West Kent CCG wishes to secure a better quality of care for

people with mental health needs by working together with

the Local Authority to establish a single approach for

procuring mental health services and managing contracts

and/or agreements with mental health service providers. By

IAPT access

KCC will use the Grant to provide the Services, leading to a

more effective use of resources and more equitable access

for people with mental health needs. The section 256 will

provide funding for the Local Authority to procure voluntary

sector providers to provide the Services for people with

mental health needs. This agreement is in the process of

formal sign off by both parties. Annex 2 provides an update

on the first six months and sets out the expectations of the

Section 256.

Transition: young people into adult services 6th December Workshop Services for Young Adults

The CAF information advising GP's has been sent last week, this has been welcomed and will hopefully reduce CAHMS waits. KMCS are developing a ADHD care pathway for the whole county, this was agreed at POG last week KCC, Penny Southern, is arranging a working group to promote this area, West Kent CCG will be involved.

Ivan Rudd update: Kent Sheds Lead organisation tender is now on the Kent business Portal. Bids invited to support the development of Kent Sheds across the county. Veterans are a key group to be encouraged to join the Sheds programme. Prime aim is to tackle isolation and create opportunities to support men to develop skills and improve their health and mental wellbeing. This is key outcome as part of wider suicide prevention strategy and increase uptake of Increasing Access to Psychological Therapies ( IAPT) services. D Holman has experience setting up Sheds and IR will keep WK CCG updated on KCC tender.

Dr Saloni Zaveri, Acting Consultant in Public Health Medicine Chair of the Kent and Medway Suicide Prevention Steering Group has contacted Kurunandan Coonjobeeharry NHS WK CCG to join the refreshed group. The group has representation from key partners but needs strengthening with regard to Primary Care. Next meeting of the Suicide Prevention Group:

Annex 1

Terms of Reference for West Kent Health and Wellbeing Board's Mental Wellbeing and Mental Health Task and Finish Group

Name of Group

Mental Wellbeing and Mental Health Task and Finish (T&F) group for West Kent Health and Wellbeing board.

The following organisations will form the core of this T&F group. As this is a T&F group it will have both commissioners and service providers as group members.

It is imperative that group members secure senior level support within their organisations for this T & F group.

Frequency of meetings

The group will meet on a monthly base for next 6 months

Reporting and Governance Arrangements

The T&F group will report to the West Kent Health and Wellbeing Board. A designated member of the group will provide a report to the West Kent Health & Wellbeing Board. The group members will take responsibility to meet their organisations/ departmental governance agreements.

Functions & Expected Outputs

The outputs of the group should complement the Live It Well Strategy for improving the mental health and wellbeing of people in Kent and which has informed the Kent Health and Wellbeing Strategy.

Annex 2 Progress with Section 256 activities under the 2006 National Health Act

Purpose:

1. To procure and performance manage the contracts / agreements with service providers in order to meet the commitments of the "Live it Well Strategy" 2010 ? 2015 for the People of Kent and Medway. This Grant will enable the CCG's and Social Care to meet Commitment 1; that public services, the voluntary sector, and the independent sector will work together to improve mental health and wellbeing through the provision of:

2. 1.1 employment projects 1.1.1 provide vocational profiling, occupational action plans, skills development and work placements; 1.1.2 provide training activities, enhance confidence and the ability to build workplace relationships; 1.1.3 support service users to use community based opportunities in finding work; and 1.1.4 work with local employers to find work placements; 1.2 user forums 1.2.1 build capacity in service users to enable participation and facilitate user participation in decision making forums; 1.2.2 take part in service evaluations of aspects of mental health provision; 1.2.3 collect user views by a range of means and identify gaps in service; and 1.2.4 hold regular meetings of users (forums) twice a month;

1.3 informal community services 1.3.1 access to "drop in" as service users wish and integration with normal community activities; 1.3.2 be part of a service user's supportive social network; 1.3.3 build service users' capacity for self-help; and 1.3.4 support purposeful activity in a range of normal community settings;

1.4 advocacy services 1.4.1 provide time limited and focused advocacy interventions; 1.4.2 enable empower service users to develop confidence and skills in dealing with issues; 1.4.3 protect the rights of service users by working with other agencies; and 1.4.4 give support at care planning meetings and reviews.
