General Summary of Function/Purpose of PositionThis position serves as the offender employment and opportunity analyst responsible for tracking, compiling and analyzing data related to offender employment and job data.? This position will work with the MDOC’s Job Developers at the direct of the Offender Employment and Opportunity Unit manager to identify employment trends for returning citizens and determine the deployment of employment related resources.? In addition, this position will be responsible for maintaining the information necessary for the department to communicate with other agencies and stakeholders in regard to offender employment and self-sufficiency.?? 15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:60Compile,?track and analyze data related to offender employment, job retention, and barriers to work that will be used to guide the work of the Offender Employment and Opportunity (OEO) Unit. ?Individual tasks related to the duty:Create reports using Microsoft Excel, Microsoft Access and SPSS to analyze the information?from the MDOC’s databases, partnering agencies, as well as other sources to accurately track offender employment on a statewide, prosperity region, and county basis.Analyze reports related to Offender Employment and Opportunities pose proposals and recommendations to advance the offender job placement mission of the Offender Success Administration.Analyze the Monthly Offender Success Administrative Agency (OSAA) Performance Report and produce additional reports for all regions to monitor contractual requirements and performance outcomes. Analyze the OSAA monthly performance reports and provide training when appropriate.? ??Respond to OSAA questions and inquiries regarding their monthly performance reports. ???Work with Field Office Administration staff to ensure that employment status data is being accurately entered and updated in MDOC databases.Develop and produce monthly reports related to offender employment at the direction of the OEO manager and MDOC administrators.Work in conjunction with the MDOC job developers, field staff, and education staff to identify and track trends related to offender employment and training.Track specific MDOC employment initiatives, such as the Vocational Villages to determine offender employment outcomes.Act as a liaison between the Offender Success Administration and Field Operations Administration on issues related to offender employment.Duty 2General Summary:Percentage:25Analyze data by geographic region to tailor and produce mission focused benchmarks, dashboards, proposals and recommendation sets to advance the offender job placement targets of the Offender Success Administration. Monitors projects, dashboards and materials related to Offender Employment Opportunity.Individual tasks related to the duty:Collect national, region and local employment trends and data and monitor national best practice models, thereby using individual discretion in application of same in meeting the mission of the Offender Success plete projects as assigned by supervisor that are intended to identify and address structural barriers to employment, job retention, and self-sufficiency on the part of offenders.Prepare materials related to Offender Employment and Opportunity Unit activities to be used for internal and external communications with key stakeholders.Research employers and produce a report for the MDOC Job Developers with the gathered information to assist with employer out reach based on MDOC offender training programs.Develop a Job Bulletins for each partnering employer that will be used to communicate the hiring requirements to Field Agents so that they can screen potential candidates for specific jobs.Create and distribute a Candidate Blast for each prosperity region that includes resumes and employment related information for offenders that completed a career and technical education program while incarcerated.Duty 3General Summary:Percentage:5Complete mandatory training as required by the MDOC training unit.Individual tasks related to the duty:Report to on/off site training location as approved by SupervisorReport to training prepared and in a timely mannerComplete online training accurately and in a timely mannerSign Training CAR 854 as required in a timely mannerReviews related post orders, memos, policies, procedures and work statements related to trainingDuty 4General Summary:Percentage:10Other Duties as assigned by SupervisorIndividual tasks related to the duty:Other duties as assigned.16. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a bachelor’s degree in any major.EXPERIENCE:Departmental Analyst 9No specific type or amount is required.Departmental Analyst 10One year of professional experience.Departmental Analyst P11Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.PREFERRED:?
