentation) and timeliness.Provide the statement of deficiency/non-deficiency reports to the regulated entity with instruction and nursing consultation on how to respond to statement of deficiency reports with a plan of correction document.Manage the flow of required paperwork, computer reports, and communication between the regulated entity, administrative staff, and program staff.Receive, evaluate and approve proposed plan of correction reports from regulated entity to the extent decision-making has been delegated by management. If plan of correction reports are incomplete, inaccurate, or inadequate, educate regulated entity on how to make changes and achieve an acceptable plan of correction document.When necessary, verify the implementation and accomplishment of the plan of correction with a return/follow-up on-site municate/consult with supervisor, program manager, other department staff and federal staff as needed for clarification of a rule or regulation, process requirement or when a more serious-level finding is discovered.Utilize state and federal software competently to perform and document work.2%Duty: Provide education and technical assistance to regulated health care entities, consumers and co-workers based on professional judgment, skills, and technical knowledge regarding state and federal regulations.
