I. CCSD Online Mission, Vision, and Goals

Section

The Charleston County School District Online Program will provide students with alternative options to earning high school credits as set forth by the South Carolina Department of Education through a virtual curriculum.

II. CCSD Online Overview

The CCSD Online program offers eligible students a variety of rigorous courses for high school and college credit through a virtual environment. In addition to their regularly scheduled face-to-face courses, students may enroll in virtual courses. Reasons students may choose to enrol in a virtual course include: their school does not offer that course, they have a scheduling conflict, or they have interest in a specific virtual course. CCSD Online includes the following digital learning opportunities:

Charleston County School District's Proficiency-Based System

Charleston County School District's Proficiency-Based System, approved by the South Carolina Department of Education (SCDE) and the Charleston County School Board, defines how the District offers non-traditional, computer-based courses. Charleston County School District must provide the following assurances to the SCDE to be in compliance with the approved system:

Demonstrate that each course and its assessments for direct instruction are aligned to Stateadopted subject area standards for the current year.

Provide an explanation of how proficiency assessments will be standardized across the District.

Provide documented evidence that teachers of all courses hold a current SC certification and are highly qualified for the subject they are teaching.

Communicate through schools NCAA eligibility requirements and higher education guidelines regarding proficiency-based courses to parents and students.

Provide evidence that all courses meet all relevant state statutes and regulations. Provide evidence that the District's proficiency-based system is evaluated annually and the

results are reported to the local school board.

CCSD Online Programs Descriptions

VirtualSC - A free state-sponsored online program serving students currently attending public, private, and home school in grades 6-12, and Adult Education Programs.

Edgenuity - A computer-based resource for high school students to earn an initial credit course or recover failed course credit. Edgenuity may also be used to facilitate content recovery through blended learning as directed and guided by the classroom teacher. Only CCSD-approved Edgenuity courses may be taken by students for credit. These courses have been reviewed by district content experts and meet state course requirements, including course name and course code.

Page 5 CCSD Virtual Franchise - Expanded VirtualSC online course offerings to address the unique challenges of our district using our own teachers. VirtualSC provides the technology, curriculum, and training to support implementation of the CCSD Virtual Franchise. Distance Learning - With respect to CCSD, Distance Learning refers to a program in which the teacher is not physically present in the classroom but is providing live instruction from another geographic location. Distance Learning course offerings may include high school or dual credit classes. Distance Learning courses are provided on a very limited basis with a focus on access and equity. Out-of-State Virtual Classes - On a very limited basis the district may contract with other states' virtual programs to provide individual CCSD students with the opportunity to take a virtual course from another agency. This option is only considered when all other avenues have been explored.

III. CCSD Online Participation Guidelines

NOTE: Prior to enrollment in any online course, students must submit a completed program application (found in the appendix and posted online at the CCSD Online website). School Counselors or the Principal Designee are responsible for securing a completed and approved Program Application prior to scheduling and enrolling students in an Edgenuity, CCSD Virtual or VirtualSC course.

Enrollment Options and Selection Procedures Enrollment in online courses should be considered in the following order:

VirtualSC Program The district's approved online initial credit and credit recovery program (Edgenuity) CCSD Virtual Franchise (Launch ? Spring 2019) Courses for which CCSD contracts with other approved providers (Florida Virtual School)

School Counselors should utilize the course offerings lists issued by the CCSD Online Learning Department and/or the VirtualSC program when determining appropriate and available online program enrollment. Any deviations must be approved by the CCSD Online Learning Program.

Characteristics of a Successful Online Learner

Learners tend to be more successful in the online environment when they are:

The following items should be considered when placing a student in CCSD Online courses.

Solid academic preparation The student must have successfully completed all prerequisite coursework.

Read and write at grade level; effective communication through writing

Online courses are reading intensive. Students need to comprehend information from text and apply it to assignments.

The majority of communication in an online classroom is written. It is critical that students have excellent reading skills and feel comfortable expressing themselves in writing.

Students must comprehend grade level content and ask for help when needed. A minimum Lexile score of 1000 is recommended.

Rigor and demands of online learning Online courses offer the same content and rigor as courses in the face-to-face classroom. They are flexible and convenient, but not easy. Students should be prepared for rigor.

Regular access to technology with Internet connectivity Students need regular access to a computer with Internet capabilities in order to participate in their course(s). It is not expected that CCSD Virtual course schedules (start, completion and assignment due dates) will change as result of absences due to weather (unless the incident results in widespread power outages and is designated as excused by the CCSD Online Coordinator), illness, or other local school related or personal absences. Therefore, the student must be able to access the online website in order to complete course requirements as scheduled.

Time to study To be successful, the student must have regularly scheduled time to study and the selfdiscipline to stick to the schedule they establish. This often requires balancing competing priorities between the online course and extracurricular activities. While not required, it is recommended that students have a specific class period during the day assigned for the CCSD Virtual course and time set aside for study at home. Students in Advanced Placement courses will need to schedule at least 12 hours per week for their course (about six hours online and six hours of offline study). Non-AP students should plan to spend at least as much time in their online course as in a face-toface course, including homework time.

Valuing success Successful students in online courses have strong motivation and commitment. CCSD Online courses require that students be active participants in all course activities, including participating in class discussions and other assignments. Successful online students are typically very determined students who like to set their own goals and challenge themselves to meet them. Even students who come into a course not fully prepared academically are able to succeed through determination and taking pride in their work.

Strong support in school and at home Whether the first or subsequent online courses taken, students need strong and consistent support. A student may be the only one in his/her school participating in a CCSD Virtual online course. The course may be the most rigorous course in his/her schedule. Support from

school and home will be very important as the student balances competing priorities for time and faces frequent deadlines. Students are far more likely to succeed if they have encouragement from adults who support their efforts.

Participation in Online Initial Credit and Credit Recovery

Online Credit Recovery/Initial Credit courses are available for students in grades 9-12. Student enrollment in Credit Recovery or Initial Credit courses must be approved by the Principal, School Counselor, or Principal Designee prior to the start of the course. Credit Recovery and Initial Credit courses taken during semester one or two through Edgenuity must be completed within one academic school year. Other courses must be completed as scheduled through the providing program (i.e. VirtualSC, CCSD Virtual, etc.).

For credit recovery attempts and per SCDE Uniform Grading Policy, the original failing course and grade will remain on the student's transcript. The credit recovery course, starting with the appropriate activity code, grade scale designation, and unit marker will be entered on the student record/schedule (i.e., 3024CRCW English 1 ?CR). The credit recovery course does not impact a student's GPA.

*A student wishing to modify his or her GPA shall repeat the full course for initial credit and not seek a credit recovery solution.

Note: Prior to enrollment in any online course, students must complete the appropriate Program Application form by the registration deadline if applicable. School counselors or Principal Designee are responsible for approving students for enrollment in online courses.

Credit Recovery Eligibility and Enrollment Guidelines

Eligible students are allowed to enroll in credit recovery courses based on the following criteria: Students may take credit recovery only if they have previously attempted all requirements for the course. Only students who have previously failed the course with a grade of between 50% to 59% are eligible for credit recovery. Students must retake the course before they are enrolled in the next sequential course or students may take a level 2 course while recovering credit from a failed level 1 course. Students planning to enroll in a credit recovery End of Course Examination Program, must have an EOCEP exam on file to be eligible to recover the credit. Students may only recover two (2) credits per semester during the regular school year. Students may not enroll in credit recovery for any course for which they received a "WF" (withdrawn failing) or "WP" (withdrawn passing) grade as a first attempt. Students who complete credit recovery for a failed Honors or AP level course will receive College Prep credit. Upon successful completion of the credit recovery course (numerical grade earned of a 60 or higher), the student will receive a "P" in the gradebook as the final letter grade. When a student does not successfully recover the credit for a failed course, s/he will receive a "NP" in the gradebook as the final letter grade. The original failing grade will remain on the transcript as stored through the Historical Grades process. Do not edit any field for the
