Report Summary

This information report details the amendment made to the Edmonton Transit System Fare Policy -Procedure, incorporating the family fare program as approved by City Council in the 2008 budget.

Previous Council Action

At the December 17, 2007, City Council meeting, the following motion was passed:

That the Edmonton Transit System Fare Policy C451D be amended to include a Family Fare Program as outlined in the October 17, 2007, Transportation Department report 2007TD7190.

Report

• Effective February 1, 2008, one adult and up to four children age twelve and under can travel all day, on any single day during the week, with the purchase of a day pass.

• As the new family fare program is being incorporated into the existing day pass, no changes are necessary to the Edmonton Transit System Fare Policy C451D, only to the procedures.

• Under the authority of the City Manager, section 1.1 l) of the City procedures, related to Edmonton Transit System Fare Policy C451D, has been amended to read as follows:

Day Pass - a transferable pass that allows unlimited travel on a single day by any individual; or by one adult and up to four children age twelve or under. The latter is advertised as a family fare option, however, proof of family relationship is not required.

1. DEFINITIONS

1.1 Bus and LRT Service:

a) Adult Cash Fare - the exact cash fare charged to riders who are between 18 and 64 years of age; or any other rider who cannot provide proof of age upon request by an ETS Operator or Transit Security Officer.

b) Youth Cash Fare - the exact cash fare charged to riders who are 17 years of age or under. Children 5 years of age or under travel free but must be accompanied by a fare-paying passenger. Youths not able to provide proof of age upon request by an ETS Operator or Transit Security Officer shall pay the adult cash fare.

c) Senior Cash Fare - the exact fare charged to riders who are 65 years of age or over. Seniors not able to provide proof of age upon request by an ETS Operator or Transit Security Officer shall pay the adult cash fare.

d) Adult Ticket - a pre-purchased single ride ticket for use prior to the stipulated expiration date by a rider who is between 18 and 64 years of age; or any other rider who cannot provide proof of age upon request by an ETS Operator or Transit Security Officer. Adult tickets are sold in multiples at a discount relative to the adult cash fare.

e) Youth Ticket -a pre-purchased single ride ticket for use prior to the stipulated expiration date by a rider who is 17 years of age or under. Youth tickets are sold in multiples at a discount relative to the youth cash fare. Youths not able to provide proof of age upon request by an ETS Operator or Transit Security Officer shall pay the adult cash fare.

f) Senior Ticket -a pre-purchased single ride ticket for use prior to the stipulated expiration date by a rider who is 65 years of age or over. Senior tickets are sold in multiples at a discount relative to the senior cash fare. Seniors not able to provide proof of age upon request by an ETS Operator or Transit Security Officer shall pay the adult cash fare.

g) Transfer – a valid receipt issued upon request at the time of boarding a bus to riders paying by cash or ticket. A transfer receipt is valid on any Edmonton Transit System bus or LRT route and allows travel, including stopovers or return trips, for a period of 90 minutes from the time of issue.

h) LRT Ticket – a time and date stamped ticket dispensed from an LRT ticket vending machine allowing travel for up to 90 minutes. LRT tickets are accepted as transfers upon boarding a bus.

i) Adult Monthly Pass – a pre-purchased pass that allows unlimited travel during a calendar month by any rider regardless of age.

j) Post-Secondary Student Discount – a discount applied to adult monthly passes sold at select outlets to full-time post-secondary students attending qualified institutions as approved by the Manager of Edmonton Transit.

k) Student Pass – a non-transferable pass sold to elementary, junior high or senior high school students that allows unlimited travel Monday through Friday, including days when school is not in session or statutory holidays that fall on a weekday.

l) Day Pass - a transferable pass that allows unlimited travel on a single day by any individual; or by one adult and up to four children age twelve or under. The latter is advertised as a family fare option however proof of familial relationship is not required.

m) Senior Annual Transit Pass - a non-transferable pass sold to senior citizens able to provide proof of residence and age upon application that allows unlimited travel for up to twelve months. Senior’s in financial need may purchase the annual pass at a discounted rate.

“Financial Need” - a senior who is in receipt of the federal guaranteed income supplement (G.I.S.).

n) Seniors Monthly Pass – a pre-purchased pass that allows unlimited travel during a calendar month by any rider 65 years of age or over

o) Courtesy Pass - a pass subject to the terms and conditions as authorized by the Manager of Edmonton Transit or his designate (example - pass may be issued to visiting dignitaries and officials, temporary employees or contractors, convention or conference delegates, employees of organizations who have negotiated agreements with the Edmonton Transit System, or special needs students as negotiated with the School Board Administrations).

p) CNIB Pass - CNIB identification cards are recognized as a valid pass on bus and LRT services. Cardholders are subject to eligibility criteria and membership in the CNIB.

q) ETS Employee Identification Card - employee identification cards issued to ETS employees and retirees as negotiated in the collective agreements are recognized as valid non-transferable passes on bus and LRT service.

r) AISH Subsidized Pass – a non-transferable pass sold to persons who reside in Edmonton and currently receive the AISH benefit through the Provincial Ministry of Alberta Seniors and Community Supports. Only valid on regular bus or LRT.

s) ETSPASS – a non-transferable discount pass sold to permanent full-time or part-time City of Edmonton employees and subject to the terms and conditions as authorized by the Manager of Edmonton Transit or his designate.

t) Attendant Fare - an attendant accompanying a DATS registrant may ride for free provided they remain with the DATS registrant for the duration of the trip. The DATS registrant must present their ID card and identify their attendant to the operator upon boarding a bus or to a Transit Security Officer on the LRT upon request.

u) DATS Monthly Pass – a non-transferable monthly pass sold to DATS registrants for use on DATS, regular bus or LRT service.

v) Regional Transfers and Passes - regional fare media as approved in contractual agreements with regional transit systems may be use on the Edmonton Transit System.

w) Promotional Discount - free or discounted transit service or fare products as approved by the Transit Manager may be provided on a temporary basis in support of Edmonton Transit’s marketing program.

1.2 DATS Service:

a) Cash Fare – the cash fare to use DATS shall be the equivalent to the adult cash fare for regular bus and LRT service.

b) Adult Tickets – adult tickets are accepted as valid fare media on DATS.

c) DATS Monthly Pass – a non-transferable monthly pass that allows unlimited travel during a calendar month by the DATS registrant to which it was issued.

d) DATS Mandatory Attendants - DATS registrants may be required by the Transportation Department to be accompanied by an attendant at all times during their travel on DATS due to medical or behavioural reasons. These designated mandatory attendants travel free on DATS while accompanying a DATS registrant.

e) DATS Companion – a DATS registrant may be accompanied by one companion provided that companion pays for the trip with cash or an adult ticket. A companion, 5 years of age or under, may travel free.

f) ETS Employee Identification Card - employee identification cards issued to ETS employees and retirees as negotiated in the collective agreements are recognized as valid non-transferable passes on DATS service provided they are DATS registrants.

1.3 Special Event Service – special round trip transit service between designated parking areas and a major facility event.

i) Major Facility - Commonwealth Stadium or Hawrelak Park.

ii) Alternative Venues – venues other than Commonwealth Stadium or Hawrelak Park where special events may be held.

iii) Major Facility Event (Level I) – a public event with expected attendance of between 8,000 and 30,000 spectators. ETS special event service may be provided at the discretion of the General Manager of the Transportation Department.

iv) Major Facility Event (Level II) - a public event with expected attendance of 30,000 or more spectators. ETS special event service will be provided.

v) Alternative Venues (Level II only) – ETS special event service may be provided at the discretion of the General Manager of the Transportation Department.

1.4 Charter Bus Service:

a) Regular Charter – bus service operated to pick up and drop off specific users only, but not the general public.

b) Contract Charter – bus service operated under a binding contract between the Transportation Department and an organization, for a specific time period (e.g. one year) to pick up and drop off specified users only, but not the general public.

c) Discretionary Charter - bus service operated for special functions of the City of Edmonton departments and unions at the discretion of the Manager of Edmonton Transit. Examples would be funerals, retirements, club functions and special City sponsored functions.

2. PROCEDURES

1. General

1. To facilitate long term planning, the Transportation Department may submit multi-year fare structure implementation plans and fare strategies to City Council for approval in principle. Notwithstanding, City Council shall review and approve the fare structure annually as part of the budget process. The General Manager or his delegate shall prepare the fare structure for Edmonton Transit System including ridership impacts for submission to the City Manager.

2. The Edmonton Transit System fare structure shall include payment options and fare levels for regular Bus and LRT service, DATS service, Special Event service, and Charter service.

3. The Transit Manager may authorize promotional discounts as part of the Edmonton Transit System marketing plan.

4. The Manager of Transit shall be responsible for updating procedures and instructions related to this policy which include but may not be limited to: the Edmonton Transit refund procedures, confiscation of bus passes, and the Edmonton Transit bus operator’s information manual.

2. Regular Bus and LRT Service

1. The fare structure shall incorporate prepayment discounts for seniors and youths that are comparable to the average discounts in the industry.

2. The fare structure shall also incorporate prepayment discounts based on usage to encourage ridership.

3. There shall be a single cash fare for all riders and the cash fare shall form the base level for the establishment of all other core fare products (except for AISH and Senior passes) based on ridership multipliers using the following relationships:

4. AISH and Senior passes shall increase at a rate of approximately 3% annually and be rounded to the nearest quarter.

5. Fare integration with regional transit properties shall be negotiated by the Transit Manager to facilitate ease of use and minimize the cost to Edmonton taxpayers.

3. DATS Service

1. DATS fares and payment options shall be equivalent to adult bus and LRT fares.

2. DATS registrants shall be entitled to use regular bus and LRT service at no additional charge.

4. Special Event Service

1. The fares charged for ETS special event service, shall be based on achieving 100% cost recovery unless otherwise approved by the General Manager of the Transportation Department or as otherwise approved by City Council in the annual operating budget.

5. Charter Service

1. Regular charter rates shall be based on achieving 100% recovery of direct operating costs.

2. Contract and Discretionary charter rates shall be as approved by the Transit Manager.
