Dear Parents and Students,

Welcome to McManus Elementary School. This Parent/Student Handbook is designed to provide helpful information about our school and to improve communication between home and school. Updated information about school programs, staffing and upcoming events may change during the 2011/12 school year, so I recommend that you also read the McManus Express, our weekly newsletter, which is sent home every Monday. You can also get information from our school website, mcmanus.

The McManus staff is dedicated to providing students with a safe campus, high academic expectations and a positive learning environment. Our goal is to have all students performing at grade level in reading, writing and math and to embrace the love of learning. Reading, writing and mathematics instruction is guided by state standards and district benchmarks, and students are assessed regularly.  We use effective educational practices to ensure academic excellence based on the standards.

Our staff, parents and students have worked with a BEST (Building Effective Schools Together) grant for the past several years and are proud to incorporate this program into our daily schedule on the first day of school. McManus students know that the BEST pledge is, “Be Safe, Be Respectful and Be Responsible.” This discipline program sets up a system to address school wide, classroom, and individual student support. Our BEST team has provided visual reminders for expected behaviors around the school. Assemblies and reward systems reflect the work that we have done to define what students should be doing in various situations.

McManus is fortunate to have many support programs for students. In addition to the Title I Program, McManus has an outstanding After School Program (ASES/CARD) providing additional time for students to focus on academics. McManus is also supported by a Healthy Start Program to improve student learning and support families. Our school is proud of our affiliation with “Love Chico”, Grace Community Church, Chico Rotary, and the ‘Bigs in Schools’ Mentoring program. These organizations have provided wonderful support to our students and staff with tutoring, renovation of our track, production of a hands-on garden and on-going beautification projects. Our PTA sponsors a Jog-A-Thon and many special family evening events offering opportunities for parents to help their children be successful students and build school community while supporting many school-based projects.

GENERAL INFORMATION

ARRIVAL and DISMISSAL TIMES

Before school, students must wait inside designated areas until the 7:45 breakfast bell rings. If it is raining, students are to wait in the cafeteria as instructed by a campus supervisor.

Students who do not ride the bus or who are not enrolled in an afterschool program are asked to go directly home or to be picked up by parents at dismissal time. Please pick your child up promptly. We ask that students make all arrangements for going home prior to the beginning of the school day (i.e., going to a friend’s home after school). When waiting to be picked up, students must wait at the end of the 2nd wing and the bike rack area where there is supervision from 2:15 to 2:30. Prompt pick up is important as there is no supervision after 2:30. Students are not to be playing around the building, riding bikes, etc. or on the fields until after the 21st Century/ASES/CARD Program ends at 6:00.

Pupils may ride bicycles, in-line skates or skateboards to school. They may NOT ride them on the school grounds. Bikes must be locked when parked in the bike racks & should not be left overnight. No one is permitted to loiter near the bike racks.

OFFICE SUPPORT

ATTENDANCE

When your child is absent from school for any reason, it is your responsibility to call the school and clear the absence. We have a voice mail system to receive calls before or after school hours. We will make one attempt to reconcile the absence before declaring it truant. The school attendance clerk and other designated office staff have been directed by the principal to contact the home or workplace on a daily basis when necessary to follow-up when students are shown to be absent on the attendance roster. These calls will confirm your notes to the teachers or make you aware of any absence that has occurred without your knowledge.

One of the most important elements of successful learning is regular, on-time attendance at school. If an absence is necessary, a note upon return to school is essential. The note should include the dates of absence and the reason for the absence. STATE LAW permits the excuse of an absence for the following reasons:

( Illness

( Quarantine, as directed by the Health Department.

( Medical, dental, or eye services rendered.

✓ Attendance at funeral of immediate family member to the extent of only one day

in California, and no more than three days outside of California.

HEALTH OFFICE

In cases of illness or accident involving a student, every attempt is made to contact parents. It is important that we have current home, cell, and work phone numbers for parents as well as numbers for other emergency contacts. A school nurse is available one day a week and will screen health problems and make home calls. You may make an appointment to meet with her on her scheduled day. The health office can be reached after hours, after dialing 891-3128; you enter extension #105 to leave a voice mail message. Our health aide is on campus daily from 8:00 AM – 2:00 PM. She is trained in CPR and First Aid and maintains the health records of our students.

Medications: No child may take medication during school hours without an authorization form signed by the doctor and parent. Forms are available in the office. NO medications of any kind (i.e. cough drops, etc.) can be kept by the child during the school day.

If your child has been ill, with a fever or nausea he/she must stay home for 24 hours after the fever breaks.

OFFICE HOURS

The school office is open from 7:45 AM – 4:15 PM / Monday through Friday. We have a voice mail system that is able to take messages during office hours, and also after hours. You need to call and report your child’s absence by dialing 891-3128 ext. 103., even if it is the middle of the night. Please identify yourself, your student, their teacher, their room #, days absent, and the reason for the absence.

PHONE MESSAGES

If you need to get a message to your child about a change in the routine for pick-up from school, please call the school as soon as you know of the change and we will send a message to the classroom. Please help us keep classroom disruptions to a minimum.

Payment for milk and hot lunches/breakfast is made directly to the cafeteria personnel. We recommend the purchase of milk, breakfast or hot lunch tickets in 5, 10, or 20-day increments.

The Free/Reduced lunch program applications are mailed home during the summer break. If you should need an application during the year, please pick one up in the office. THIS APPLICATION MUST BE COMPLETED AND RETURNED TO THE OFFICE FOR PROCESSING BEFORE A STUDENT RECEIVES FREE/REDUCED LUNCH OR BREAKFAST.

Only one form per family is necessary. If you have an elementary student, please complete the form properly and include all children that are in the family home (including non-school age children and Jr. High & Sr. High children). Each school will be notified by Food Service, when the form is approved, in this way we can reduce duplication of forms.

FIELD TRIPS

Parent permission slips will come home in advance of any field trip. These permission slips must be completed and returned to school in order for your child to leave campus. We cannot accept telephone permission. If we do not have a signed permission slip, then the student will be placed in another classroom for the duration of the field trip.

HEALTHY START

What is Healthy Start? It is a program designed to help serve children, their family members, and the community.

What are the goals?

• That each child receives the physical, emotional, and intellectual support that he or she needs in school, at home, and in the community to be able to learn.

• Building the capacity of parents and students to be participants, leaders, and decision makers in their communities.

Services offered:

Counseling referrals, ESL classes, flu clinic, parent support groups, SMILES dental program, flue vaccination clinic, nutrition classes, LEAP, legal referrals, housing / food referrals, Medi-Cal, Healthy Families referrals, clothing vouchers and computer access for parents.

LOST AND FOUND

PLEASE put last names on items, so that if lost they can be returned to the rightful owner. Lost & Found articles of clothing, lunch boxes, backpacks, and other large items are kept in the hallway outside the cafeteria. Smaller items, such as jewelry or money are kept in the office. Check with the office staff regarding such items. Please check Lost and Found often for items that have been misplaced by your students. At the end of each trimester the Lost and Found items are given to charity.

MCMANUS EXPRESS

The McManus Express is our weekly newsletter, which contains important school and community information, school events, weekly school menu, etc. In addition to our English version, the Healthy Start Program will translate the newsletter into Spanish. Encourage your child to bring home the newsletter every Monday. You can also get the news from our school website mcmanus. The website also includes a link for school breakfast & lunch menus.

STUDENT LEADERSHIP

Fourth, Fifth and Sixth grade students who are interested in serving as Student Council members are encouraged to become involved. Members and advisors will meet regularly and will work on a variety of projects throughout the year.

ACADEMIC SUPPORT PROGRAMS

ASES/CARD AFTERSCHOOL PROGRAM

Before and after school programs provide additional academic remediation, enrichment, recreation, and social activities for 1.5 hours before school starts and 3.0 hours after school ends. The staff at John McManus works together with CARD to provide these services.

ENGLISH LANGAUGE LEARNERS (EL)

The Economic Impact Aid/Limited English Proficient Program is a federally funded program designed to assist students with English language acquisition and to improve the academic performance of limited English speaking, reading, and writing. Students who need English Language Development are provided with instruction to meet specific needs.

FINE ARTS and P.E./HEALTH

McManus students receive a district program in the Visual and Performing Arts eleven times a year for a half-day each session. They experience music, art, drama and dance through a thematic approach. Our students also receive instruction from a P.E./Health Specialist who works with each class several times a year.

LIBRARY

The library is available to all students during their class library time and for research at the teacher’s discretion and library availability. We welcome parent volunteers in the library. Children are encouraged to check out books. It is the student and their family’s responsibility to return library books when they are due. Students and their family will be held responsible for the care of loaned books. If a book is lost or damaged, it is the responsibility of the student and their family to pay for the book.

PARENT/TEACHER CONFERENCES

Early in the school year a Back-to-School Night is held to give teachers and parents the opportunity to become better acquainted and meet on an informal basis. Individual conferences are normally scheduled for all parents in October and November. At that time, the teacher is prepared to discuss individual progress and plans for future educational experiences. We encourage parents to call the school when they feel the need for a conference at any other time.

RESOURCE SPECIALIST PROGRAM (RSP)

The Resource Specialist Program provides individualized and small group instruction in the areas of Reading, Language Arts, and Math for students who meet state qualifications. McManus has one full time RSP teacher.

SPECIAL DAY CLASS (SDC)

Our Special Day Class provides services to students who have more intensive needs. Students are assigned for a majority of the school day in the special day class grouped according to similar instructional needs and are mainstreamed into the regular education class when appropriate.

SPEECH

Our speech therapist is on campus Monday - Friday working with children who need speech therapy. She is available for conference by appointment. Parents are notified before their child is included in this program.

TEACHER SUPPORT PROVIDERS

Robert Preston and Tina Keene are our math and ELD specialists. They are here to provide direct support to teachers and students in the classroom. As the Math Support Teacher, Robert’s mission is to assist teachers in implementing the new district math curriculum. As English Language Development Support Teacher, Tina’s mission, centered around the development of academic language, will be to ensure that second language learners gain the necessary academic vocabulary for grade level success.

TEXTBOOKS

Textbooks are provided free on a loan basis. Students will be held responsible for their care. If a book is lost or damaged, it is the responsibility of the student to pay for the book. All books must be accounted for at the end of the year. At the end of the school year, report cards will be held for any outstanding books or fees.

TITLE 1 PROGRAM

McManus School receives federal money under the Educational Consolidated Improvement Act, Title I. This provides additional funding for special programs for students in grades one through six who score at Below, Basic or Far Below Basic in reading and/or math on the STAR Test (grades 2nd through 6th). The objective of Title I is to provide eligible students with reading and/or math instruction over and above that provided by the regular curriculum. School-wide programs focus on the needs of all students ensuring that every student succeeds. School-wide programs are built on research indicating that students are most successful when the entire school supports the education of all.

Our school-wide program includes but is not limited to the following:

• Rigorous standards for upgrading the instructional program for the entire school.

• Flexibility, offering a high-quality curriculum geared to bringing students to the challenging levels of knowledge set for them.

• Comprehensive planning, using available federal program resources to support cohesive instruction.

• Results-oriented program development, increasing the achievement of children in the targeted groups that federal education programs were intended to serve. Our Title I program provides instructional assistants, instructional materials, small group instruction and additional teaching staff to meet the needs of our students.

SCHOOL SAFETY

CLASSROOM VISITATION

All parents and/or visitors need to check-in at the office, and get a Visitor Sticker before going to a classroom. Parents are encouraged to visit in their child’s classroom, but please remember this is the learning time for our children. If you need to speak with your student’s teacher, we ask that you make arrangements to do so before or after the regular school day. Please do not bring younger children with you when you are working or visiting in the classroom, as they may distract the students from learning.

CLOSED CAMPUS

McManus School is a closed campus. This means that children are not permitted to leave the school grounds during the school day. If your child has a doctor’s appointment, or needs to leave school during the day for any reason, you will need to come to the office to sign them out, and get a slip, which shows that you have the authority to take the child off-campus. You may then go to your child’s classroom to take them off campus.

Off-campus lunch with parent: Children may not leave campus for lunch unless a parent accompanies them, signs them out in the office before leaving, and then checks them back in at the office upon their return. If you do take a child out for lunch, it is very important to have them back by the end of lunch recess.

Returning to school: If your student has been signed-out earlier in the day, and they return during school time, you must come to the office to check them back in to school and get a re-entry slip.

Leaving school: If you need to pick up your child before school dismisses for the day, you must come to the office and sign your child out. The office staff will then give you an approved off campus permit and then you may go to your child’s classroom to pick them up. Please do not go the your child’s classroom without following this procedure.

HARASSMENT – FREE LEARNING ENVIRONMENT

The school will notify parents in the event a child’s dress or grooming is not deemed acceptable or appropriate for school. All members of the school community; students, faculty, classified staff, and administrators are protected by state and federal law from discrimination, harassment and retaliation on the basis of race, national origin, sex, age, disability and other protected status. Chico Unified School District has a discrimination and harassment policy and a complaint procedure for students, which was developed to provide information and guidelines regarding the law and the proper procedure for addressing inappropriate conduct directed toward them by their peers or district staff. You may request a copy of their policy by calling the District’s personnel office at 891-3000, ext. 144 or in the McManus office.

SAFE SCHOOLS

Providing a safe school environment for all students in CUSD is our highest priority. Everyone needs to know that Section 48915 of the Education Code states that students are to be immediately suspended and be recommended for expulsion if they are found to be in possession of a firearm, knife of no reasonable use to the pupil, or explosive at school or at a school activity off school grounds. Education Code 48900(b) states “possessed, sold or otherwise furnished any firearm, knife, explosive or other dangerous object unless, in the case of possession of any object of this type, the pupil has obtained written permission to possess the item from a certificated school employee, which is concurred by the principal or the designee of the principal.” The Board of Education determines the results of the recommendation for a student’s expulsion from school. Parents and students must realize that school is no place for dangerous objects and serious consequences will result if these objects are brought to school.

Another attribute of a safe school is freedom from bullying and/or physical harm. If fighting or other physical aggression occurs, suspension will follow. Our school is a place for learning and cooperation. It is a sanctuary where students can develop to their full potential.

TRAFFIC SAFETY

Before and after school, dangerous traffic congestion exists along East and North Avenues. Please be extremely cautious when driving in this area. Students are instructed about the dangers of traffic. We encourage parents to remind their children of safe procedures for walking or riding to school. Rainy days usually intensify our traffic problems. If you plan to pick up your child on such a day, please arrange to meet your child at the end of wing 2 and the bike rack area. Do not permit your child to run across North Ave. to meet you. Always use the crosswalks.

VOLUNTEER INFORMATION

CLASSROOM VOLUNTEERS

Parents and other interested adults are encouraged to take part in the learning process by serving as volunteer aides. Volunteers assist the school by working with individual children or with small groups, in the library, driving on field trips or working at home on special projects. Contact your child’s teacher if you are interested in being a McManus volunteer. Forms are available from your classroom teacher or in the school office, also you must have proof of a clear TB test and submit it along with the forms

PARENT TEACHER ASSOCIATION (PTA)

Our active PTA works for all McManus children, parents and staff. Membership is open, and all interested parents and friends are welcome. SUPPORT YOUR PARENT TEACHER ASSOCIATION. Meetings are held monthly and all parents are encouraged to attend.

SCHOOL IMPROVEMENT PROGRAM (SIP)

The School Improvement Program is a state sponsored program, which provides funds to improve our school. A School Site Council composed of parents and staff members oversees the program. The School Improvement Plan consists of a needs assessment, goals, activities to carry out goals, and a budget. The School Site Council is responsible for the development, monitoring, and evaluation of the plan.

BEST - MCMANUS’ SCHOOL WIDE RULES & DISCIPLINE PLAN

McManus has implemented a BEST Grant (Building Effective Schools Together) to help improve student discipline. Updates will be published in the McManus Express.

“BLUE SLIPS” FOR STUDENTS

Students needing to come to the school office must first get a “Blue Slip” from the teacher or supervisor, stating the reason for the office visit.

Students are to remain seated while eating lunch at their assigned tables. Outside, food is to be eaten in the lunch area, not taken out to the playground. During snack recess students must eat at the lunch area picnic tables.

We do not sell the following items at school, and we ask that you not put candy, gum, or sodas in your child’s home packed lunches.

DRESS CODE AND GROOMING

The Board of Education has adopted a policy that states that students’ dress and grooming is the responsibility of parents. Pupils should attend school dressed and groomed in good taste. We encourage parents to dress their children in clothing that is appropriate for elementary school activities. To prevent insect stings and toe injuries, sandals should be worn with socks.

➢ Hats may not be worn in the cafeteria. They are to be worn as designed, not backwards, sideways, etc.

➢ Body tattoos, writing on skin, or symbols applied to the skin are not appropriate for school.

➢ No make-up is allowed.

➢ All clothing must “fit” (not too tight, or too loose) so that normal school activities may take place without fear of injury or embarrassment.

➢ Modesty is the key for shorts, shirts and skirts. Midriffs must be covered. Clothing should cover undergarments.

➢ Security chains for wallets or personal possessions may not hang free of clothing. This is a safety issue.

➢ Shirts/tops must be appropriate for a learning atmosphere. Clothing and accessories containing inappropriate or negative logos or pictures (drugs, alcohol, language) may not be worn at school.

➢ Faddish extremes in dress are to be avoided because of the distraction they bring to the classroom.

➢ Shoes suitable for outdoor activities and P.E. should be worn.

TOYS AND ELECTRONIC INSTRUMENTS

Toys and electronic instruments (CD players, headsets, iPods, MP3 players etc.) cause distraction in the classroom and on the playground and can be costly to students if they are lost. Please leave toys and other electronic devices at home unless the teacher has approved the item for sharing.

CELL PHONES

If students have cell phones, during the ENTIRE school day cell phones must remain "off" and in the student's backpack. Students in violation of this policy will have their phone confiscated and turned in to the principal.

Parent(s) will need to come to the office and pick up the phone. Repeat violations may result in detention and / or suspension. Text messaging during the school day is not allowed.

Positive Rewards for Positive Behavior

( McManus Pride Awards are given for recognition and may be used on

designated Fridays for special treats and / or a chance to win a spin on the prize

wheel.

( Every month, a special assembly is held to celebrate our students of the month,

students with perfect attendance, classes with the fewest tardies, and classes with

Game Rules

New Play Equipment

 Play equipment must be used in a safe and appropriate manner.

     a.  Bars:  Students must always have two hands on the bars. No

clothing items (i.e. sweatshirts / sweaters) may be used to swing

on the bars.

     b.  Horizontal ladder:  No walking, crawling, sitting or dangerous play.

     c.  Rings:  No flips, chasing, chicken fights or dangerous play.

     d.  Balance Beam:  No chicken fights or dangerous play.

Swings

( One rider/one pusher only ( Do not jump off swings, wait for swing to stop

( When pushing, do not run under ( Hold on with both hands

( No sideways swinging ( Count 50 back swings, then get off

Bars

( One direction at a time ( Do not stand or sit on top of monkey bars.

( No “Chicken Fighting” ( Girls should wear shorts if wearing a dress

( No bar tag ( Single bars may be used for “turning”

( No standing/walking on parallel bars ( Hands are the last thing to leave the bars

Slides

( Go down ONLY; do not walk up the slide ( Feet first, sitting up

( Only one person on slide at a time ( Slide…don’t jump off from top

( Do not put water, gravel, woodchips, etc. on slides

Jump Ropes

▪ Use for jumping only…do not tie around anyone or anything or swing at anyone

Balls

▪ Soccer balls are for soccer only ( Basketballs are not to be kicked.

▪ Balls can only be kicked on the grass, not the blacktop.

▪ Do not bounce or pass balls in the intermediate courtyard.

Foursquare

▪ Basic rules apply. ”Extras” can be made by the person who brings the ball…but they may not be changed or added to after the first serve.

Wall Ball

▪ Dodge ball is allowed…the ball may only be thrown towards others, not kicked.

▪ Courts that are flooded are off limits

Tetherball

▪ While waiting stand at least one foot outside the painted line

▪ Three wins and you’re out

Fouls: (Any foul immediately ends the game)

▪ Stopping continuous play by holding or catching the ball

▪ Touching the pole with any part of the body

▪ Touching or hitting the rope

▪ Crossing over the center line

Football and Soccer

▪ Only two hand touch football is allowed

▪ If it gets wild and rough the game will be called and playing privileges forfeited

▪ May not be played if the field is muddy

Basketball

▪ To play full court, you need to have 10 players

▪ For safety’s sake a maximum of 14 players on the court at a time. Others may sub

▪ Remember…:You can’t say, “You can’t play.”

▪ If not claimed within five minutes of whistle, the court is open to others.

▪ A court cannot be claimed by throwing a ball at it.
