FOUR OF A KIND REGATTA CHELSEA YACHT CLUB INC MELBOURNE, AUSTRALIA NOTICE OF RACE AND SAILING INSTRUCTIONS The organising authority for this regatta is Chelsea Yacht Club Inc. The regatta will be conducted by Chelsea Yacht Club Inc (CYC). 1. RULES The Regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS), the Notice of Race, the Prescriptions and Special Regulations of Yachting Australia (YA), the Class Rules (except as any of these are altered by the Sailing Instructions) and the Sailing Instructions. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official Regatta Notice Board located beside the course board on the ground floor in the CYC clubhouse. These Notice of Race & Sailing Instructions will be available from 0830 hrs at the Registrations desk. 3. CHANGES TO SAILING INSTRUCTIONS Any changes to the sailing instructions will be posted not less than two (2) hours before the first warning signal. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore may be displayed from the balcony of the CYC clubhouse. 4.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in race signal AP. 4.3. When flag Q is displayed ashore, no competitor may leave the beach until the signal is lowered. 5. FORMAT OF RACING 5.1. Classes may be raced in Classes or Divisions at the discretion of the race committee. 5.2. The allocation of Classes to Divisions will be announced before racing on the first day and posted on the official regatta notice board. 6. SCHEDULE OF RACES 6.1. Racing is scheduled as follows: Saturday 6th February 0930hrs Information Session 1030hrs (Warning Signal) Race 1 - First Warning Signal 1200hrs Lunch 1330hrs (Warning Signal) Race 2 & 3 Division Warning Signals ASAP thereafter 1730hrs Presentation 7. DIVISION / CLASS FLAGS 7.1. Classes will be assigned to a Division or Class. 7.2. The Divisions or Classes will be notified on the Official Notice Board prior to 0930. 7.3. Division will be indicated using numeral pennants 1 through 0 or Class flags as required. 8. RACING AREA The Racing area is on the waters of Port Phillip, generally in front of CYC. 9. THE COURSE 9.1. The courses to be used will be displayed on the course board located in the main CYC boat shed. 9.2 The courses for each class or division shall be displayed on the course board located in the main CYC boat shed before 0930 hrs on the day they will take effect. Course information includes the layout of the course, the marks to be rounded and which side they are to be rounded. 9.3. No later than the warning signal, the race committee start boat may display the approximate compass bearing of the first leg. MARKS Marks for each course are as described in Attachment A Replacement marks, if required in accordance with clause 12 of these sailing instructions, are described in Attachment A The port end Start and Finish Marks are described in Attachment A A crowding mark may be laid near the race committee boat but not necessarily on the starting line. When laid, this mark shall be considered an extension and a part of the race committee boat. 11. THE START 11.1. The starting line will be between a mast displaying an orange flag on the race committee start boat at the starboard end and the port end starting mark. 11.2. Races shall be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded Signal Flag and sound Minutes before starting signal Warning class/division flag 1 sound 3 Preparatory P, I, U or Black flag 1 sound 2 One-minute Preparatory flag removed 1 long sound 1 Starting class/division flag removed 1 sound 0 The warning signal for each succeeding class shall be made with or after the starting signal of the preceding class. This changes rule 26. 11.3. A boat starting later than three (3) minutes after her starting signal will be scored Did Not Start (DNS). This changes rules A4 and A5. 11.4 Boats whose preparatory signal has not been made are asked to keep clear of the starting area and all of the boats whose preparatory signal has been made. 12. CHANGE OF COURSE AFTER THE START 12.1. A change of course after the start will be signaled in accordance with RRS 33 before the leading boat has begun the leg, although the new mark may not then be in position. 12.2. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration. 12.3. When in a subsequent change of course a new mark is replaced, it will be replaced with an original mark. 13. THE FINISH 13.1. The finish line will be between a mark as described in Attachment A and laid generally in front of CYC, and the control tower of CYC located at the north end of the balcony. 13.2. Boats, which have finished, are asked to keep clear of all boats, which are still racing. When returning to the beach, boats should avoid re-crossing the finish line and keep clear of the finishing area. Finish under shortened course. 13.3. When shortened course is signaled at the last mark of a lap, boats shall after rounding that mark sail directly through the club finish line as described in Attachment A. When shortened course is signaled at any other mark boats shall finish in accordance with rule 32.2(a) 13.4. Code Flag S flown on its own means that the shortened course applies to all Divisions. A Division Flag (numeral pennant) flown with Code Flag S means that the shortened course applies to the signaled Division(s) only. 14. PENALTY SYSTEM Rule 44.1 shall apply except that for catamarans and boards, the two turns is replaced by a single turn with one tack and one gybe. 15. TIME LIMIT 15.1. The target time limit for each race will be 90 minutes from the starting signal. 15.2. Boats failing to finish within 15 minutes after the first boat in the division sails the course and finishes will be scored Did Not Finish. This changes Rule 35, A4 and A5. 16. PROTESTS AND REQUESTS FOR REDRESS 16.1. Protest forms are available at the regatta office located at CYC. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 16.2. For each division, the protest time limit is 60 minutes after the last boat has finished the last race of the day. 16.3. Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located upstairs in the main clubhouse, beginning at the time posted. 16.4. Protest Arbitration may be used as a preliminary step prior to a full protest hearing for protests under the rules of Part 2. If a boat accepts a penalty during an arbitration hearing the penalty shall be a Scoring Penalty as described in RRS 44.3 (20% penalty). 16.5. Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 16.6. For the purpose of rule 64.3(b) the “authority responsible” is the measurer appointed by the organising authority. 16.7. Breaches of instructions 11.3, 18, 21, 23, 24, 26 will not be grounds for a protest by a boat. This changes rule 60.1(a). 16.8. On the last scheduled day of racing a request for reopening a hearing shall be delivered within the protest time limit if the requesting party was informed of the decision on the previous day; no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66. 16.9. On the last scheduled day of racing a request for redress from a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2. 17. SCORING 17.1. The Low Point Scoring System of Appendix A will apply. 17.2. In divisions containing a mix of classes, a boat’s finishing time will be adjusted by its Yachting Victoria (YV) yardstick to arrive at a corrected time which will determine its finishing place. Any class without a YV yardstick will be awarded a yardstick as determined by the race committee. 17.3. Three races are scheduled to be sailed in the Four of a Kind regatta. One race is required to be completed to constitute a series. All races shall count. 17.4. To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the temporary control tower. 17.5. The scoring abbreviation for a discretionary penalty imposed under instruction 16.8 will be DPI. 18. SAFETY REGULATIONS 18.1. Competitors attention is drawn to fundamental RRS 1 and 4. Competitors shall make their own decision to start or continue in a race, taking into consideration the prevailing conditions at the time. 18.2. Intention to Race (Sign On) For each race, all boats intending to race shall “sign on” prior to the warning signal of each race via a sign on sheet, which will be located beside the course board. Failure to comply with this sailing instruction may result in a boat being scored equal to Did Not Start (DNS) for the race. 18.3. Declaration (Sign Off) 697873926473

Personal Buoyancy All competitors shall wear, at all times while afloat, personal floatation devices that are in good condition and are in accordance with the specifications issued by or approved by a national authority affiliated to the International Sailing Federation, or standards organisation or certification authority recognised for the purpose by its respective government. Attention is drawn to RRS Fundamental Rule 1.2. 19. REPLACEMENT OF CREW OR EQUIPMENT 19.1. Substitution of competitors shall not be allowed without prior written approval of the race committee. 19.2. Substitution of damaged or lost equipment shall not be allowed unless approved by the race committee. Requests for substitution must be made to the Race Committee at the first reasonable opportunity. 20. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and these sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection. 21. ADVERTISING 21.1. The Regatta is classified as a Category C Event in accordance with RRS 80 and ISAF Regulation 20. 21.2. Boats shall display in locations specified, logos, pennants or promotional material as may be supplied. 22. OFFICIAL BOATS Race Committee vessels may display a CYC Burgee. 23. SUPPORT BOATS 23.1. Unless directed by the race committee, team leaders, coaches and other support personnel shall stay outside areas where boats are racing and keep more than 50 metres clear of any mark of the course from the time of the preparatory signal for the first division to start until all boats have finished or the race committee signals a postponement, general recall or abandonment. 23.2. Failure to comply may result in disqualification of all boats associated with the infringing vessel (after protest). 24. RUBBISH DISPOSAL Boats shall not put rubbish in the water. Rubbish may be placed aboard support and race committee boats. 25. LIABILITY – INDEMNITY 25.1. Injuries to competitors and damage to boats can and often do happen. Competitors sail at their own risk. The Organising Authority and all parties involved in the organisation of the Four of a Kind 2020, accept no responsibility or liability for any loss, damage or injury that may occur to any person or property, whether ashore or afloat, as a consequence of participation in the Regatta or otherwise. The Organising Authority and all parties involved in the Regatta, disclaim any and all such liability. 25.2. The Notice of Race and Sailing Instructions in no way limit or reduce the complete and unlimited responsibilities of a competitor for the management and care of a boat she or he may be sailing in the Regatta. 26. RADIO COMMUNICATION A boat shall neither make nor receive radio transmissions while racing, including mobile phones, that are not available to all boats. 27. PRIZES Prizes will be awarded for classes in the four of a kind regatta, individual prizes may be awarded. $300 to the class with the four best combined Australian Sailing yardstick results $200 to the class with the four second best combined Australian Sailing yardstick results$100 to the class with the four third best combined Australian Sailing yardstick results?? $500 to the class with the largest number of participating boats $300 to the class with the second largest number of participating boats 28. 28.2. Acceptance of a boat as an entrant in the series, or part of the series, is not to be taken as express or implied acceptance on the part of CYC and/or any of its Flag Officers, Committee, Equipment Officers or any other members, of the fitness of any boat or any equipment on such boat to safely compete in any race in the series. It is the responsibility of each skipper of each competing boat to decide whether his/her boat is fit for the intended purpose and neither CYC nor any club or company connected with the organisation of the race is responsible for the seaworthiness of any boat whose entry is accepted. 28.3. Attention is drawn to Fundamental Rule 4 of the RRS which states: The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone. 29. INSURANCE It is recommended that each participating boat be insured with valid third-party liability insurance with a minimum cover of AUD$10,000,000 per event or equivalent.
