Position Snapshot

The Chief Financial Officer (CFO) has primary responsibility for planning, implementing, managing and controlling all administrative, financial and associated risk management activities of Council. This includes direct responsibility for strategic planning, financial innovation, value capture accounting, finance, forecasting, job costing, property management, leveraging external funding sources, deal analysis and negotiations, public and private partnership development and management, investor relationships, leveraging Developer Contributions (DC's), compliance and private and institutional financing.

As a member of the Office of the CEO, you will help shape a strategic vision and inspire an organisational culture that delivers the City's Long Term Financial Plan and drives organisational efficiency in a way that delivers to Our Wyndham, Towards 2040. With an annual capital works program in excess of $130M and significant development contributions framework, this role is responsible for financial planning, reporting and measurement to achieve high quality services and best outcomes for the community.

Your Principal Accountabilities are identified below:

Finance and Property Oversee financial planning and management activities including budgeting & forecasting, reporting & compliance, and creation of value. This includes Long Term Financial Planning & Reporting, Rating Services, Financial & Management Accounting, Property.

Strategy

Develop financial and operational strategy, the metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve Council assets and report accurate financial results.

Assume a strategic role in the overall management of Council and assist in formulating Council's future direction and supporting tactical initiatives to achieve Wyndham Towards 2040.

Monitor and direct the implementation of strategic business plans. Develop financial and tax strategies. Manage the capital request and budgeting processes. Develop and monitor key performance measures to help analyse the City's financial performance.

Operations

Implement operational best practices. Manage the accounting, legal, tax, and treasury departments. Advise the CEO and participate in key decisions as required. Establish and maintain strong relationships with the ELT, identify their needs and provide a full

range of business solutions. Provide advice and guidance on financial matters to the ELT including the impact of laws,

decisions, regulations and rulings and proposed legislation that may impact the financial viability of Council's programs. Provide advice to Council on rates revenue strategies and undertake modeling of various options. Oversee Council's transaction processing systems. Oversee employee remuneration arrangements. Facilitate the preparation, function and presentation of the City's capital works program, allowing flexibility in priority scheduling. Develop, implement and monitor the City's investment strategy to ensure optimum return at minimum risk exposure.

Financial Information

Oversee the issuance of financial information Personally review and approve all reports/ documents required by regulatory bodies Report financial results to the CEO and Councillors Establish and manage processes for financial forecasting, budgets, consolidation and reporting Establish and direct all financial policies of Council and ensure that the managers of Council's

activities are properly advised on all financial matters. Ensure that advice in relation to Council's investment portfolio received from financial institutions

is appropriate Lead negotiations in relation to financing options having regard to Council's borrowing policy. Develop digital financial systems that enable the City to meet its statutory reporting requirements

and meet the business needs of the organisation.

Risk Management

Understand and mitigate key elements of Council's financial risk profile Monitor all open legal issues involving Council, and legal issues affecting Local Government

generally Construct and monitor reliable internal control systems Maintain appropriate insurance coverage Ensure that Council complies with all legal and regulatory requirements Ensure that record keeping meets the requirements of regulators Report risk issues to the CEO Maintain relationships with regulatory bodies

Funding

Monitor cash balances and cash forecasts Arrange for debt and equity financing Invest funds

Third Parties

Maintain banking relationships Represent the Council at relevant Local Government, industry, business events Manage any third parties to which functions have been outsourced
