CHIEF FINANCIAL OFFICER OFFICE OF ADMINISTRATIVE LAW

The Office of Administrative Law (OAL) provides the citizens of New Jersey with a forum for the fair and impartial resolution of contested cases arising out of New Jersey State agencies by independent Administrative Law Judges who conduct hearings and render initial decisions. It seeks an experienced and innovative senior-level executive committed to public service with the ability to strategically manage OAL's $12+ million budget as well as manage its administrative support services. Serving as its Chief Financial Officer housed in Mercerville and reporting directly to the Director and Chief Administrative Law Judge, this position manages OAL's budget and spending processes, as well as its purchasing, accounting and banking functions, to ensure cost-effective support of all programs. Additionally, it is responsible for anticipating and responding to facilities management, court access and security and information technology support needs of OAL's three offices (the others are located in Newark and Atlantic City). This position is also the primary interface to the Department of the Treasury's Human Resources Office regarding issues in payroll and benefits, labor relations/discipline/grievances, hiring and promotions, training, etc. for all OAL non-judicial staff; performs other related duties as required.

SALARY: Commensurate with education and experience. A comprehensive benefits package is offered as well.

REQUIREMENTS:

EDUCATION: Graduation from an accredited college or university with a Bachelor's degree, including or supplemented by 21 credit hours in accounting, business administration, economics and/or finance. Although not required, a law degree would be beneficial Submissions MUST include a copy of the degree and/or transcripts (official/unofficial) documenting the possession of a degree and the necessary credit hours.

NOTE FOR FOREIGN DEGREES: Degrees and/or transcripts issued by a college or university outside of the United States must be evaluated for accreditation by a reputable evaluation service at your expense. The evaluation must be included with your submission. Failure to submit the required evaluation may result in an ineligibility determination.

EXPERIENCE: Seven (7) years of professional fiscal and workforce management experience. Fiscal management experience must include budgeting, accounting or auditing. Workforce management experience must include the administration of human resources functions (e.g. classification and compensation; staff and organizational development; equal employment opportunity; workforce planning, employee and labor relations, etc.).Three (3) years of the required experience must have been in a supervisory capacity.

The ideal candidate must be able to assist in the development and implementation of OAL's strategic vision; be fully conversant in management principles and intergovernmental dynamics; possess excellent skills in finance and budgeting; and have the ability to apply proven executive-level capabilities to learn and expand their knowledge of information technology and New Jersey state government human resources practices, policies and procedures.
