DESCRIPTION OF BASIC RESPONSIBILITIES:

The Business Manager is responsible for the development and maintenance of sound business systems and procedures for accounting, budgeting, legislation, and cafeteria. These responsibilities are carried out under the policies of the Board of Trustees and the direction of the Superintendent. The Business Manager exercises immediate supervision over the evaluation of the Fiscal Office personnel and Cafeteria Staff.

SUPERVISOR: Superintendent

ESSENTIAL DUTIES:

1. Develops and maintains all aspects of fiscal operations of the District, including position control, budget development, long range fiscal planning, income projections, payroll, purchasing, accounts payable, accounts receivable, and other operations related to the fiscal policies of the schools, administration, and Board of Trustees.

2. Member of the District's Management Team who is responsible for decision making, policy recommendations and budget recommendations to the Superintendent and Board of Trustees; attends Board meetings; attends all finance, budgetary, and other committee meetings as required.

3. Interprets, develops, and analyzes statistical data for the Superintendent and Board of Trustees. Also posts, checks, assembles, tabulates, audits and compares statistical and financial data.

4. The Business Manager will prepare reports on cash flow, purchasing, and financial updates for the Superintendent and Board of Trustees.

5. The Business Manager inputs data procedures of the organization to provide timely, accurate information systems, data, and long range forecasts.

6. The Business Manager shall implement and supervise a program of effective budget control.

7. The Business Manager shall provide for a program of accounting and reporting in support of the fiscal operations of the District.

8. The Business Manager shall provide for timely development of monthly and annual financial reports to the Superintendent, Board of Trustees, program managers, and site administrators in an accurate, understandable manner.

9. The Business Manager shall communicate in a proactive manner with the Superintendent, Board of Trustees, and community regarding fiscal issues or conditions as these evolve across the state or district.

10. The Business Manager shall prepare the District and school sites for the annual state mandated audit.

11. The Business Manager shall provide for an accurate, approved attendance accounting system for schools and employees.

12. Develops and supervises internal audit procedures and data processing systems. 13. Prepares budget calendar, preliminary, tentative and final budgets, and budget revisions. 14. Develops maintenance, categorical and special program budgets. 15. Accounts for and reports expenditures of Federal and State funded projects, including

OPSC and the DSA. 16. Assists independent auditor with annual audit and compliance audits. 17. Develops and supervises accounting, purchasing, assists bidding, inventory and accounts

payable and accounts receivable systems. 18. Controls financial accounts, state reports and audits of receipts and disbursements for

student body funds. 19. Supervises and oversees classified staff in the District and business offices as well as

cafeteria personnel. 20. Forecasts and analyzes ADA, enrollment, and staffing needs 21. Administers risk management program; including fire, liability, and other insurances

carried by the District. 22. Assists in securing and executing necessary bids and leases. 23. Performs other appropriate duties as assigned by the Superintendent. 24. Prepares state and federal reports such as the State Consolidated Application.

EMPLOYMENT STANDARDS:

Knowledge of:

Provisions of the Education Code and the School Accounting Manual Public School Finance practices Principles and practices of governmental accounting, auditing and budgeting Supervision and training of employees Correct English usage, grammar, spelling, punctuation and vocabulary Modern office practices, including 10-key calculator and keyboard proficiency Software programs including word processing, spreadsheets, and databases Internet, appropriate browsers and email software Grant writing

Ability to:

Apply the principles, practices, and techniques of governmental accounting Develop and maintain fiscally sound budget projections Apply the principles of budgetary preparation and control Assemble and analyze data and make appropriate recommendations Plan, organize, and coordinate the work of others Develop and install new and revise existing methods and procedures

Quickly learn new complex computer applications Establish and maintain cooperative relationships with those contacted Supervise and evaluate staff

EXPERIENCE:

Knowledge of school accounting structures Technology and website experience preferred Experience with the supervision of employees Possession of a valid California's driver's license and willingness to travel between multiple work locations is required

EDUCATION:

Bachelor's degree in accounting, finance, and public administration or business administration which may include courses in government accounting and computer applications preferred.

PHYSICAL REQUIREMENTS: Light Physical Effort

1. Normally located in a work environment with light physical qualifications and requirements. 2. Ability to sit for extended periods of time 3. Stand, walk, bend, twist, reach and grasp 4. Provide oral and written information, in English 5. Lift, carry, push, pull or otherwise move objects up to 25 pounds 6. Dexterity to operate standard office equipment and use a telephone
