Small classes better motivated

Perth's only Jewish school has achieved the highest median tertiary entrance ranking in the State. Though Carmel School does not appear on the official table released by the School Curriculum and Standards Authority because it had fewer than 20 students last year, it achieved a stellar median Australian Tertiary Admission Rank of 96.65.

This means that half the school's 17 university-bound students achieved an ATAR above that.

The next highest median ATAR of 93.6 was achieved by Perth Modern School, where all students are selected for their academic ability.

Principal David Taylor said even though it was easier for a small school to achieve a higher median

ATAR than a big one, it was still a remarkable achievement by talented and motivated students.

Though Carmel was a Jewish school it also had an open enrolment policy and took a few non-Jewish students.

Mr Taylor said it had been an advantage for the students to be in such a small year group which was about half the size of a normal Year 12 cohort.

"Each of the courses had very small class sizes and the teachers were able to give them intimate and personal support," he said.

"But they were also a very motivated group of kids that were keen to do well."

He said the school tended to achieve good results because Jewish people had a strong tradition of valuing learning.

"That dates back 5000 years," he said.

"That whole culture of valuing learning is inculcated in the families and the schools."

Mr Taylor said Carmel had the opposite problem from many schools because it had to discourage some students from doing too much homework.

Noa Levin, 17, who was head girl last year and scored an ATAR of 98.4, said the Year 12s were a close-knit group who had shared the same classes for most of their lives.

"We had quite a bright bunch of people and everyone pushed each other to do the best that we could do," she said.

"Some classes had only two students. It was really good having that one on one with the teachers."

Different sources for data

Forming an opinion of school quality based on the academic achievements of one group of Year 12s in one year is a bit like scoring a restaurant based only on its dessert menu.

Anyone judging a restaurant would also take into account the quality of its other courses, as well as customer service and ambience.

In the same way, anyone comparing schools would also look at what sports they offered, the standard of teaching and how close they are to their home -- not just at how well their Year 12s fare academically.

And when it comes to ranking schools, there is no one measure that can capture adequately the differences between schools, which is why the School Curriculum and Standards Authority warns readers to look at a range of different tables, instead of drawing conclusions from just one.

That is also the reason The Weekend West has this year chosen to produce a separate top 50 list based on the median Australian Tertiary Admission Rank achieved by students in each school.

That data comes from a different source and is obtained under freedom of information laws, so readers will not find the full list anywhere else.

The median ATAR is simply the middle ATAR score achieved by that school, which means half the

students performed above and below that mark. Some critics have also argued that using ATARs is a fairer measure because it is based on scaled exam and school marks that have undergone a statistical moderation process.

They say WACE course scores -- on which the WACE top 50 list is based -- are less reliable because they have not been subjected to any scaling to take into account the difficulty of the courses that students have studied.

SCSA board chairman Patrick Garnett acknowledges that ranking schools based on their median ATAR is another valid measure of achievement.

"But, like all of these indicators,

it's capable of being distorted by things like how many kids get encouraged to do the ATAR courses versus how many get encouraged out of it," he said.

"If you had a median ATAR of 65 and 95 per cent of your kids were doing it, I think that's better than having a median ATAR of 70 and 30 per cent of your kids doing it."

Many of the same schools appear on both lists in slightly different order.

All Saints' College, which ranked top of the WACE list, is third on the ATAR list.

Top-ranking public school, Perth Modern, which is the only WA school with an entry exam, came second on both lists.

A number of schools in Western Australia now offer students a choice between the global International Baccalaureate Diploma Programme (IBDP) or the Western Australian Courses of Study (WACE) as a way to secure a University placement.

The schools listed below support the AHISA statement that league tables do not represent the worth of an education at any given school. The validity of these tables is further compromised by the fact that IB Diploma student results are not included in the league calculations.

If `school rankings' are important to you in selecting the right school for your child's education, make sure you have the full picture.

The Association of Heads of Independent School of Australia (AHISA) WA and the Catholic Secondary Principals' Association (CSPA) do not support the publication of league tables as they unfairly compare schools and students using a narrow and simplistic measure. League tables ignore the relative advantages and disadvantages inherent in society.

The tables fail to recognise student achievement and engagement in other diverse programmes and domains. Nor do they recognise integrity of character. League tables also underestimate the important partnerships schools develop to support young people moving into the next phase of their lives.

We congratulate all Year 12 students who have achieved their personal best in the WACE and applaud the commitment, professionalism and dedication of all teachers and ancillary staff in supporting the achievements of Western Australian students.

READING THE TABLES

? These tables combine information provided by the School Curriculum and Standards Authority and by the Tertiary Institutions Service Centre. Different criteria are applied by the two bodies when compiling these lists. ? Information on achievement in WA Certificate of Education (WACE) and vocational education and training (VET) courses is released annually by SCSA. ? Australian Tertiary Admission Rank (ATAR) statistics were obtained by The Weekend West from TISC under freedom of information laws. ? The first three columns of the table on pages 4 and 5 show the number of eligible Year 12s at each school, the percentage of stage 3 enrolments and the proportion in which students scored 75 or higher. The last three columns show how many students achieved an ATAR by sitting at least four exams, each school's median ATAR and the percentage of Year 12s who graduated. ? Schools with fewer than 20 eligible Year 12 students are not listed, nor are those with mature-age and international students. The median ATAR is not given if there are fewer than five students with an ATAR. ? The table on page 6 shows the number of Year 12s at each school who did VET courses and the percentage who completed a certificate II or higher. Country schools put on a good showing, with eight making it into the top 50 WACE table for academic achievement.

School Curriculum and Standards Authority chief executive Allan Blagaich said it was encouraging to see so many regional schools on the list.

"There are some schools that have not in the past appeared that are pleasing to see," he said.

Education Department director-general Sharyn O'Neill said she was delighted to note that five regional public schools had made it into the top 50 table.

"It is a tremendous credit to all students and staff and shows we have strong schools in country WA," she said.

The top-ranked public country school was Albany Senior High School, which placed 27th on the table based on the percentage of units in which students achieved course scores of 75 or above.

The other public schools included Australind (32), Margaret River (33) and Manjimup Senior High School (42) and Manea College (45).

Private schools Bunbury Cathedral Grammar School (41), Georgiana Molloy Anglican School (44) and Bunbury Catholic College (49) also featured.

Though it did not appear on any of the tables because it had so few students, St Mary's College in

Broome also had a stellar year, with several pupils achieving results in the top 10 per cent of the State.

Albany SHS deputy principal Graeme Bell attributed his school's performance to its committed, experienced teachers who counselled students to enrol in courses that suited them.

"We're fortunate we've got some very good feeder schools," he said.

"And we've got good counselling processes where we work with the

students to get them in a course appropriate to their aspirations and abilities. If you get the kids into the right courses they're motivated and they do well."

Mr Bell said country students tended to be independent learners who had many outside interests.

"It's not all academic rigour -- it's about the sporting and the cultural also," he said.

About 40 per cent of the students at Albany took ATAR courses that put them on a path towards direct

university entry, though many took a gap year before moving away from Albany to start tertiary studies.

Mr Bell said most of the high achievers who put their school uniforms on for one last time to be photographed were also planning to go to university.

The school's head boy, Reyne Hordacre, who spoke at the funeral last week of fellow Year 12 student Jay Muscat who was killed by a shark, hopes to study medicine.

PATHWAY KEY TO SATISFACTION

The number of schools vying for top of the table for vocational education and training achievement is growing each year as high schools increase their focus on VET courses. Nineteen schools tied for first position on the rankings based on the proportion of students achieving a VET certificate II or higher, up from 14 the previous year. Thornlie Senior High School had the most students, with 87. Principal Paul Billing attributed the school's performance to teachers' diligence in monitoring students' progress through their courses to make sure they met all their deadlines. The school had also increased the number of courses it offered to appeal to students' interests in areas such as media, music, dance and visual arts. "Given that about 70 per cent of our students are vocationally bound, we thought we really needed to look at broadening the range," he said. "So we've gone from about four mainstream courses about three years ago and we're offering about a dozen now. "We've built pathways of complementary courses around

each of those and we counsel our students very strongly to make sure they get the pathway that's going to satisfy their needs and their interests, so we don't have them falling by the wayside halfway through the course." Thornlie VET co-ordinator and registered training organisation manager Linley Stewart said everything students did in the classroom was linked to what happened in real workplaces. She said students could choose between courses as diverse as information technology, hospitality, child care and sport. Thornlie SHS dux of vocational studies Danii Rock said she liked having the flexibility to do courses that she enjoyed without the pressure of having to sit exams. She did courses in visual arts, outdoor education, media production, careers and enterprise, maths and English. "They give you heaps of options," she said. Danii plans to study events management at TAFE this year. Last year more than 41 per cent of all Year 12 students took part in a VET program, with 7000 students achieving at least one qualification.
