ASSOCIATE SUPERINTENDENT/VICE PRESIDENT, ACADEMIC AFFAIRS

DEFINITION:

Under general direction to serve as a cabinet member and advisor to the superintendent/president in the area of instruction; serve as the chief instructional officer of the district responsible for the instructional programs provided by the college, including credit, non-credit, community education programs and other areas as assigned.

CLASS CHARACTERISTICS:

This is an educational administrator position reporting directly to the superintendent/president. The incumbent in this position provides leadership and oversight for policy development, strategic planning, and curriculum development for the college's instructional programs; oversees the operations of all instructional programs, including off campus locations programs; has a high frequency of responsible contact with administrative and professional staff, students, and other public/private agencies requiring tact and good communication skills; and values and promotes the mission and vision of the college.

ESSENTIAL FUNCTIONS:

1. Serves as a member of the superintendent/president’s cabinet; develops and recommends policies, procedures, and practices; may serve as the district’s delegated chief negotiator in collective bargaining.

2. Serves as coordinator for compliance with program regulations for Title IX and 504/ADA.

3. Works with the Superintendent/President to ensure accreditation standards are maintained.

4. Acts as an advisor in instructional matters; provides leadership in instructional planning.

5. Encourages program innovation and renewal through academic leadership and vision in instruction and program development in transfer, vocational, developmental, and non-traditional programs.

6. Oversees and facilitates the development and implementation of the Educational Master Plan.

7. Provides leadership and collaborates with the office of student services in enrollment management by planning and directing effective instructional programming including the schedule of classes, room utilization, instructor load, and student retention.

8. Supervises curriculum development and evaluation, instructional support services, learning resources services, total instructional program (credit and noncredit), and certificated contract administration.

9. Provides leadership in the development of institutional research projects related to instruction and student learning.

10. Responsible for maintaining and updating the college catalog.

11. Coordinates instructional development through long-range planning, grants, and liaison with federal, state, and private or public agencies.

12. Fosters articulation agreements with other education institutions through partnership development.

13. Represents the college in the community; serves as needed on statewide committees and in professional organizations.

14. Provides an instructional perspective and leadership in collective bargaining negotiations and contract administration as assigned.

15. Understands and promotes the role and use of technology in the instructional environment, including courses provided on-line and through distance learning.

16. Understands and supports the role of faculty and staff in participatory government.

17. Reviews budgets and oversees instructional staffing and resource allocation systems (e.g. equipment, facility modifications, supplies, regular faculty and classified positions).

18. Oversees the preparation of annual plans for the major units within academic affairs and evaluates the attainment of goals.

19. Coordinates the evaluation of all instructional personnel.

20. Maintains currency on legislation and regulations affecting the instructional program.

21. Chairs or serves on various college committees and councils.

22. Acts as the college’s liaison officer for accreditation and works with the Superintendent/President to ensure accreditation standards are maintained.

23. Provides leadership in the development and implementation of student learning outcomes and assessment.

24. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Knowledge of:

• Curricular structure of the community college;

• Modern personnel supervision practices;

• Modern research techniques;

• Applicable sections of the California Education Code and federal and state regulations;

• Theory of higher education learning outcomes;

• Current curriculum development and contemporary teaching methodologies; and

• Instructional support programs and attendant technologies.

Demonstrated ability to:

• Plan, organize, and direct instructional programs.

• Meet time constraints in the rendering of advice and reports to the superintendent/president and higher authority.

• Work effectively and cooperatively with others.

• Relate and communicate effectively with administrators, faculty, staff and students.

• Manage efficiently the instructional programs of a multi-campus and multi-site college.

• Demonstrate sensitivity to, and respect for, a diverse population.

• Demonstrate a service leadership management style.

Education and Experience:

A master’s degree from an accredited college or university is required. An earned doctorate from an accredited educational institution is preferred. Three years full-time experience as a college classroom instructor is preferred. Five years of increasingly responsible full-time administrative experience in an institution of higher learning. Familiar with provisions of the California Education Code, the California Code of Regulations, and federal regulations that bear on the operations of the college is highly desirable.

Working Conditions:

• May be required to work a flexible workweek which includes day and evening hours and occasional weekend assignments and may be assigned to any district location.

• Duties are primarily performed in an office environment, at a desk, or at a computer.

• The incumbent will experience interruptions while performing normal duties during the regular workday.

• The incumbent will have contact, in person or on the telephone, with executive, management, supervisory, academic and classified staff and the general public.

• Work requires travel to other offices or locations to attend meetings or conduct work.

Physical Demands:

• Typically may sit for extended periods of time.

• Operates a computer keyboard.

• Communicates over the telephone and in person.

• Regularly lifts, carries and/or moves objects weighing up to 10 pounds.

Special Qualification:

Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and to staff and students with disabilities.
