Position DescriptionHEAD, OPERATIONAL FORCES MEDICAL LIAISON SERVICESThis position is a Special Assistant to the Commanding Officer of Naval Medical Center Portsmouth, Virginia and is located within the Operational Forces Medical Liaison Service’s (OFMLS) Suite. The OFMLS suite was established to support the fleet with regards to ensuring the timely care of patients received for medical evaluation and treatment of medically related issues. The incumbent will provide supervisory administrative service for the OFMLS staff. This individual is directly responsible for the fleet’s impression of Naval Medical Center Portsmouth. The utmost professionalism is required to uphold the public trust and create an atmosphere of competence and caring. Major Duties:Responsible for providing effective administrative leadership.Responsible for the tracking of patients through the Medical Evacuation (MEDEVAC) system to include the Transportation Command Regulating and Command and Control Evacuation System (TRAC2ES).Responsible for the proper functioning of the Patriot Inn to include bed assignment.Responsible for the timely and expeditious flow of patients assigned to the Medical Transition Company (MTC) as they flow through the medical process.Utilize case management and assigned staff to aid in tracking military personnel admitted into civilian facilities and issue bedside warranted via Personnel Casualty Reports (PCR) as appropriate.Responsible for providing effective administrative leadership with the Health Experts onLine Portal (HELP)Ensure proper compliance of information handling with respect to mental health information requests via the Mental Health Access List.Factor 1: Knowledge RequiredIncumbent must be a Senior Medical Officer with Operational and Medical Treatment Facility (MTF) prehensive knowledge of fleet medicine, pertinent instructions, operational tempo, and limitations.Advanced knowledge in managerial concepts and applications which assist in facilitating change and adaptation in all clinical areas with Command and Navy Medicine’s strategic plans.Understanding and utilization of effective communications techniques to develop appropriate conditions and circumstances relative to clinical and administrative matters with staff members and the Directors for Medical, Mental Health, Nursing, and Surgical Services.Knowledge and skill in leadership principles to provide individual guidance and counseling to both military and civilian employees in areas of job performance, personal/professional goal achievement and opportunities for professional development/advancement.Knowledge and ability to effectively collaborate with other professional personnel within the Medical, Nursing, Surgical and Administrative Directorates for the purpose of achieving optimal interdepartmental cooperation in resolving patient care issues and coordinating policies which impact on medical practice.Knowledge of Naval Medical Center Portsmouth’s organization, it’s mission, vision and guiding principles in order to plan and implement activities in the most effective manner.Knowledge of Naval Medical Center Portsmouth, Department of the Navy, and Joint Commission regulations, laws, policies and procedures which apply to delivery of medical care and the implementation of performance improvement concepts.Must have a current, unrestricted license to practice and be board certified. Ability to be credentialed is required. Excellence in written and oral communication required.Factor 2: Supervisory ControlsIn the position of Head, Operational Forces Medical Liaison Services the incumbent reports directly to the Director for Administration.As Special Assistant the incumbent reports directly to the Commanding Officer, Naval Medical Center Portsmouth.Factor 3: Guidelines Will be guided by standardizing health procedures, internal directives, Manual of the Medical Department, Medical Staff Bylaws, professional books, journals and publications, CNO/SECNAV/BUMED instructions.Factor 4: Complexity Duties involve a variety of complex tasks requiring knowledge in all facets of Navy Medicine. Unique health related problems must be analyzed rapidly and appropriately handled. Various modifications may be instituted based upon comprehensive analysis of all factors involved.Factor 5: Scope and EffectThe activities of this position include establishing criterion, formulating projects, developing and enforcing recommended policies and procedures, evaluating management system efficiency and effectiveness, researching, identifying and analyzing a variety of unusual as well as usual problems, counseling, evaluating and developing personnel and instituting change in management and patient care in keeping with level of authority.Decisions, recommendations and actions have a direct effect on the health and well-being of beneficiaries as well as a direct effect on fleet readiness.Factor 6: Personal ContactsContacts are with patients, commands, case managers, physicians, directorates, department heads, and all other inter/intra disciplinary members of the allied Health Care Team.Incumbent may also be in contact with various civilian hospitals in regards to patient care for military members.Factor 7: Purpose of ContactsContacts with the above personnel may be to collaborate, guide, direct, motivate, and instruct while exchanging, providing and obtaining information.
