Summary and Reflection Like the national government, state constitutions limit the power of government through separating powers among three branches: legislative, executive, and judicial. All state constitutions contain a bill of rights similar to the Bill of Rights in the U.S. Constitution. State constitutions are supreme within the state, but they are not the final authority. Under the power of national supremacy, if a federal court decides that a state constitutional amendment conflicts with the U.S. Constitution, that amendment must be removed from the state's constitution. A charter, issued by the state government, grants legal status to a community and specifies the type of government and the powers and responsibilities of that government.
