Please read carefully.This Pre-Qualification Questionnaire (PQQ) is designed to provide Northern Gas Networks (NGN) with the information required to assess your organisation’s suitability to be included in the list of tenderers for the project described. All submissions must be made using Ariba, NGN will not consider any submissions via post or email. You must pass all mandatory questions set out in the PQQ. Applicants should note that to be correctly evaluated they must answer each question in the required format and adhere to any word count limits that have been set. Answers must be in English, stating nil or not applicable where appropriate. Information must be accurate and current. NGN may refuse to consider your organisation if the PQQ is not fully completed or is found to be inaccurate. If any error, omission, false statement or misrepresentation is discovered, NGN may disqualify your organisation, without regard to what stage the selection process has reached when the error, omission, false statement or misrepresentation is discovered.Applicants must only provide information requested for in this PQQ. INTRODUCTION1.1 Company overviewNorthern Gas Networks Limited (NGN) is the company responsible for distributing gas to homes and businesses across the North of England. As part of the restructuring of the gas distribution business in England, NGN successfully acquired the North of England gas Distribution Network (DN) and took control of the assets on 1st June 2005. NGN has been responsible since then for the transportation of gas to the North of England via 36,000Km of pipelines.The DN is in the North of England and extends south from the Scottish border to South Yorkshire and has coastlines on both the East and West sides of the region. The DN contains a mixture of large cities such as Newcastle, Middlesbrough, Leeds and Bradford and a significant rural area including North Yorkshire and Cumbria. The area covers around 6.7 million inhabitants and has approximately 2.5 million customers. The DN is supplied via 23 off takes from the national Transmission System. Suppliers should avoid uploading responses on the last day in case of technical difficulties as NGN will not reopen an event after it has closed.You may save your documents throughout the process, but you must ensure that it is finally submitted before the closing date.The submit button is clearly marked and is highlighted in yellow, after you have submitted the system will still allow you to modify your proposal at any time up to the closing date. You may review the event log to confirm that your proposal has been submitted.NGN cannot access or determine whether you have submitted a bid until after the event has closed as our process is a totally sealed bid process. THE PROJECT 2.1 ScopeBrief introduction of the NGN estate?NGN are currently operating at 16 branches, connected by MPLS circuits to various data?centers?as well as AWS cloud services. Internet connectivity is provided centrally via one of the SCC data?centers?in Birmingham.??NGN is?also increasingly reliant on cloud-based?SaaS applications?from providers like Microsoft,?SAP?and others.?IP telephony, with physical?Mitel?phone?systems located at four different locations, is used across?some?of?company’s?offices.?Video conferencing NGN operates?a few?video?conferencing?systems including?Starleaf,?and?Creston.?NGN operate streaming services across?all?their?locations.There are several cross-connects in place with various third parties, like National Grid, Cadent Gas, Arqiva.???NGN utilizes Brand Communication?client-based?VPN.The legacy applications and services have been partially migrated to Amazon?AWS,?As a result of the migration the connectivity to legacy SD-WAN technology provides benefits even on a single link and?can create?overlays utilizing any type of transport.?With the flexibility of each circuit configured for both MPLS and DIA, the most efficient and flexible solution would be to use one of the links as MPLS and the secondary as DIA.?A set of overlay tunnels will be created on top of both transports, but internet traffic as well as traffic destined for public cloud SaaS services will not be backhauled through the centralized internet breakout, thus minimizing latency.?Can the potential supplier please include in their proposal a?SD-WAN?that compliments?NGN application use?and?security requirements?The potential supplier should include?full-Service?Management for the SD-WAN.Northern Gas Networks would like the potential supplier costs for the SD-WAN to be broken down into non-recurring cost (NRC), that is one-off charges and monthly recurring revenue (MRR) for the duration of the contract The potential supplier should include a full network management solution capable of providing NGN with full visibility to all aspects and elements of the network in real time. The duration of all the contracts should be 3 years, with additional options for an additional year extension and one final year’s extension making the length of the contract a maximum of 5 years. The additional years if taken up by NGN should be priced at exactly same cost as the cost for the initial 3 years in term of monthly recurring revenue.2.2 Contract BasisThe period of any contract(s) resulting from this procurement will be 3 years.The length of the contract may be extended by NGN for a further 2x1-year periods to give a maximum duration of the contract of 5 years.All prices shall be fixed for the full contract term.NGN anticipate awarding this contract to the highest scoring bidder and we intend to award the contract to 1 company.A copy of the Agreement has been provided. Bidders should note that the challenges will be scored at the RFP stage based upon risk and NGN reserve the right to reject any bidders who propose high risk challenges, or a material change to the contract. NGN reserves the right to disqualify those bidders who raise contract challenges post-award. NGN reserves the right to revoke conditional award and conclude terms instead?with the next highest scoring bidder.\s2.3 EU Procurement Directives This procurement is being conducted in accordance with “The Utilities Contracts Regulations 2016” using the Negotiated Procedure.2.4 Proposed Timetable Please note the above timetable is indicative and may be subject to change.2.5 Evaluation CriteriaThe PQQ responses will be assessed against the criteria set out below and detailed within the attached scoring and weightings document. Suppliers who pass all mandatory and (to the satisfaction of NGN) all discretionary questions will then be assessed against the scoring criteria and suppliers scoring more than 60% in standard questions (Section 1-8) and 75% in specific questions (Section 9) will progress through to tender stage. A maximum of top 10 highest scoring bidders will progress through to tender stage. This, therefore, is a good response that meets all aspects of the requirement which but may have a trivial level ambiguity due the bidder’s failure to provide all information at the level of detail requested.5Adequate - Overall the response demonstrates that the bidder meets all areas of the requirement, but not all the areas of evidence requested have been provided. This, therefore, is an adequate response, but with some limited ambiguity as to whether the bidder can meet the requirement due to the bidder’s failure to provide all the evidence requested.2Poor – The response does not demonstrate that the bidder meets the requirement in one or more areas.
