RURAL MUNICIPALITY OF ALONSACHIEF ADMINISTRATIVE OFFICERJOB DESCRIPTION & EMPLOYMENT CONDITIONSTo carry out the powers, duties and functions assigned to the CAO by the Municipal Act and by any other Act. To act as the Administrative head of the Municipality and to administer its business affairs in accordance with The Municipal Act and other Acts, as well as the policies and programs approved and established by Council, and to carry out and enforce all orders, Resolutions and By-Laws of the R.M. of Alonsa.To be responsible for ensuring that the policies and programs of the Municipality are implemented.To be responsible for advising and informing the council on the operation and affairs of the Municipality.To be responsible for the management and supervision of the employees of the Administration Department and to exercise control over the operation of the Administration Department.To notify the Council if money of the Municipality is spent or invested contrary to a By-Law or Resolution of Council or The Municipal Act or any other Act.To delegate duties or functions given to the CAO, under By-Law or The Municipal Act, to a designated officer or other employee of the Municipality, unless the By-Law or The Municipal Act prohibits such delegation.To prepare and compile Agendas, to attend Regular and Special Meetings of Council, Committee of Council as a Whole and Committees and such other meetings as are required by Council, and to make Minutes of every meeting attended without note or comment.To ensure the By-Laws and Minutes of Council meetings and all other records and books of account of the Municipality are kept safe.To ensure the revenues of the Municipality are collected by preparation of the tax roll annually and general receivables as required.To ensure money belonging to or held by the Municipality is deposited in the financial institution designated by Council.To ensure accounts for authorized expenditures of the Municipality (including the LUD of Alonsa and LUD of Amaranth) are paid with proper authorization.To provide the Minister with all information requested of the Municipality within a reasonable time.To supervise all purchases, sales, leases, rentals, and developments as ratified by Council.To direct the preparation and completion of the Financial Plan for submission to and adoption by Council and to be responsible for the administration of the budgets contained therein. Be responsible to ensure the completion of the Financial Plans of the LUD of Alonsa and LUD of Amaranth.To co-ordinate the prompt and proper handling of all requests, inquiries or complaints received from the public.Page 2To prepare and/or review all Resolutions and By-laws for Council's consideration.To prepare and/or approve all correspondence, forms, reports and contracts resulting from decisions of Council and the operation of the Municipality.Apply for applicable grants pertaining to the Municipality.To be responsible for all legal matters and insurance claims pertaining to the Municipality, upon direction from Council.To prepare reports to Council and the LUD Committee Members as required.Supervise Summer Students.To co-ordinate the responsibility for all applications for Subdivision and Building Permits within the Municipality in accordance with the decisions and policies of Council.To participate in professional training and development opportunities as directed and authorized by Council.To refer matters to the Municipal Solicitor for advice.To work with the Union — preparing documents and following the Collective Agreement for the Public Works Employees.To maintain the accounts receivable system and general ledger reconciliation, to include the tax roll and general receivables.To handle requests for information and complaints regarding accounts receivable, accounts payable, payroll and other information and refer to Council as required.To perform elections functions as required.To assist the three Fire Chiefs pertaining to matters of the Amaranth, Alonsa and Westlake Fire Departments.To direct and monitor the work task assignments of the Municipal Clerks.To co-ordinate the approved purchase of equipment, tools and supplies within budget.To evaluate personnel.To ensure all safety procedures and standards are followed by personnel of the Municipality.To maintain the Emergency Measures Plan.To assume the responsibility as Emergency Co-Ordinator.To respond to emergency situations after normal working hours as may be required, and work after hours as required when any employees are working after regular hours.Other duties as assigned. ................
