CALIFORNIA CONSERVATION CORPSPOSITION DUTY STATEMENTWORKING TITLE OF POSITION:Zone Recruiter REPORTING UNIT NUMBER:652DIVISION/BRANCH OR CENTER:Fresno Monterey Bay LOCATION:FresnoCLASS TITLE: Staff Service Analyst (SSA)POSITION NUMBER: 533-652-5157-001EFFECTIVE DATE:EFFECTIVE ON THE DATE INDICATED, THE EMPLOYEE PERFORMS THE FOLLOWING DUTIES AND RESPONSIBILITIES ASSIGNED TO THE ABOVE POSITION.Under the supervision of the District Director, the Zone Recruiter (Staff Services Analyst) provides for the recruitment and intake of young men and women (ages 18-25) for the California Conservation Corps (CCC) residential sites statewide, and non-residential sites within the zone. The Zone Recruiter will serve as the lead for up to four Special Corpsmember (SPCM) Recruiters assigned to the recruitment territory. The position requires exceptional analytical skills, public speaking, driving state vehicles, lifting and transporting recruitment materials/equipment, and periodic evening and weekend work assignments.Relative Time Required30%Actively recruit young adults (ages 18-25) from the local community who will qualify to successfully perform work in CCC residential and non-residential centers located throughout the state. Work closely and cooperatively with local CCC centers, local conservation Corps and Job Corps, high schools and community-based organizations engaged in youth and adult job assistance, to develop and maintain relationships that result in California youth gaining access to the CCC program. Travels and works from the Fresno and Monterey Centers or in the field in the region assigned to build community partnerships through extensive phone outreach, in-person meetings with community partners and agents, attending local events, cold calling, participating in speaking engagements, and collaborating with community centers, religious leaders/venues, schools, libraries, etc. to host or co-host events. Builds communication and feedback channels to ensure questions are being asked/answered for each segment. Research and apply principles, practices and trends of youth recruitment and incorporate them into CCC practice. Advise management on improvements to the recruitment process. Using public speaking skills, conduct presentations to provide information about the CCC’s opportunities in a dynamic and persuasive manner. Interview young applicants to determine their goals and connect them to opportunities within the CCC. Demonstrate effective analytical skills, time management practices, leadership skills, and speaking and writing ability. Travel is required.30%With guidance and direction, serves in a lead capacity for up to four (4) Special Corpsmember Recruiters assigned to the recruitment territory—provide guidance and training to Special Corpsmembers as needed. Evaluate recent recruitment activities for overall effectiveness and make recommendations to the district director for improvements. Tracks work products through a variety of computer programs including Salesforce and Share Point. Manages requests for and the distribution of collateral materials. Under mentorship, develops and manages enrollment action plans for the zone based on research and data provided by California Conservation Corps and third parties – including enrollment events, stakeholder engagement and awareness outreach targeting identified segments and personas. 25%Collect, review and evaluate candidates’ application paperwork for assignment to CCC Centers based on their qualifications meeting hiring criteria (e.g., fingerprinting and pre-employment drug testing). Collect and analyze data to determine each candidate’s optimum location statewide or within the zone based on the identified needs of the department and the recruit. Enter and maintain applicant data in the CCC Corpsmember Recruitment (CoRe) Database System. Under guidance, prepare complex recruitment reports for the District Director.10%Daily maintain electronic calendar in Outlook, Sharepoint, Salesforce or other electronic mail and scheduling software as determined by CCC Recruitment and/or the district director. Weekly prepare reports for district director and executive team generated by calendar database illustrating activities and accomplishments; make recommendations on program improvement. Regularly coordinate, monitor, and oversee the inspection, maintenance and repair of all recruitment vehicles within the district; submit accurate and timely vehicle mileage logs/gas receipts to Headquarters. Attend staff meetings, annual training, and participate in various administrative and organizational activities as required.5%Other recruitment duties as needed or assigned (for example, assist the CCC’s Public Information Office, transport enrollment materials from site to site, print collateral, support center staff and Statewide Recruitment Coordinator on media blitzes, focused recruitment and/or special recruitment events).
